Program Approval: Norfolk Southern Railway Company
FRA is issuing this notice to explain its rationale for approving a Norfolk Southern Railway Company (NS) petition for a Test Program designed to test track inspection technologies (i.e., an autonomous locomotive-mounted geometry measurement system and an automated optical system) and new operational approaches to track inspections and its rationale for granting a limited, temporary suspension of a substantive FRA rule that is necessary to facilitate the conduct of the Test Program.
Drug and Alcohol Testing: Determination of Minimum Random Testing Rates for 2020
This notification of determination announces FRA's minimum annual random drug and minimum annual random alcohol testing rates for covered employees and for maintenance-of-way (MOW) employees for calendar year 2020.
Miscellaneous Amendments to Brake System Safety Standards and Codification of Waivers
FRA is proposing to revise its regulations governing brake inspections, tests, and equipment. The proposed changes include the incorporation of relief from various provisions provided in long- standing waivers related to single car air brake tests, end-of train devices, helper service, and brake maintenance. FRA is also proposing to extend the time that freight rail equipment can be ``off-air'' before requiring a new brake inspection. In addition, FRA is proposing various modifications to the existing brake related regulations for clarity and to remove outdated or unnecessary provisions. The proposed revisions would benefit railroads and the public by reducing unnecessary costs, creating consistency between U.S. and Canadian regulations, and incorporating the use of newer technologies demonstrated to maintain or increase safety. The proposed rule would reduce the overall regulatory burden on railroads.
Establishment of an Emergency Relief Docket for Calendar Year 2020
This Notice announces the establishment of FRA's emergency relief docket (ERD) for calendar year 2020. The designated ERD for calendar year 2020 is docket number FRA-2020-0002.
Restoration and Enhancement Grants Program
FRA is adding funding to and extending the application submittal period for its NOFO for the Restoration and Enhancement Grants Program (R&E Program) published on November 6, 2019. The basis for the funding increase and extension is the appropriation of additional amounts for the Restoration and Enhancement Grants Program in Fiscal Year 2020 together with the government's goal of efficiently administering such funds.
Training, Qualification, and Oversight for Safety-Related Railroad Employees
In response to a petition for rulemaking, FRA is amending its regulation on Training, Qualification, and Oversight for Safety-Related Railroad Employees by delaying the regulation's implementation dates for all contractors, and those Class II and III railroads that are not intercity or commuter passenger railroads with 400,000 total employee work hours annually or more.
