Qualification of Drivers; Exemption Applications; Vision
FMCSA announces its decision to exempt 16 individuals from the vision requirement in the Federal Motor Carrier Safety Regulations (FMCSRs). The exemptions will enable these individuals to operate commercial motor vehicles (CMVs) in interstate commerce without meeting the prescribed vision standard. The Agency has concluded that granting these exemptions will provide a level of safety that is equivalent to or greater than the level of safety maintained without the exemptions for these CMV drivers.

Unified Registration System
The FMCSA amends its proposal regarding establishment of the Unified Registration System (URS) required by the ICC Termination Act of 1995 (ICCTA) and originally announced in a May 19, 2005 notice of proposed rulemaking (NPRM). URS is the replacement system for several existing registration and information systems for motor carriers, property brokers, and freight forwarders under FMCSA jurisdiction. This SNPRM responds to comments to the 2005 URS NPRM, incorporates new proposals implementing requirements imposed by final rules published after the 2005 URS NPRM, and includes new proposals to implement certain provisions of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The Agency believes the proposed URS would improve the registration process for motor carriers, property brokers, freight forwarders and other entities that register with FMCSA.

FMCSA announces receipt of applications from 18 individuals for exemption from the prohibition against persons with insulin-treated diabetes mellitus (ITDM) operating commercial motor vehicles (CMVs) in interstate commerce. If granted, the exemptions would enable these individuals with ITDM to operate CMVs in interstate commerce.

FMCSA has statutory authority to exempt individuals from the vision requirement if the exemptions granted will not compromise safety. The Agency has concluded that granting these exemption renewals will provide a level of safety that is equivalent to or greater than the level of safety maintained without the exemptions for these commercial motor vehicle (CMV) drivers.
Agency Information Collection Activities; Revision of a Currently-Approved Information Collection Request: Application for Certificate of Registration for Foreign Motor Carriers and Foreign Motor Private Carriers
In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval. The FMCSA requests approval to revise an ICR entitled, ``Application for Certificate of Registration for Foreign Motor Carriers and Foreign Motor Private Carriers,'' that requires Mexico- domiciled for-hire and private motor carriers to file an application Form OP-2 if they wish to register to transport property only within municipalities in the United States on the U.S.-Mexico international border or within the commercial zones of such municipalities. On July 22, 2011, FMCSA published a Federal Register notice allowing for a 60-day comment period on the ICR. No comments were received.
Agency Information Collection Activities; Emergency Approval of a New Information Collection: Motorcoach Passenger and Driver Survey: Motorcoach Safety and Pre-Trip Safety Awareness and Emergency Preparedness Information
In accordance with the Paperwork Reduction Act of 1995, FMCSA announces that the Information Collection Request (ICR) described below will be submitted to the Office of Management and Budget (OMB) for emergency approval. FMCSA requests approval of this ICR by 30 days from the publication of this notice. The purpose of this information collection is to assess the current levels of voluntary compliance by motorcoach operators to provide pre-trip safety awareness and emergency preparedness information to passengers and to obtain passenger opinions of the implementation of the pre-trip program and any recommended improvements. The Department of Transportation (DOT) and FMCSA will use this data to further inform future policy and regulatory decisions, as well as other initiatives to improve motorcoach safety in the United States.

Pilot Project on NAFTA Trucking Provisions; Pre-Authorization Safety Audits
On September 12 and 14, 2011, the Federal Motor Carrier Safety Administration (FMCSA) announced and requested public comment on data and information concerning the Pre-Authorization Safety Audits (PASAs) for two motor carriers that applied to participate in the Agency's long-haul pilot program to test and demonstrate the ability of Mexico- domiciled motor carriers to operate safely in the United States beyond the commercial zones on the United States-Mexico border. This action is required by the ``U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007'' and all subsequent appropriations. The Agency received responses to the PASA notices from 11 commenters. The purpose of this notice is to respond to those comments that were in the scope of the PASA notice.
Pilot Project on NAFTA Trucking Provisions; Commercial Driver's License Memorandum of Understanding with the Government of Mexico
Since entering into a Memorandum of Understanding (MOU) with Mexico on November 21, 1991, on the equivalency of a Mexican Licencia Federal de Conductor (LF) and a commercial driver's license (CDL) issued in the United States, the U.S. motor carrier safety regulations have recognized the LF as equivalent to a CDL. As the Federal Motor Carrier Safety Administration (FMCSA) explained in its Federal Register notice of April 13, 2011 (the April Notice), proposing the requirements for the United States-Mexico cross border long-haul trucking pilot program, the Secretary of Transportation will accept only three areas of Mexican regulation as being equivalent to U.S. regulations. One of those areas is the reciprocal recognition of the LF and the CDL. In the Agency's July 8, 2011, Federal Register notice (the July Notice), however, FMCSA recognized concerns about the on-going acceptance of the existing CDL MOU and committed to site visits at Mexican driver training, testing, and licensing locations prior to beginning the pilot program to review Mexico's on-going compliance with the terms of the current MOU. The Agency agreed to post reports of these visits on the FMCSA pilot program Web site at http:/ www.fmcsa.dot.gov/intl-programs/trucking/Trucking-Program.asp x. The Agency also added copies of the 1991 MOU regarding CDL reciprocity to the docket for the pilot program. This notice is provided to summarize the results of the site visits and make interested parties aware that the report has been posted on the pilot program Web site and added to the docket for this pilot program.
Motor Carrier Safety Advisory Committee Series of Public Subcommittee Meetings
The FMCSA's Motor Carrier Safety Advisory Committee (MCSAC) will hold working group and subcommittee meetings on Monday-Thursday, October 24-27, 2011. The meetings will be open to the public for their duration. During the first two days, Monday-Tuesday, October 24-25, 2011, a working group of the subcommittee will discuss with FMCSA technical specifications related to wireless communications protocols that may be needed to ensure successful and secure transmission of data from electronic on-board recorders (EOBRs) to enforcement officials. The next two days, Wednesday-Thursday, October 26-27, 2011, will be devoted to a meeting of the full MCSAC EOBR subcommittee. The working group and subcommittee will discuss technical issues the full MCSAC should consider in providing input to the Agency as it develops functional specifications for EOBRs used in lieu of handwritten records of duty status (RODS). Time and Dates: The meetings will be held Monday-Thursday, October 24-27, 2011, from 8:30 am to 5 pm, E.T. at the Sheraton Crystal City, 1800 Jefferson Davis Highway, Arlington, VA, 22202, in meeting rooms Crystal V and VI. Matters To Be Considered: The subcommittee will continue its review of the functional specifications for EOBRs published by FMCSA as part of its final rule concerning EOBRs on April 5, 2010 (75 FR 17208), but subsequently vacated by the United States Court of Appeals for the Seventh Circuit (Seventh Circuit), and will provide suggestions to address stakeholder concerns about new specifications.

Pilot Program on NAFTA Long-Haul Trucking Provisions
FMCSA announces the availability of a Final Environmental Assessment (FEA) that evaluates the potential environmental impacts resulting from the implementation of its United States-Mexico cross- border long-haul trucking pilot program. FMCSA received five comments to its draft environmental assessment (DEA) and responds to those comments in the FEA. FMCSA concludes that the potential environmental impacts from the pilot program are not significant and do not warrant additional environmental analysis in the form of an Environmental Impact Statement. FMCSA issues a Finding of No Significant Impact (FONSI) based on the conclusions in the FEA, which is also available in the docket. Agency Information Collection Activities; New Information Collection Request: Commercial Driver Individual Differences Study
In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for its review and approval and invites public comment. The FMCSA requests approval of a new ICR that is associated with a study that will be conducted by a research contractor to investigate the differences among the characteristics of individual commercial drivers. This information collection will aid FMCSA in developing future safety initiatives by examining a wide array of driver and situational factors to determine if they are associated with increased or decreased crash and incident involvement.
Hours of Service of Drivers: Western Pilot Service Application for Exemption
FMCSA has received an application from Western Pilot Service (``Western'') requesting an exemption from certain hours-of-service (HOS) provisions of the Federal Motor Carrier Safety Regulations (FMCSRs). The exemption request is for Western's drivers who transport aviation fuel for aircraft used in wild-land firefighting operations. Western specifically requests an exemption for up to 15 drivers from Sec. 395.3(b)(2), the HOS prohibition against driving a commercial motor vehicle (CMV) after the 70th hour of cumulative on-duty time in any 8-day period. FMCSA requests public comment on the Western application for exemption.
