This notice provides information regarding FHWA's finding that it is appropriate to grant a Buy America waiver to the Alaska Department of Transportation and Public Facilities (Alaska DOT&PF) for procurement of foreign iron and steel components for the lift systems in the Gustavus Ferry Terminal improvement project in Gustavus, Alaska, specifically including wire rope assemblies.

The actions relate to the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the Verde Connect, Cornville Road to State Route (SR) 260 project in Yavapai County, AZ. When a State assumes these Federal responsibilities, the State becomes solely responsible and liable for carrying out the responsibilities it has assumed, in lieu of FHWA. This program mandates annual audits during each of the first 4 years of State participation to ensure compliance with program requirements. This notice makes available the final second audit report for the Alaska Department of Transportation and Public Facilities (DOT&PF).

This notice announces that FHWA has received and reviewed a renewal package from the Ohio Department of Transportation (ODOT) requesting participation in the Surface Transportation Project Delivery Program (Program). This Program allows for FHWA to assign, and States to assume, responsibilities under the National Environmental Policy Act (NEPA), and all or part of FHWA's responsibilities for environmental review, consultation, or other actions required under any Federal environmental law with respect to one or more Federal highway projects within the State. The FHWA has determined the renewal package to be complete, and developed a draft renewal MOU with ODOT outlining how the State will implement the Program with FHWA oversight. The public is invited to comment on ODOT's request, including its renewal package and the proposed renewed MOU, which includes the proposed assignments and assumptions of environmental review, consultation, and other activities.

The actions relate to a proposed highway project, North County Corridor New State Route 108 Project and Route Adoption, which proposes a new freeway/expressway for portions of State Route 108, 219 and 120 in the County of Stanislaus, California. The FHWA is issuing this notice to advise the public that the FHWA will not be preparing an EIS to evaluate alternatives that would reduce congestion and improve safety and reliability of Hana Highway between the intersection of Hana Highway with Haleakala Highway and Maliko Gulch on the north side of the Paia-Haiku region, Maui County, Hawaii. An NOI to prepare an EIS was published in the Federal Register on November 17, 2009.

The FHWA is issuing this notice to advise the public that it is rescinding its NOI and will not be preparing an EIS to evaluate alternatives that would improve the roadway capacity, safety, and reliability of Honoapiilani Highway between Maalaea and Launiupoko on the west side of the island of Maui. A NOI to prepare an EIS was published in the Federal Register on June 7, 2007.

The FHWA is issuing this notice to advise the public that it is rescinding its NOI and will not be preparing an EIS to evaluate alternatives that would support the increase in traffic demands and special needs, including the movement of military and commercial truck traffic between Waimea Town and Kawaihae Harbor in South Kohala in the County of Hawaii. An NOI to prepare an EIS was published in the Federal Register on November 29, 2002.

The FHWA, on behalf of the California Department of Transportation (Caltrans), is issuing this notice to advise the public that it is rescinding its Notice of Intent (NOI), originally published in the Federal Register on November 7, 2019, to prepare a Draft Environmental Impact Statement for the South County Traffic Relief Effort project, located in Orange and San Diego Counties, California.

The FHWA and the State of Utah, acting by and through its Department of Transportation (State), propose a renewal of the State's participation in the State Assumption of Responsibility for Categorical Exclusions. This program allows FHWA to assign to States its authority and responsibility for determining whether certain designated activities within the geographic boundaries of the State, as specified in the proposed Memorandum of Understanding (MOU), are categorically excluded from preparation of an environmental assessment or an environmental impact statement under the National Environmental Policy Act. An amended MOU would renew the State's participation in the program. The MOU will be amended by incorporating the following changes: Clarifying that this assignment applies to highway projects; and including provisions for UDOT's use of the Federal Transit Administration (FTA) and the Federal Transit Administration's (FRA) CEs for highway projects. In order to use FTA or FRA's CEs, UDOT will consult with FTA or FRA, as appropriate, and report to FHWA at the end of the calendar year the instances where it applied a CE using this provision.

The actions relate to the proposed highway project, Merced Seismic Retrofit Project, which is a seismic retrofit project of seven bridges on State Route 59, 140 and 152 in the County of Merced, California. Those actions grant licenses, permits, and approvals for the project.

The FHWA, on behalf of UDOT, is issuing this notice to announce the availability of the Revised Record of Decision (ROD) for the Mountain View Corridor Project in Salt Lake and Utah counties, Utah. In addition, this notice is being issued to announce actions taken by UDOT that are final Federal agency actions related to the project referenced above. Those actions grant licenses, permits and/or approvals for the project. The Revised ROD provides details on the Selected Alternative for the proposed improvements.

The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans, that are final. The actions relate to a proposed highway project, known as the SR-91 Corridor Operations Project (COP) portion of the Ultimate SR-91 Corridor Improvement Project (CIP), where the project limits extend approximately 2 miles along westbound SR-91, from Green River Road onramp to SR-241 in the Counties of Orange and Riverside, State of California. The final agency actions relate to a proposed highway project, improvements to Interstate 15 (I-15), at milepost (MP) 11 in Washington City, Washington County, State of Utah.
