The Environmental Assessment (Draft) was prepared pursuant to the National Environmental Policy Act of 1969 (NEPA). The project is also being reviewed under Section 106 of the National Historic Preservation Act, and a draft Section 106 Programmatic Agreement (PA) has been prepared for the project. Interested parties are invited to comment on both the Environmental Assessment (Draft) and the draft PA.

Surface Transportation Project Delivery Program; Utah Department of Transportation Audit Report
The Moving Ahead for Progress in the 21st Century Act (MAP-21) established the Surface Transportation Project Delivery Program that allows a State to assume FHWA's environmental responsibilities for environmental review, consultation, and compliance under the National Environmental Policy Act (NEPA) for Federal highway projects. When a State assumes these Federal responsibilities, the State becomes solely responsible and liable for carrying out the responsibilities it has assumed, in lieu of FHWA. This program mandates annual audits during each of the first 4 years of State participation to ensure compliance with program requirements. This notice announces and solicits comments on the second audit report for the Utah Department of Transportation (UDOT).
Environmental Impact Statement: Strafford County, New Hampshire
The FHWA is issuing this notice to advise the public that we are rescinding the Notice of Intent (NOI) for a highway project that was proposed to improve access to and from the Spaulding Turnpike (NH Route 16) to the tri-city areas of Dover, Somersworth and Rochester (Exit 10) in New Hampshire. The NOI was published in the Federal Register on June 5, 1995, with the intent to publish a Draft Environmental Impact Statement. This rescission is based on a lack of available funding and project support within the New Hampshire State Transportation Improvement Plan (STIP) for the project, as originally proposed.
