Livability Initiative under Special Experimental Project No. 14
The FHWA is requesting comments on a livability initiative to harmonize and coordinate the Federal-aid Highway Program with grant-in- aid programs administered by the Department of Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA). Under this initiative, the FHWA intends to utilize Special Experimental Project No. 14 (SEP-14) to permit, on a case-by-case basis, the application of HUD requirements on Federal-aid highway projects that may otherwise conflict with Federal-aid Highway Program requirements. One such requirement is contained in HUD's Section 3 Program, the goal of which is to provide training, employment and contracting opportunities to low and very low income persons residing within the metropolitan area (or nonmetropolitan county) in which the project is located and businesses that substantially employ such persons. The purpose of this proposed SEP-14 experiment is to further the goals of the DOT, HUD, and EPA partnership on sustainable communities.

The FHWA is issuing this Revised Notice of Intent (NOI) to advise the public and interested agencies of modifications to the scope and environmental review process for the Houma-Thibodaux to LA 3127 Connection Environmental Impact Statement (EIS). The project study area has been expanded due to resource agency concerns to include a potential alternative to the west in the vicinity of the LA 1 and LA 308 corridor to the Sunshine Bridge. FHWA also intends to utilize the environmental review provisions afforded under Section 6002 of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The EIS will build upon the environmental and technical studies and public comments and outreach conducted to date. This NOI revises the NOI that was published in the Federal Register on June 7, 2004.
Reclassification of Motorcycles (Two and Three Wheeled Vehicles) in the Guide to Reporting Highway Statistics

Thus, it is critical that the motorcycle registration data collected and published by FHWA is accurate, comprehensive, and timely.
