Airworthiness Directives; Turbomeca S.A. Turboshaft Engines
We are superseding airworthiness directive (AD) 2007-19-09R1 for all Turbomeca S.A. Arriel 2B1 turboshaft engines that do not have modification TU157 incorporated. AD 2007-19-09R1 required replacement of the hydromechanical metering unit (HMU) with a serviceable HMU. This AD requires HMU replacement; reduction of the compliance interval; and inclusion of the power turbine C2 cycle consumption rate when determining compliance times. This AD was prompted by reports of ruptures on HMU constant delta pressure valves that have less than 2,000 hours in service. We are issuing this AD to prevent failure of the HMU, which could lead to damage to the engine, and damage to the aircraft.
Airworthiness Directives; Airbus Airplanes
We propose to supersede Airworthiness Directive (AD) 2013-10- 06, for all Airbus Model A330-200 Freighter, A330-200, A330-300, A340- 200, A340-300, A340-500, and A340-600 series airplanes. AD 2013-10-06 currently requires an inspection to identify the installed windshields, and replacement of any affected windshield. Since we issued AD 2013-10- 06, the manufacturer has identified a new batch of affected windshield parts on the airplane. This proposed AD would expand the inspection area to 15 additional windshields' serial numbers. We are proposing this AD to prevent significantly increased workload for the flightcrew, which could, under some flight phases and/or circumstances, constitute an unsafe condition.
Airworthiness Directives; Bombardier, Inc. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400 series airplanes. This proposed AD was prompted by reports of swing arm assemblies of engine fuel feed ejector pumps detaching from the outlet port of the engine fuel feed ejector pump and partially blocking the engine fuel feed line. This proposed AD would require installing a restrictor into the engine fuel feed line. We are proposing this AD to prevent blocked engine fuel flow and possible engine flameout.

Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: NAS Data Release Request
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on January 31, 2014, vol. 79, no. 21, page 5512. The information enables the FAA to evaluate the validity of the user's request for National Airspace (NAS) data from FAA systems and equipment.
Airworthiness Directives; Airbus Airplanes
We propose to adopt a new airworthiness directive (AD) for all Airbus Model A300 series airplanes, Model A300 B4-600, B4-600R, and F4- 600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes). This proposed AD was prompted by a report of chafing found on the overflow sensor harness of the surge tank, and subsequent contact between the electrical wiring and fuel tank structure. This proposed AD would require a one-time inspection for chafing of the overflow sensor harness and structural damage of the outer tank, and repair if necessary. This proposed AD would also require modification of the sensor harness. We are proposing this AD to prevent chafing of the harness and subsequent contact between the electrical wiring and fuel tank structure, which could result in electrical arcing and a fuel tank explosion and consequent loss of the airplane.
Airworthiness Directives; Bombardier, Inc. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400 series airplanes. This proposed AD was prompted by reports of two in-service incidents where one side of the main landing gear (MLG) did not achieve down-lock. This proposed AD would require a detailed inspection of the apex joints of the stabilizer brace lock link in the MLG for clearance; rectifying and repairing the clearance gap, if necessary; and lubricating the apex joints of the stabilizer brace lock link in the MLG. We are proposing this AD to detect and correct insufficiently greased stabilizer brace lock linkage of the MLG and over-torqued lock linkage attachment bolts, which could lead to the failure to extend and down-lock the MLG, and could affect the safe landing of the airplane.
Airworthiness Directives; Airbus Airplanes
We propose to supersede airworthiness directive (AD) 2011-17- 08, which applies to all Airbus Model A330-200 series airplanes, Model A330-200 Freighter series airplanes, and Model A330-300 series airplanes. AD 2011-17-08 currently requires revising the maintenance program by incorporating certain Airworthiness Limitation Items (ALIs). Since we issued AD 2011-17-08, Airbus has revised a certain ALI document, which specifies more restrictive instructions and/or airworthiness limitations. This proposed AD would revise the maintenance or inspection program, as applicable, to incorporate new or revised structural inspection requirements. We are proposing this AD to detect and correct fatigue cracking, damage, and corrosion in certain structure, which could result in reduced structural integrity of the airplane.
Modification of Area Navigation (RNAV) Route T-265, IL
This action modifies RNAV route T-265 in support of the O'Hare Modernization Project (OMP)/Chicago Airspace Project (CAP). This action re-aligns T-265 slightly to the west providing appropriate lateral spacing from a new Rockford Airport Traffic Control Tower (RFD) and Chicago Terminal Radar Approach Control (C90) airspace boundary and to maintain the efficiency and safety of aircraft transitioning around the Chicago Class B airspace area.
Prohibition Against Certain Flights Within the Tripoli Flight Information Region (FIR); Extension of Expiration Date; Correction
The FAA is correcting a final rule published on March 21, 2014. In that final rule, the FAA amended its regulations to extend the prohibition against certain flights within the Tripoli Flight Information Region from March 21, 2014 to March 21, 2015. The FAA inadvertently cited an incorrect RIN number. This document corrects that error and also corrects an inadvertent amendment.
Proposed Amendment of Class E Airspace; Taylor, TX
This action proposes to amend Class E airspace at Taylor, TX. Additional controlled airspace is necessary to accommodate new Standard Instrument Approach Procedures (SIAPs) at Taylor Municipal Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rules (IFR) operations for SIAPs at the airport. Airport coordinates would also be adjusted.
Airworthiness Directives; Fokker Services B.V. Airplanes
We are adopting a new airworthiness directive (AD) for all Fokker Services B.V. Model F.28 Mark 0070 and 0100 airplanes. This AD was prompted by a design review, which revealed that no controlled bonding provisions are present on a number of critical locations inside the fuel tank or connected to the fuel tank wall. This AD requires installing additional bonding provisions in the fuel tank, and revising the airplane maintenance or inspection program by incorporating fuel airworthiness limitation items and critical design configuration control limitations. We are issuing this AD to prevent an ignition source in the fuel tank vapor space, which could result in a fuel tank explosion and consequent loss of the airplane.
Airworthiness Directives; Hawker Beechcraft Corporation Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Hawker Beechcraft Corporation (Type Certificate previously held by Mitsubishi; Raytheon Aircraft Company) Model MU-300 airplanes, and Hawker Beechcraft Corporation (Type Certificate previously held by Raytheon Aircraft Company; Beech Aircraft Corporation) Model 400, 400A, and 400T airplanes. This proposed AD was prompted by multiple reports of fatigue cracking in the horizontal stabilizer ribs. This proposed AD would require repetitive inspections of the horizontal stabilizer rib assemblies for cracking, and replacement if necessary. We are proposing this AD to detect and correct such cracking, which could result in the failure of the horizontal stabilizer and loss of pitch control of the airplane.
Airworthiness Directives; Dassault Aviation Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Dassault Aviation Model FALCON 7X airplanes. This proposed AD was prompted by a report of a crew alerting system message caused by an inversion of the wiring in the slats control manifold (SCM). This proposed AD would require doing an operational test of the SCM, and replacing the affected SCM with a serviceable SCM if necessary. We are proposing this AD to detect and correct inversion of the wiring in the SCM, which could lead to a commanded retraction of the median and outboard slats in flight, and result in reduced controllability of the airplane.

Public Notice for Waiver of Aeronautical Land-Use Assurance
The FAA is considering a proposal to change a portion of airport land from aeronautical use to non-aeronautical use and to authorize the transfer of airport property (as a part of a land swap) located at Terre Haute International Airport, Terre Haute, Indiana. The aforementioned land is not needed for aeronautical use. The proposal consists of 6.374 acres located in the northeastern section of airport property that is not being used by the airport presently, to be transferred to the Indiana Department of Transportation (INDOT) in exchange for the section of State Road 342 (2.05 acres) that is within the Runway 23 Runway Protection Zone (RPZ). SR342 is the primary access to the Indiana Air National Guard Base at the airport and is the connector road between Frye Road and SR42. INDOT will use the parcel for the construction of Swalls Road, making it the connector to SR 42 from Frye Road maintaining access to the Indiana Air National Guard Base. A larger parcel is required to keep the connection intact between Frye Road and SR 42.
Airport Improvement Program (AIP) Grant Assurances
Changes have been made to the AIP grant assurances to conform the list of General Federal Requirements to the correct numbering of some of the documents that recently changed, to add recent legislation, to revise Assurance 10 to conform to current statute, to clarify that Assurance 25, Airport Revenues, applies when an airport sponsor takes a grant for airport planning, and to note that Assurance 37 applies to airport concession disadvantaged business enterprises. Assurance 20 of the Non-Airport Sponsor Assurances for Non-Airport Sponsors Undertaking Noise Compatibility Program Projects is also revised to delete paragraphs which discussed land purchased for airport development. In addition, on April 24, 2013, the Secretary of Transportation signed the DOT Standard Title VI Assurances and Non-Discrimination Provisions, Order 1050.2A (Title VI Assurances). The Title VI Assurances were incorporated into the FAA Office of Civil Rights Order 1400.11, the ``Nondiscrimination in Federally-Assisted Programs at the Federal Aviation Administration Order,'' which was published on August 27, 2013. The changes to the AIP grant assurances in this Notice incorporate the Title VI Assurances.
Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG Turbofan Engines
We are superseding airworthiness directive (AD) 2012-26-14 for all Rolls-Royce Deutschland Ltd & Co KG (RRD) BR700-715A1-30, BR700- 715B1-30, and BR700-715C1-30 turbofan engines. AD 2012-26-14 required removal from service of certain high-pressure (HP) compressor stages 1 to 6 rotor disc assemblies before exceeding certain thresholds. This AD requires removal from service at those same thresholds but restricts the applicability to engines exposed to silver-plated nuts, and removes the terminating action statement required by AD 2012-26-14. This AD was prompted by RRD development of a new silver-free nut that, if installed with a new HP compressor stages 1 to 6 rotor disc assembly, would correct the unsafe condition identified in AD 2012-26-14. We are issuing this AD to prevent failure of the HP compressor stages 1 to 6 rotor disc assembly, which could lead to an uncontained engine failure and damage to the airplane.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2010-23-12 for certain Airbus Model A330 and Model A340 series airplanes. AD 2010-23- 12 required inspecting to determine the part number for Thales Avionics Angle of Attack (AoA) probes, and replacing any affected probe with a serviceable probe. This new AD adds airplanes to the applicability and, for certain airplanes, requires that those affected probes be replaced. This AD was prompted by reports that the AoA sensors on certain airplanes were modified and re-identified without performing the inspection to determine the part number; therefore, the affected probes were not replaced with serviceable probes. We are issuing this AD to prevent erroneous AoA information and consequent delayed activation or non-activation of the AoA protection systems, which, in combination with flight at a high angle of attack, could result in reduced controllability of the airplane.
Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes
We are superseding Airworthiness Directive (AD) 2009-18-18 for certain ATRGIE Avions de Transport R[eacute]gional Model ATR42 and ATR72 airplanes. AD 2009-18-18 required repetitive inspections for damage and absence of repair of the cockpit forward side windows, and replacement if necessary. This new AD requires repetitive detailed inspections of the cockpit forward side window for damage and discrepancies; and replacement if necessary. Replacing both cockpit forward side windows with approved windows terminates the repetitive detailed inspections. This new AD also expands the applicability of AD 2009-18-18. The actions required by AD 2009-18-18 are not required by this AD. This AD was prompted by reports of a cockpit forward right- hand side blow out during flight. We are issuing this AD to detect and correct air/water leakage of the cockpit forward side window, which could lead to rapid cabin decompression, resulting in loss of control of the airplane.
Membership in the National Parks Overflights Advisory Group Aviation Rulemaking Committee
The Federal Aviation Administration (FAA) and the National Park Service (NPS) are inviting interested persons to apply to fill one existing opening and one upcoming opening on the National Parks Overflights Advisory Group (NPOAG) Aviation Rulemaking Committee (ARC) to represent environmental concerns. Selected members will each serve 3-year terms.
Airworthiness Directives; Airbus Airplanes
We are adopting a new airworthiness directive (AD) for all Airbus Model A330-200, -300 and -200 Freighter series airplanes; and Model A340-200, -300, -500, and -600 series airplanes. This AD was prompted by a report that an airplane equipped with Angle of Attack (AOA) sensors installed with conic plates recently experienced blockage of all sensors during climb, leading to autopilot disconnection and activation of the alpha protection (Alpha Prot) when Mach number was increased. This AD requires, for certain airplanes, revising the airplane flight manual (AFM) to advise the flightcrew of emergency procedures for addressing AOA sensor blockage. This AD also requires replacing the AOA sensor conic plates with AOA sensor flat plates, which is a terminating action for the AFM revision. We are issuing this AD to prevent reduced control of the airplane.
Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG Turbofan Engines
We are superseding airworthiness directive (AD) 2007-03-02 for all Rolls-Royce Deutschland (RRD) Tay 620-15, Tay 650-15, and Tay 651- 54 turbofan engines. AD 2007-03-02 required an ultrasonic inspection (UI) of low-pressure (LP) compressor fan blades for cracks on certain serial number (S/N) Tay 650-15 engines. AD 2007-03-02 also required, for all Tay 611-8, 620-15, Tay 650-15, and Tay 651-54 engines, initial and repetitive UIs of LP compressor fan blades. AD 2007-03-02 also required, for Tay 650-15 and Tay 651-54 engines, UIs of LP compressor fan blades whenever the blade set is removed from one engine and installed on a different engine. This AD requires additional inspections for the affected engines and removal of the Tay 611-8 engine from the applicability. This AD was prompted by a report of an additional engine failure due to multiple fan blade separation. We are issuing this AD to prevent failure of the LP compressor fan blade, engine failure, and damage to the airplane.
Airworthiness Directives; Alexander Schleicher, Segelflugzeugbau Gliders
We are adopting a new airworthiness directive (AD) for all Alexander Schleicher, Segelflugzeugbau Model ASK 21 gliders. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as inadequate guidance for spin training operations. We are issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc. Airplanes
We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400 series airplanes. This AD was prompted by reports of excessive wear on the lower latch surface of the main landing gear (MLG) up-lock hook. This AD requires revising the maintenance program. We are issuing this AD to detect and correct up- lock hooks worn beyond the wear limit, which could prevent the successful extension of the MLG using the primary landing gear extension system, which in combination with an alternate extension system failure could result in the inability to extend the MLG.
Establishment of Class E Airspace; Blairsville, GA
This action establishes Class E Airspace at Blairsville, GA, to accommodate a new Area Navigation (RNAV) Global Positioning System (GPS) Standard Instrument Approach Procedure (SIAP) serving Blairsville Airport. This action enhances the safety and management of Instrument Flight Rules (IFR) operations at the airport.
Proposed Amendment of Class E Airspace; Bridgeport, CT
A Notice of proposed rulemaking (NPRM) published in the Federal Register on March 18, 2014 amending Class E airspace at Igor I. Sikorsky Memorial Airport is being withdrawn. Upon review, the FAA found that the Bridgeport VOR has not been decommissioned, and therefore airspace reconfiguration is not required.

Disclosure of Seat Dimensions to Facilitate Use of Child Safety Seats on Airplanes During Passenger-Carrying Operations
The FAA Modernization and Reform Act of 2012 requires the Federal Aviation Administration to initiate rulemaking to require air carriers conducting domestic, flag, and supplemental operations to make available on their Web sites information to enable passengers to determine which child safety seats can be used on aircraft in these operations. To fulfill the requirements of the Act, the FAA proposes to require air carriers to make available on their Web sites the width of the widest passenger seat in each class of service for each make, model and series of airplane used in passenger-carrying operations. If finalized as proposed, this rule would provide greater information to caregivers to help them determine whether a particular child restraint system will fit in an airplane seat. This proposal does not affect existing regulations regarding the use of child restraint systems on board airplanes or a passenger under the age of 2 traveling onboard aircraft with or without the use of a child restraint system.
Revocation of Class E Airspace; Kwigillingock, AK
This action removes Class E airspace at Kwigillingock Airport, Kwigillingock, AK, due to the cancellation of the approaches. The FAA is taking this action to enhance the management of aircraft operations within the National Airspace System.
Modification of Class E Airspace; Sitka, AK
This action modifies the Class E airspace at Sitka Rocky Gutierrez Airport, Sitka, AK. Controlled airspace is necessary to accommodate the new Area Navigation (RNAV) Global Positioning System (GPS) standard instrument approach procedures at the airport. This action enhances the safety and management of aircraft operations at the airport.
Amendment of VOR Federal Airways V-35 and V-276; Eastern United States
This action modifies VOR Federal airways V-35 and V-276 in the eastern United States. The FAA is taking this action due to the scheduled decommissioning of the Tyrone, PA, VORTAC facility, which provides navigation guidance for portions of the routes.
