Certifications and Exemptions Under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) of the Navy has determined that USS Carl Vinson (CVN 70) is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
Notice of Partially Closed Meeting of the Chief of Naval Operations (CNO) Executive Panel
The CNO Executive Panel will report on the findings and recommendations to the Chief of Naval Operations of the Subcommittee on Navy's Industrial Baseline in the Economic Downturn. The discussion of such information would be exempt from public disclosure as set forth in section 552b(c)(5), (6), and (7) of title 5, United States Code. For this reason the executive session of this meeting will be closed to the public.
Notice of Intent To Grant a Partially Exclusive Patent License; Signal Laboratories, Inc.
The Department of the Navy hereby gives notice of its intent to grant to Signal Laboratories, Inc., a revocable, nonassignable, partially exclusive license to practice worldwide the Government-owned inventions described in U.S. Patent No. 5,627,521 issued on May 6, 1997, entitled ``Personal Microwave and Radio Frequency Detector''.
