Quarterly Status Report of Water Service, Repayment, and Other Water-Related Contract Negotiations
Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and were pending through December 31, 2005, and contract actions that have been completed or discontinued since the last publication of this notice on November 2, 2005. From the date of this publication, future quarterly notices during this calendar year will be limited to new, modified, discontinued, or completed contract actions. This annual notice should be used as a point of reference to identify changes in future notices. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Additional announcements of individual contract actions may be published in the Federal Register and in newspapers of general circulation in the areas determined by Reclamation to be affected by the proposed action.
San Luis Unit Long-Term Contract Renewal
The Bureau of Reclamation (Reclamation) is releasing Draft Supplemental Information to the DEIS for San Luis Unit Long-Term Contract Renewal. The notice of availability of the DEIS was published in the Federal Register on September 30, 2005 (70 FR 57324). The public comment period on the DEIS was originally to end on November 21, 2005. A notice to extend the comment period to January 17, 2006 was published in the Federal Register on December 6, 2005 (70 FR 72652). A second notice to extend the comment period to April 3, 2006 and to announce the preparation of the Supplemental Information was published in the Federal Register on January 24, 2006 (71 FR 3885).
Red River Valley Water Supply Project, ND
The Bureau of Reclamation is announcing a 30-day extension of the public comment period for the Red River Valley Water Supply Project DEIS. The originally announced comment period ends on February 28, 2006, but has been extended until March 30, 2006. The original notice of availability of the DEIS, notice of public hearings, and additional information on the Red River Valley Water Supply Project were published in the Federal Register on December 30, 2005 (70 FR 250, 77425-77427).
Agency Information Collection Activities; Proposed Revisions to a Currently Approved Information Collection; Comment Request
In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), this notice announces the following Information Collection Request (ICR) has been forwarded to the Office of Management and Budget (OMB) for review and approval: Crop Acreage and Yields and Water Distribution (Water User Crop Census Report [Form 7-332], and Crop and Water Data [Form 7-2045]), OMB Control Number: 1006-0001. The ICR describes the nature of the information collection and its expected cost burden.
Information Collection Activities; Proposed Collection; Comment Request
In accordance with the Paperwork Reduction Act of 1995, this notice announces that the Bureau of Reclamation (Reclamation) intends to seek approval of the following proposed new information collection: Yakima Basin Recreation Survey. Reclamation will use two separate forms to collect this information. Form No. 7-2570, Yakima Basin Reservoir Recreation Survey, and Form No. 7-2571, Yakima Basin River Recreation Survey. Before submitting the information collection request to the Office of Management and Budget for approval, Reclamation is soliciting comments on specific aspects of the information collection.
Glen Canyon Dam Adaptive Management Work Group (AMWG), Notice of Meeting
The Adaptive Management Program (AMP) was implemented as a result of the Record of Decision on the Operation of Glen Canyon Dam Final Environmental Impact Statement to comply with consultation requirements of the Grand Canyon Protection Act (Pub. L. 102-575) of 1992. The AMP includes a Federal advisory committee (AMWG), a technical work group (TWG), a monitoring and research center, and independent review panels. The AMWG makes recommendations to the Secretary of the Interior concerning Glen Canyon Dam operations and other management actions to protect resources downstream of Glen Canyon Dam consistent with the Grand Canyon Protection Act. The TWG is a subcommittee of the AMWG and provides technical advice and recommendations to the AMWG. Date and Location: The AMWG will conduct the following public meeting: Phoenix, ArizonaMarch 7-8, 2006. The meeting will begin at 9:30 a.m. and conclude at 5 p.m. on the first day and will begin at 8 a.m. and conclude at 3 p.m. on the second day. The meeting will be held at the Bureau of Indian Affairs, 2 Arizona Center, 400 N. 5th Street, 12th Floor, Conference Rooms A&B, in Phoenix, Arizona. Agenda: The purpose of the meeting will be to review the Fiscal Year 2005 budget expenditures and proposed FY06 budget modifications and draft FY07-08 budget and workplan proposals, and to receive updates on science plans currently in development along with other monitoring and research reports. Additional topics of discussion will include status of humpback chub efforts, basin hydrology, public outreach, and other administrative and resource issues pertaining to the AMP. Time will be allowed for any individual or organization wishing to make formal oral comments (limited to 5 minutes) at the meeting. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), this notice announces that the following Information Collection Request (ICR) has been forwarded to the Office of Management and Budget (OMB) for review and comment: The previously- approved Right-of-Use (ROU) Application (Form 7-2540), 43 CFR part 429, OMB Control Number 1006-0003, has been significantly modified, shortened and made clearer for short-term public uses of Reclamation land, facilities, and water surfaces. The ICR describes the nature of the information collection and its expected cost and burden.
