Central Valley Project Long-Term Water Service Contract Renewals-American River Division
Pursuant to the National Environmental Policy Act (NEPA) of 1969 (as amended) the Bureau of Reclamation (Reclamation), as lead Federal agency, has prepared a FEIS for the Central Valley Project Long-Term Water Service Contract RenewalsAmerican River Division. The FEIS describes and presents the environmental effects of four alternatives, including no action, for renewal of water service contracts to American River Division contractors that include; the City of Roseville, East Bay Municipal District, El Dorado Irrigation District, Placer County Water Agency, Sacramento County Water Agency, Sacramento Municipal Utilities District, and San Juan Water District. A Notice of Availability of the Draft Environmental Impact Statement (DEIS) was published in the Federal Register on January 19, 2005 (70 FR 3066). The written comment period on the DEIS ended on March 21, 2005. The FEIS contains responses to all comments received and reflects comments and any additional information received during the review period.
Pick-Sloan Missouri Basin Program, Eastern and Western Division Proposed Project Use Power Rate
The Bureau of Reclamation (Reclamation) is proposing a rate adjustment (proposed rate) for Project Use Power for the Pick-Sloan Missouri Basin Program (P-SMBP), Eastern and Western Division. The proposed rate for Project Use Power is set to recover all annual operating, maintenance, and replacement expenses on the Pick-Sloan power system. The analysis of the proposed Project Use Power Rate is included in a booklet available upon request. The proposed rate for Project Use Power will become effective October 1, 2005. This notice provides the opportunity for public comment. After review of comments received, Reclamation will consider them, revise the rates if necessary, and recommend a proposed rate for approval to the Assistant Secretary of Water and Science.
Lower Yuba River Accord, Yuba County, CA
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, the Bureau of Reclamation (Reclamation) proposes to participate and serve as the lead agency under NEPA in the preparation of a joint EIS/EIR on the Lower Yuba River Accord (Yuba Accord). The Yuba County Water Agency (YCWA), a local public water agency, is proposing the project and will serve as the lead agency under the California Environmental Quality Act (CEQA). The purpose of the Yuba Accord is to resolve instream flow issues associated with operation of the Yuba River Development Project (Yuba Project) in a way that protects and enhances lower Yuba River fisheries and local water-supply reliability, while providing revenues for local flood-control and water-supply projects, water for the CALFED Program to use for protection and restoration of Sacramento-San Joaquin Delta (Delta) fisheries, and improvements in state-wide water supply management, including supplemental water for the Central Valley Project (CVP) and the State Water Project (SWP). This notice is published in accordance with NEPA regulations found in 40 CFR 1501.7. The purpose of this notice is to obtain suggestions and information from other agencies and the public on the scope of issues to be addressed in the EIS/EIR. A similar notice is being published by YCWA in accordance with CEQA. Comments and participation in the scoping process are encouraged.
Colorado River Reservoir Operations: Development of Management Strategies for Lake Powell and Lake Mead Under Low Reservoir Conditions
The Secretary of the Interior (Secretary) has directed the Bureau of Reclamation (Reclamation) to develop additional Colorado River management strategies to address operations of Lake Powell and Lake Mead under low reservoir conditions. It is anticipated that, among other potential elements, these strategies could identify those circumstances under which the Department of the Interior (Department) would reduce annual water deliveries, and the manner in which annual operations would be modified.
Central Valley Project Improvement Act, Water Management Plans
The following Water Management Plans are available for review: James Irrigation District Lindmore Irrigation District City of Lindsay Southern San Joaquin Municipal Utility District Suisan Solano Water Authority Tranquillity Irrigation District To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation (Reclamation) has developed and published the Criteria for Evaluating Water Management Plans (Criteria).
Office of Refugee Resettlement; Services to Unaccompanied Alien Children
One of the functions of the Division of Unaccompanied Children's Services (DUCS) within ORR is to provide temporary shelter care and other related services to children in ORR custody. Shelter care services will be provided for the period beginning when DUCS accepts the child for placement and custody and ending when the child is released from custody, a final disposition of the child's immigration case results in removal of the child from the United States or the child turns 18 years of age. Shelter care and other child welfare related services in a State licensed residential shelter care program should be provided in the least restrictive setting appropriate to the UAC's age and special needs. While the majority of UAC remain in care for an average of 45 days, some will stay for shorter or longer periods of time. ORR is particularly interested in those facilities licensed for long term care as opposed to those facilities licensed as emergency shelters. This announcement provides the opportunity to fund providers of shelter (basic, group home, staff secure, secure, therapeutic group home, transitional and long-term foster care services) and those providers that conduct suitability assessments and provide recommendations on such assessments. In this announcement, providers are referred to as ``Recipients.'' The children, although placed in the physical custody of the Recipient, remain entirely in the custody of the Federal Government.
San Luis Drainage Feature Re-evaluation, Alameda, Contra Costa, Fresno, Kern, Kings, Merced, San Joaquin, San Luis Obispo, and Stanislaus Counties, CA
Pursuant to the National Environmental Policy Act (NEPA) of 1969 (as amended), the Bureau of Reclamation (Reclamation) has made available for public review and comments a Draft EIS for the San Luis Drainage Feature Re-evaluation. The Draft EIS describes and presents the environmental effects of the eight alternatives, the no-Action alternative and seven action alternatives. Four public hearings will be held to receive comments from individuals and organizations on the Draft EIS.
