Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR 1505.2), the Department of the Interior, National Park Service has prepared and approved a Record of Decision for the Final Environmental Impact Statement for the relocation of the Cattle Point Road at San Juan Island National Historical Park. The requisite no-action ``wait period'' was initiated on October 5, 2012, with the Environmental Protection Agency's publication of the Federal Register notice of the filing of the Final EIS. Decision: As soon as practical San Juan Island National Historical Park will begin to implement design and initiate construction of the Cattle Point Road relocation project, in concert with the Federal Highway Administration and San Juan County. Duration of the construction phase is expected to last approximately two years. The park will undertake construction as detailed in the Preferred Alternative (Alternative B) in the Final EIS (which includes realignment of 4,950 feet of roadway approximately 300 feet upslope of the current location, which will subsequently be restored to a natural appearance). There are no substantive changes from the course of action as presented in the Draft EIS. The full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures are included in the approved project. Both a No Action alternative and two additional alternatives were identified and analyzed in the Draft and Final EIS. Alternative B was deemed to be the ``environmentally preferred'' course of action. Notice is hereby given that, pursuant to 16 U.S.C. 460l- 9(c)(1), the boundary of Mojave National Preserve is modified to include 7.12 acres of improved land identified as Tract 103-28, a portion of tax parcel number 573-021-02. Fee simple interest in the land will be donated to the United States. The land is located in San Bernardino County, California, immediately adjacent to the current northern boundary of Mojave National Preserve. Notice is further given that, pursuant to 16 U.S.C. 460l-9(c)(1), the boundary of Mojave National Preserve is modified to exclude 48.14 acres of improved land identified as Tract 114-05, a portion of tax parcel number 0544-033-09. No change in ownership will result from this action. The land is located in San Bernardino County, California, at the northwest boundary of the preserve in the unincorporated area of Baker. The boundary revisions are depicted on Map No. 170/115,469 dated October 2012. Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA), and pursuant to the Council on Environmental Quality Regulations (40 CFR part 1500-08), the National Park Service (NPS) is initiating the conservation planning and environmental impact analysis process for the proposed replacement and potential relocation of the existing Scorpion Pier at Santa Cruz Island's eastern waterfront. The NPS is the lead federal agency for environmental review under NEPA. The lead state agency for environmental review under the California Environmental Quality Act is currently being determined. As described in 36 CFR 800.8(c), the NPS is also using the NEPA process to fulfill certain provisions of Sec. 106 of the National Historic Preservation Act related to consultation and public involvement.

This collection will be used to survey two subsets of visitor groups and local community members about the values they place on cultural and natural resources at Cape Lookout National Seashore (CALO). Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR Part 1505.2), the Department of the Interior, National Park Service, in collaboration with the City and County of San Francisco, the San Francisco Municipal Transportation Agency (SFMTA), the Presidio Trust, and the Federal Transit Administration, has prepared the Record of Decision for the Final Environmental Impact Statement (Final EIS) for extending the F-Line historic streetcar service to Fort Mason Center. The requisite no-action ``wait period'' was initiated on February 24, 2012, with the Environmental Protection Agency's Federal Register notification of the filing and public release of the Final EIS. Decision: Golden Gate National Recreation Area and San Francisco Maritime National Historic Park intend to authorize SFMTA to construct, maintain, and operate an extension of the F-Line historic streetcar service onto National Park Service (NPS) property. The actions to be authorized by NPS include: retrofitting of the historic State Belt Railroad tunnel for single track streetcar use; constructing a turnaround terminus at the Fort Mason Center; and installing appurtenant features such as signals, crossings, wires and poles, and new platforms and designated stops. The complete Project elements and resource stewardship strategies are identified and analyzed in the Preferred Alternative (Alternative 2 and Turnaround Option 2A) presented in the Final EIS (available on-line at https:// parkplanning.nps.gov/streetcar). The full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures identified. The selected alternative was deemed to be the ``environmentally preferred'' course of action. Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 and the regulations promulgated by the Council on Environmental Quality (40 CFR Part 1505), the Department of the Interior, National Park Service, has prepared the Record of Decision (ROD) for the Final Environmental Impact Statement (Final EIS) for the subject non-native ungulates management plan. The ROD includes a statement of the decision made, a summary of other alternatives considered, discussion of the environmental consequences and measures to minimize harm, the basis for the decision, and a summary of public and agency involvement in the environmental decision-making process. The requisite no-action ``wait period'' was initiated on January 25, 2013, with the Environmental Protection Agency's Federal Register notification of the filing and public release of the Final EIS. Decision: Hawaii Volcanoes National Park has selected and will implement Alternative D (identified as the agency preferred alternative in the Final EIS). Alternative D provides for a comprehensive, park- wide management plan that will ensure maximum flexibility to manage non-native ungulates. The selected actions include a systematic progression of management phases, monitoring, and the considered use of management tools, with a defined population objective of zero non- native ungulates. In addition to fencing, management tools will rely primarily on lethal methods, but non-lethal methods such as relocation may be considered. Qualified volunteers may be used to assist with certain non-native ungulate management activities. In addition to Alternative D, a no-action alternative and three other alternatives were identified and analyzed in the Final EIS (available on-line at https://parkplanning.nps.gov/havo). The full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures identified.
