Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended), the National Park Service announces the availability of the Draft General Management Plan and Environmental Impact Statement (Draft GMP/EIS) for Flight 93 National Memorial, in Somerset County, Pennsylvania. Consistent with National Park Service laws, regulations, and policies, and the mission of Flight 93 National Memorial, the Draft GMP/EIS describes and analyzes two alternatives to guide the management of the national memorial over the next 15 to 20 years. The alternatives incorporate various management prescriptions to ensure protection and enjoyment of the park's resources. Alternative 1 is a no action alternative. Alternative 2 is the National Park Service's preferred alternative. Alternative 2 is based upon the selected design from the Flight 93 National Memorial International Design Competition. The Draft GMP/EIS evaluates potential environmental consequences of implementing the alternatives. Impact topics include cultural and natural resources, transportation, and the socioeconomic environment. This notice also announces that a public meeting will be held to solicit comments on the Draft GMP/EIS during the public review period.

In accordance with the National Environmental Policy Act of 1969 (Pub. L. 91-109 section 102(2)(C)), the National Park Service (NPS) is preparing a General Management Plan and Environmental Impact Statement (EIS) for Fire Island National Seashore, located in the towns of Islip and Brookhaven, Suffolk County, New York. Established by Act of Congress in 1964, much of Fire Island National Seashore is composed of a barrier island encompassing approximately 19,500 acres of both upland and tidal land. Seventeen villages and hamlets are located within Fire Island National Seashoreprimarily on the western end of the island. The park also manages the William Floyd Estate, a 611 acre historic property located on the mainland in Mastic, NY. The GMP/EIS will be prepared by planners in the NPS Northeast Region, with assistance from advisors and consultants and will propose a long-term approach to managing Fire Island National Seashore. Consistent with the park's mission, NPS policy, and other laws and regulations, alternatives will be developed to guide the management of the park over the next 15 to 20 years. A range of alternatives will be formulated for natural and cultural resource protection, visitor use and interpretation, facilities development, and operations. The EIS will assess the impacts of alternative management strategies that will be described in the general management plan for Fire Island National Seashore. The public will be invited to express comments about the management of the park early in the process through public meetings and other media; and will have an opportunity to review and comment on the draft GMP/EIS. Following public review processes outlined under NEPA, the final plan will become official, authorizing implementation of the preferred alternative. The target date for the Record of Decision is April 2010.

Notice is hereby given in accordance with the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4332 and Council on Environmental Quality regulation 40 CFR 1506.6, that the U.S. Department of the Interior, National Park Service (NPS), is preparing an EIS for an O&GMP for BISO and OBRI. The BISO/OBRI O&GMP/EIS will: Identify resources impacted by oil and gas operations, and provide a comprehensive framework to remedy the resulting environmental problems. Allow for exploration and development of the private mineral estate. Facilitate operator planning by setting park-specific operating standards. Provide educational outreach to operators, including guidance on the regulatory process for bringing operations into compliance with applicable legal requirements. Enhance coordination with State natural resource agencies to better manage and enforce oil and gas operations according to State standards. Evaluate the potential for NEPA streamlining for plugging and reclaiming orphaned or exhausted oil and gas operations. Evaluate public use of oil and gas access roads. Address visitor safety issues related to oil and gas operations. Provide for a range of reasonable alternatives for managing oil and gas operations, and assess potential impacts on park resoures such as threatened and endangered species, soils, wetlands, wildlife, cultural resources, and public safety, while allowing for the exercise of oil and gas rights. Provide the framework to achieve sound decision-making and resource protection at BISO and OBRI for the next 15 to 20 years. A scoping brochure will be available summarizing the purpose, need and objectives of the O&GMP/EIS. The Superintendent of Glacier Bay National Park and Preserve announces the decision to increase the number of cruise ships allowed to enter Glacier Bay during the summer visitor season by ten percent beginning in 2007. The current cruise ship limit is a seasonal use-day quota of 139 visits during June, July and August. This decision increases the cruise ship seasonal use-day quota to 153. This final rule designates areas where personal watercraft (PWC) may be used in Gulf Islands National Seashore, Florida and Mississippi. This final rule implements the provisions of the National Park Service (NPS) general regulations authorizing parks to allow the use of PWC by promulgating a special regulation. Individual parks must determine whether PWC use is appropriate for a specific park area based on an evaluation of that area's enabling legislation, resources and values, other visitor uses, and overall management objectives.

The National Park Service (NPS) announces the availability of the Record of Decision (ROD) for the Falls Creek Hydroelectric Project and Land Exchange, Glacier Bay National Park and Preserve, Alaska. This ROD documents the decision by the NPS on behalf of the Secretary of Interior (Secretary) to implement applicable portions of the Glacier Bay National Park Boundary Adjustment Act of 1998 (Pub. L. 105-317) (Act). The Act mandated the Secretary implement specific actions once certain provisions were met. In this ROD the NPS addresses its decision to: Exchange land presently in Glacier Bay National Park (Glacier Bay) to the State of Alaska (state); Add state land to Klondike Gold Rush National Historical Park (Klondike Gold Rush); Designate an island in Blue Mouse Cove and Cenotaph Island in Glacier Bay as wilderness; and Adjust national park and wilderness boundaries as necessary to compensate for the land exchange. By addressing these actions the NPS will fulfill the Department of Interior's responsibility under the Act. This ROD follows the Federal Energy Regulatory Commission's (FERC) October 29, 2004 decision to issue a license to Gustavus Electric Company allowing the construction and operation of the Falls Creek Hydroelectric Project (FERC No. 11659). It also follows the FERC Order Denying Rehearing on March 24, 2005 and FERC's June 17, 2005 denial of a request to reconsider the March 24, 2005 Order. This record of decision does not address any of FERC's responsibility under the Act nor does it address any aspect of the licensing process and decision as discussed in the final environmental impact statement (final EIS) and the FERC Order Issuing License and the subsequent rehearing denials. The NPS has decided to adopt the Preferred Alternative as presented in the final EIS. This will result in conveying approximately 1,034 acres in Glacier Bay to the State of Alaska and in exchange receiving approximately 1,040 acres in Klondike Gold Rush. Included is the designation of 1,069 acres in Glacier Bay as wilderness and deletion of 1040 acres of wilderness in Glacier Bay. The National Park and National Wilderness boundaries will be adjusted. The ROD briefly discusses the Act and background of the hydroelectric project and land exchange, summarizes public involvement during the planning process, states the decision and discusses the basis for it, describes other alternatives considered, specifies the environmentally preferable alternative, identifies measures adopted to minimize potential environmental harm, and provides a non-impairment determination.
