Oil and Gas and Sulphur Operations in the Outer Continental Shelf (OCS)-Geological and Geophysical (G&G) Explorations of the OCS-Proprietary Terms and Data Disclosure
This rule expands the circumstances under which MMS allows inspection of G&G data and information. The rule also modifies the start dates of proprietary terms for geophysical data and information and any derivatives of these data and information that MMS acquires. In addition, the rule clarifies the proprietary terms of geological data and information MMS acquires pursuant to a permit.
Agency Information Collection Activities: Proposed Collection; Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), MMS is inviting comments on a collection of information that we will submit to the Office of Management and Budget (OMB) for review and approval. The information collection request (ICR) concerns the paperwork requirements in the regulations under 30 CFR 260, ``Outer Continental Shelf Oil and Gas Leasing.''
Outer Continental Shelf (OCS) Civil Penalties
This notice provides a listing of civil penalties paid January 1, 2005, through December 31, 2005, for violations of the OCS Lands Act (OCSLA). The goal of the MMS OCS Civil Penalties Program is to assure safe and clean operations on the OCS. Through the pursuit, assessment, and collection of civil penalties and referrals for the consideration of criminal penalties, the program is designed to encourage compliance with OCS statutes and regulations. The purpose of publishing the penalties summary is to provide information to the public on violations of special concern in OCS operations and to provide an additional incentive for safe and environmentally sound operations.
Minerals Management Service Panel Discussion Regarding Implementation of the Energy Policy Act of 2005
This notice announces a panel discussion regarding implementation of the Energy Policy Act of 2005 (Act). The panel discussion, entitled ``The Energy Policy Act of '05What Lies Ahead,'' will be conducted April 25, 2006, in Houston, Texas. The intent of the panel discussion is to bring together some of the leading experts from the Department of the Interior who are responsible for implementing the provisions of the Act. The panel will discuss major provisions of the Act and will provide the latest implementation status regarding the provisions, including alternate energy related uses on the outer continental shelf (OCS); coastal impact assistance; royalty incentives; royalty credits; and streamlined oil and gas permit processing. This panel discussion is being held in conjunction with the Eighth Annual Industry Awards Program, which honors exceptional mineral revenue reporting, commendable corporate leadership practices, and excellent safety records. The panel discussion is free of charge. Cost of the awards program and luncheon is $50, and MMS encourages interested persons to register and pay online by credit card for the awards program and luncheon. To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we have submitted to OMB an information collection request (ICR) for review and approval of the paperwork requirements in the regulations under ``30 CFR 256, Subparts J and K, and 30 CFR 250, Subpart J,'' and related documents. This notice also provides the public a second opportunity to comment on the paperwork burden of these regulatory requirements.

Notice of Additional Public Scoping Meeting on the Environmental Impact Statements for the Proposed 5-Year Outer Continental Shelf (OCS) Oil and Gas Leasing Program for 2007-2012; and Western and Central Gulf of Mexico, Oil and Gas Lease Sales for Years 2007-2012
Pursuant to the regulations implementing the procedural provisions of the National Environmental Policy Act (42 U.S.C. 4321, et seq.), the Minerals Management Service (MMS) will hold a Public Scoping Meeting in Florida on the Environmental Impact Statements (EISs) for both the 2007-2012 Proposed 5-Year OCS Oil and Gas Leasing Program, and the tentatively scheduled 2007-2012 oil and gas leasing proposals in the Western and Central Gulf of Mexico off the States of Texas, Louisiana, Mississippi, and Alabama. The purpose of this meeting will be to solicit comments on the scope of both EISs. The meeting is in addition to the meetings announced in the Federal Register on March 3, 2006 and March 7, 2006. Enhanced Oil and Natural Gas Production Through Carbon Dioxide Injection
The Bureau of Land Management (BLM) and the Minerals Management Service (MMS) request comments and suggestions to assist in preparing a proposed rule governing carbon dioxide injection for increased production and recovery of oil and natural gas. The rule would provide for royalty relief incentives to promote the capture, transportation, and injection of produced carbon dioxide (CO2), natural CO2, and other appropriate gases or other matter for injection/sequestration into oil and gas fields, to promote oil and natural gas production from the Outer Continental Shelf (OCS) and onshore Federal leases. We encourage members of the public to provide comments and suggestions to help clarify and define the requirements for enhanced oil and natural gas recovery production incentives as described in the Energy Policy Act of 2005.
Gas Hydrate Production Incentives
The Bureau of Land Management (BLM) and the Minerals Management Service (MMS) request comments and suggestions to assist in the preparation of proposed regulations governing Gas Hydrate Production Incentives. The rule would provide incentives to promote natural gas production from the natural gas hydrate resources on Federal lands in Alaska and in Federal waters on the Outer Continental Shelf. We encourage the public to provide comments and suggestions to help clarify and define the requirements for Gas Hydrate Production Incentives as described in the Energy Policy Act of 2005.
Oil and Gas and Sulphur Operations in the Outer Continental Shelf (OCS)-Minimum Blowout Prevention (BOP) System Requirements for Well-Workover Operations Performed Using Coiled Tubing With the Production Tree in Place
This rule upgrades minimum blowout prevention and well control requirements for well-workover operations on the OCS performed using coiled tubing with the production tree in place. Since 1997, there have been eight coiled tubing-related incidents on OCS facilities. The rule helps prevent losses of well control, and provides for increased safety and environmental protection.
Notice and Agenda for Meeting of the Royalty Policy Committee
Agenda items for the meeting of the Royalty Policy Committee (RPC) will include remarks from the Director, MMS, and the Associate Director, Minerals Revenue Management (MRM), as well as updates from the following subcommittees: Coal, Federal Oil and Gas Valuation, Oil and Gas Royalty Reporting, and Indian Oil Valuation. The RPC will also hear an update on the Royalty In Kind program. The RPC membership includes representatives from states, Indian tribes, individual Indian mineral owner organizations, minerals industry associations, the general public, and other Federal departments.
Notice of Public Scoping Meetings on the Draft Environmental Impact Statement for the Proposed 5-Year Outer Continental Shelf (OCS) Oil and Gas Leasing Program for 2007-2012
The Minerals Management Service (MMS) will hold Public Scoping Meetings on the Draft Environmental Impact Statement (DEIS) for the Proposed 5-Year OCS Oil and Gas Leasing Program for 2007-2012. Pursuant to the regulations implementing the procedural provisions of the National Environmental Policy Act (42 U.S.C. 4321, et seq.), the MMS will hold Public Scoping Meetings on the Draft EIS for the 2007- 2012 OCS Oil and Gas 5-Year Leasing Program. The MMS stated its intent to prepare an EIS in the August 24, 2005, Federal Register notice and Request for Information (RFI). In the Draft Proposed Program (DPP) and Federal Register notice and RFI on February 9, 2006, the MMS again solicited comments and provided procedures for submitting them, and again stated its intent to hold Public Scoping Meetings. The following Public Scoping Meetings are planned for the DEIS development.
