As required by 43 CFR 2650.7(d), notice is hereby given that the decision approving lands for conveyance to Doyon, Limited, notice of which was published in the Federal Register on July 30, 2009, 74 FR 38041, 38042, will be modified to include Secs. 5 and 6, T. 11 S., R. 17 E., Kateel River Meridian, Alaska. These sections were inadvertently omitted from the lands approved for conveyance in the July 30, 2009 decision. There is no change to the amount of acreage approved for conveyance in the decision of July 30, 2009, as these two sections were included in the acreage figures.
Public Land Order No. 7737; Withdrawal of Public Lands, 24 Areas of Critical Environmental Concern, Clark and Nye Counties; NV
This order withdraws approximately 944,343 acres of public lands from location and entry under the United States mining laws for a period of 20 years to protect desert tortoise habitat, archaeological and cultural resources, and special wildlife and riparian values on 24 Areas of Critical Environmental Concern located in Clark and Nye Counties, Nevada.
Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting; Washington
The United States Forest Service has filed an application with the Bureau of Land Management (BLM) proposing to extend the duration of Public Land Order (PLO) No. 6833 for an additional 20-year term. PLO No. 6833 withdrew approximately 142.90 acres of National Forest System land from all mining activities in order to protect the unique natural and ecological research values at the Wolf Creek Research Natural Area. The withdrawal created by PLO No. 6833 will expire on March 20, 2011, unless extended. This notice gives the public an opportunity to comment on the proposed action and to request a public meeting.

Notice of Intent To Prepare an Environmental Impact Statement and a Possible Land Use Plan Amendment to the Jarbidge Resource Management Plan for the Proposed China Mountain Wind Project
The Bureau of Land Management (BLM) Jarbidge Field Office, Twin Falls District, Idaho, intends to prepare an Environmental Impact Statement (EIS) for the proposed China Mountain Wind Project, which may include a land use plan amendment to the 1987 Jarbidge Resource Management Plan (RMP), and by this notice is announcing the beginning of the scoping process and soliciting input on the identification of issues. The China Mountain Wind Project is located on 30,700 acres of public, state, and private lands in the Jarbidge Foothills, southwest of the town of Rogerson in Twin Falls County, Idaho, and west of the town of Jackpot in Elko County, Nevada. The EIS will analyze the potential environmental impacts of the construction and operation of a proposed wind power generation facility, associated electric transmission facilities and access roads, and a possible land use plan amendment associated with the project. This notice initiates a 30-day public scoping period to identify relevant issues associated with the proposed project and possible land use plan amendment.

Proposed Supplementary Rules for Public Land in Oregon and Washington
The Bureau of Land Management (BLM) Oregon State Office is proposing supplementary rules for public lands within the States of Oregon and Washington. These supplementary rules revise existing supplementary rules and will apply to all BLM-managed lands within the States of Oregon and Washington. These revisions are necessary in order to protect public land natural resources and provide for the public's health and safety, provide needed guidance in the areas of special forest products and recreation, allow for the assessment of penalties that are commensurate with the magnitude of prohibited acts, and promote consistency between the BLM and other natural resource agencies.

Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Leasing of National System of Public Lands for Geothermal Resource Development in the Haiwee Geothermal Leasing Area Located in Inyo County, CA and To Amend the California Desert Conservation Area Plan of 1980
In compliance with the National Environmental Policy Act of 1976 (NEPA), as amended, and section 202 of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Ridgecrest Field Office intends to prepare an Environmental Impact Statement (EIS) to analyze the proposed leasing of approximately 22,060 acres of BLM-managed public lands for geothermal exploration, development, and utilization in the Haiwee Geothermal Leasing Area located in Inyo County, California. The leasing of public lands for geothermal resources will require an amendment to the California Desert Conservation Area (CDCA) Plan of 1980. Comments are being solicited to help identify significant issues or concerns related to the proposed action, determine the scope of issues, and identify and refine alternatives to the proposed action. The BLM will also use and coordinate the NEPA commenting process to satisfy the requirements for public involvement in section 106 of the National Historic Preservation Act.

The United States Department of Agriculture (USDA), Forest Service has filed an application with the Bureau of Land Management that proposes to extend the duration of Public Land Order (PLO) No. 6965 for an additional 20-year period. The Secretary of the Interior proposes to extend a withdrawal established by Public Land Order (PLO) No. 6760 for an additional 20 years. PLO No. 6760 withdrew 30 acres of National Forest System land from location under the mining laws to protect the Austin Administrative Site in Lander County, Nevada. Notice of Intent To Prepare an Environmental Impact Statement for the Salt Wells Energy Projects, Churchill County, NE
The Bureau of Land Management (BLM) Stillwater Field Office, Carson City, Nevada, intends to prepare an Environmental Impact Statement (EIS) for the Salt Wells Energy Projects proposed by Sierra Pacific Power Company (Sierra), Ormat Technologies, Inc. (Ormat), and Vulcan Power Company (Vulcan) that are located in Churchill County, Nevada. Three separate projects are proposed that could result in seven 30-60 megawatt (MW) geothermal power plants with 47 associated wells, pipelines and other facilities near Fallon, Nevada, and a 22-mile, fifty-foot-wide Right-of-Way (ROW) for a new transmission line with substations to support the existing and new Fallon geothermal power plants. The study area encompassed by the three projects together covers approximately 537 total acres. This notice announces the beginning of the scoping process and solicits input on the identification of issues.
