The rules are needed in order to protect the area's natural resources and provide for public health and safety. The rules are based on existing regulations and address use, camping and occupancy, vehicles and off-road vehicles, conduct, firearms and permits. The supplementary rules promote consistency between BLM and other natural resource agencies including the South Dakota Game, Fish & Parks Department.

Notice is hereby given that all BLM-administered public lands at the Pond, Poore, Gold Run, Poison Lake, Davis and Longfellow abandoned mine land (AML) sites located in Amador, Placer, Nevada and Tuolumne Counties, California are closed to all forms of entry by the public, including mineral entry under the 1872 Mining Law. This closure is necessary to protect the public from hazards associated with these sites and to enable the remediation of the sites pursuant to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Sampling of water and sediment at these sites indicates substantial amounts of mercury and/or arsenic are present in sluice tunnel floor sediments and in mill tailings. Shafts and tunnel inlets/outlets are also present at these sites. These conditions represent significant health and physical safety hazards to the public. The closure and segregation of these lands from all forms of land and mineral entry is also needed to prevent the location of any new mining claims on these lands pending completion of necessary removal and remediation actions. This closure will remain in effect until the Folsom Field Manager determines it is no longer needed. This closure does not apply to authorized employees and contractors.

This notice is to inform the public that the Bureau of Land Management (BLM) intends to temporarily restrict all forms of motorized travel within 122.02 acres of public land. The public lands affected by this temporary restriction are located in lots 1, 18, and 19, SE\1/4\SW\1/4\, and Tract 38, section 6, Township 11 South, Range 22 East, San Bernardino Meridian, Imperial County, California. Employees of the BLM and any other local, state, and Federal wildlife management, law enforcement, and fire protection personnel, while operating within the scope of their official duties, are exempt from this restriction. Access by additional parties may be allowed, but must be approved in advance in writing by the BLM Yuma Field Manager. The BLM has issued this restriction by the authority provided in 43 Code of Federal Regulations 8341.2(a), 8364.1, and 9268.3, promulgated pursuant to the authority of the Federal Land Policy and Management Act of October 21, 1976, as amended (90 Stat. 2763; 43 United States Code 1732). The BLM is implementing this restriction to minimize damage to soil, watershed, vegetation, and cultural resources of the public lands. Violations of this restriction are punishable by a fine not to exceed $100,000 and/or imprisonment not to exceed 12 months as authorized by Title 18, United States Code, Sections 3571 and 3581.

Pursuant to 43 Code of Federal Regulations (CFR) subpart 8364, notice is hereby given that the Bureau of Land Management (BLM), Hollister Field Office will seasonally restrict public access to certain BLM-administered public lands during the period of June 1, 2006 through October 15, 2006. This seasonal closure is needed to ensure visitor safety and protect public land users from potential health risks associated with naturally occurring asbestos found within the closure area. This seasonal closure affects public lands located within the 30,000-acre Serpentine Area of Critical Environmental Concern (ACEC) situated within the Clear Creek Management Area (CCMA). Public access within this area will only be allowed on county roads and the following route segments: R011 to Wright Mountain Gate, R016, T153 from the junction of R011 to San Carlos peak, and R02 to the junction of T107. Limited non-motorized use will be allowed adjacent to the routes identified above, or by written authorization from the Hollister Field Manager. Personnel of the BLM, California Department of Fish and Game, U.S. Fish & Wildlife Service, and law enforcement, fire, and emergency personnel are exempt from this closure only when performing official duties. Operators of communication facilities may perform maintenance activities; livestock operators may perform permitted activities, and private in-holders may access their private property, as approved.

The Federal Land Policy and Management Act (FLPMA) (43 U.S.C. 1730) directs the Secretary of the Interior to involve the public in planning and issues related to management of lands administered by Bureau of Land Management (BLM). Section 309 of FLPMA authorizes the Secretary to establish 10 to 15 member citizen-based advisory councils, whose operation shall be consistent with the requirements of the Federal Advisory Committee Act (FACA). As required by FACA, Resource Advisory Council (RAC) membership must be balanced and representative of the various interests concerned with the management of the public lands. The BLM regulations governing RACs are found at 43 CFR part 1784. The BLM Utah State Office is hosting a call for nominations for a Transportation/Rights-of-Way position on the Utah RAC. Upon appointment, the individual selected to this position will fill the seat until September 20, 2008, the remainder of this position's term.

The Bureau of Land Management (BLM) inadvertently published an incorrect version of this notice in the Federal Register on July 20, 2006 [71 FR 41234]. The BLM is republishing the revised version of this notice. In accordance with the Federal Land Policy and Management Act and the National Environmental Policy Act, the Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Jack Morrow Hills Coordinated Activity Plan (JMH CAP) and Green River Resource Management Plan (GRRMP) Amendment. The ROD documents the BLM's decision to approve a land use plan amendment that addresses approximately 574,800 acres of public land located in Sweetwater, Sublette, and Fremont counties in southwestern Wyoming. The JMH CAP/ GRRMP Amendment contains land use plan decisions that supersede previous land use planning decisions made in the GRRMP and completes decisions deferred in the GRRMP. The JMH CAP/ROD went into effect on the date the Wyoming State Director signed the ROD.

The Southeast Oregon Resource Advisory Council (SEORAC) will hold a meeting Monday, August 7 from 8 a.m. to 4 p.m., at the Holiday Inn Ontario, 1249 Tapadera Avenue, Ontario, Oregon 97914. A field trip to the Bully Creek area of the Vale District Bureau of Land Management (BLM) for SEORAC members will follow on Tuesday, August 8. Agenda items for Monday's session include liaison reports from SEORAC members; updates from Designated Federal Officials; follow-up information sharing on the Grazing Administration Rule, the Recreation Resource Advisory Council (RAC), and Statewide transportation planning and a joint sub-committee with the John Day/Snake RAC; review of SEORAC jurisdictional boundaries and district-by-district planning efforts through fiscal year 2007; and discussion on the Malheur National Forest Plan, energy issues, the monitoring pilot project, and possible RAC involvement. Other matters that may reasonably come before the SEORAC may also be addressed. The public is welcome to attend all portions of the meeting and may contribute during the public comment session at 11 a.m. Those who verbally address the SEORAC during public comment are asked to also provide a written statement of their comments or presentation. Unless otherwise approved by the SEORAC Chair, the public comment period will last no longer than 30 minutes, and each speaker may address the SEORAC for a maximum of 5 minutes. Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and the Federal Land Policy and Management Act of 1976, notice is hereby given that the Bureau of Land Management (BLM), Grand Junction Field Office located in Grand Junction, CO, will be directing the preparation of an Environmental Impact Statement (EIS) for the Proposed Red Cliff Coal Mine near Loma, Colorado, including Right-of-Way and Land Use Applications for facilities on Federal Lands, submitted by CAM-Colorado, LLC (CAM). The EIS will analyze the development of surface facilities for coal mining associated with CAM's proposed underground Red Cliff Mine, including roads, a water pipeline, coal stockpile and waste disposal areas, a coal preparation plant, the mine portal, other administrative and operations facilities, and a railroad spur line that would connect to the existing Union Pacific Railroad line near Mack, Colorado. Cooperating agencies include the U.S. Army Corps of Engineers, the Office of Surface Mining, the Colorado Department of Natural Resources, Mesa County, and Garfield County. The BLM invites the public to participate in the NEPA process.
