The Bureau of Land Management (BLM) announces an extension of the public comment on the Draft Programmatic Environmental Impact Statement and Environmental Report for Vegetation Treatments on Public Lands Administered by the Bureau of Land Management in the Western United States, Including Alaska. The draft national programmatic EIS and environmental report on vegetation treatments involves the use of chemical herbicides and other methods on the public lands administered by BLM in 17 western states, including Alaska.

This document corrects the regulatory text of a proposed rule published in the Federal Register of November 22, 2005, regarding permits for recreation on public lands. First, it corrects two prohibited acts provisions to make it clear that persons who fail to pay a permit fee will incur a maximum penalty of $100, as provided in the Federal Lands Recreation Enhancement Act (the Act), but that those who fail to obtain a permit will be subject to the higher penalties of the Federal Lands Policy and Management Act and other laws, as provided by the Act. Second, it corrects a penalty provision to be consistent with the correction in the prohibited acts provisions. Also, the document extends the comment period in light of the substantive nature of the corrections.

L. 90-543), as amended, and the National Environmental Policy Act of 1969, the Bureau of Land Management (BLM) and the National Park Service (NPS) are initiating preparation of a Comprehensive Management Plan/ Environmental Impact Statement (CMP/EIS) for the Old Spanish National Historic Trail in New Mexico, Colorado, Arizona, Utah, Nevada, and California.
