Notice is hereby given that effective immediately, the Bureau of Land Management (BLM), Monticello Field Office, is closing 1,835 acres of public lands in Bluff, Utah, to Off Road Vehicle (ORV) use. The public lands affected by this closure are in the following sections of T. 40 S., R. 21 E., SLB&M: Section 14, E\1/2\; Section 22, All; Section 23, NE(f), W\1/2\, N\1/2\SE\1/4\, N\1/2\S\1/2\SE\1/4\, S\1/ 2\S\1/4\SE(f); Section 26, NW\1/4\NE\1/4\(f), N\1/2\NW\1/4\(f) Section 27, N\1/2\N\1/2\NE\1/4\, S\1/2\NW\1/4\NE\1/4\, N\1/2\NW\1/4\(f) ((f) fractional portion). The purpose of the closure is to protect soils, vegetation and cultural resources that have been adversely impacted or are at risk of being adversely impacted by ORV use. The closure will remain in effect until the considerable adverse effects giving rise to the closure are eliminated and measures are implemented to prevent recurrence of these adverse effects.

The Bureau of Land Management (BLM) Redding Field Office intends to amend the Redding Resource Management Plan (RMP), changing the existing language of the RMP which specifies that the primary means for land tenure adjustment will be through land exchanges. At present land sales are allowed only for small-acreage, low-value parcels. The proposed change would enable disposal of lands by sales or exchanges, or by legislative transfer. This amendment would not change the status of lands presently identified for retention or for disposal in the RMP. Sale proceeds will be used in the same manner as exchange properties, for the acquisition of lands in those areas identified for acquisition in the RMP, pursuant to the Federal Land Transaction Facilitation Act (FLTFA), dated July 25, 2000.

Conservation Helium Sale

The purpose of this action is to continue implementation of the terms of the Helium Privatization Act (HPA) of 1996 dealing with the disposal of the Conservation Helium Reserve. The HPA requires the Department of the Interior to offer for sale, beginning no later than 2005, a portion of the Conservation Helium stored underground at the Cliffside Field, north of Amarillo, Texas. The Department of the Interior, in consultation with the private helium industry, has determined that private companies, with refining capacity along the crude helium pipeline, will need a supply of helium in excess of that available from their own storage accounts and that available from crude helium extractors in the region. Given the current market, Conservation Helium sold in this sale will cause minimal market disruption.

The BLM Las Cruces Field Office is initiating the preparation of an RMPA which will include an EA for potential rerouting of the Continental Divide National Scenic Trail in Hidalgo and Grant Counties in southwestern New Mexico. The RMPA will allow for selection of an alternate route for the Trail that will consider reducing mileage of the trail and reducing agency costs and timeframes associated with development of the Continental Divide National Scenic Trail. The public is invited to participate in the scoping process to identify issues and planning criteria to be considered in the development of the RMPA/EA. The BLM will maintain a mailing list of parties and persons interested in being kept informed about the RMPA/EA.

This final rule modifies the BLM's planning regulations with three objectives. It defines cooperating agency and cooperating agency status. It clarifies the responsibility of managers to offer this status to qualified agencies and governments, and to respond to requests for this status. Finally, it makes clear the role of cooperating agencies in the various steps of BLM's planning process. The rule is necessary to emphasize the importance of working with Federal and state agencies and local and tribal governments through cooperating agency relationships in developing, amending, and revising the Bureau's resource management plans. BLM's current planning regulations do not mention the cooperating agency relationship.

A meeting of the Dakotas Resource Advisory Council will be held May 3-4, 2005, in Fort Meade, SD. At 3 p.m. on May 3 we will meet at 54 Sheridan Street in Fort Meade, SD. The meeting will reconvene on Wednesday at 8 a.m. Agenda items include: National Cemetery, Prairie Dogs, Sage Grouse Conservation Plan review, Coteau Coal Mine, ND Grasslands fire damage and rehabilitation. The meeting is open to the public and a public comment period is set for 1 p.m. on May 4, 2005. The public may make oral statements before the Council or file written statements for the Council to consider. Depending on the number of persons wishing to make an oral statement, a per-person time limit may be established. Summary minutes of the meeting will be available for public inspection and copying. The 15-member Council advises the Secretary of the Interior, through the Bureau of Land Management, on a variety of planning and management issues associated with public land management in the Dakotas.
South Coast Resource Management Plan Amendment for the San Diego County Border Mountains

In compliance with Bureau of Land Management (BLM) planning regulations, Title 43 Code of Federal Regulations (CFR) part 1610.5-5, this provides notice that the BLM Palm Springs-South Coast Field Office proposes to prepare an amendment to the South Coast RMP with an associated environmental assessment (EA) or, if needed, an environmental impact statement (EIS) for BLM-administered public lands in the Border Mountains portion of the San Diego County Management Area. The plan amendment proposes to establish management guidelines for lands acquired since 1994 and designate a route of travel network. This planning activity encompasses approximately 60,000 acres of federally managed public land, including the Otay Mountain Wilderness, the Hauser Mountain Wilderness Study Area, the Kuchamaa Area of Critical Environmental Concern (ACEC), and the McAlmond Canyon/Hauser Mountain Wildlife Management Area. The BLM invites the public to participate in this planning effort. Citizens are requested to help identify issues or concerns and to provide input on BLM's proposed planning criteria as described below under Supplementary Information.

The John Day/Snake Resource Advisory Council (JDSRAC) meeting scheduled for March 23 and 24, 2005, in Baker City, Oregon, has been cancelled. The John Day/Snake Resource Advisory Council meeting scheduled for June 15 has been rescheduled to June 20. The meeting time and location remains the same: 8 a.m. to 4 p.m. at the Quality Inn, 700 Port Drive, Clarkston, WA. The meeting may include such topics as OHV, Noxious Weeds, Planning, Sage Grouse, and other matters as may reasonably come before the council. A field trip to Hells Canyon is scheduled for June 21 to discuss noxious weeds and other matters as identified. The meeting is open to the public. The BLM will work closely with interested parties to identify the management decisions that are best suited to local, regional and national needs and concerns. The public scoping will be used to identify planning issues and develop planning criteria.
