In that notice, we requested public comment on the Draft HCP and Draft EA. The Draft EA is the Federal document that analyzes the impacts of the HCP. The analyses provided in the Draft EA is intended to inform the public of the proposed action, alternatives, and associated impacts; disclose the direct, indirect, and cumulative environmental effects of the proposed action and each of the alternatives; and indicate any irreversible commitment of resources that would result from implementation of the proposed action. The comment period for the February 7, 2005, notice closed on March 9, 2005. We are now reopening the comment period until April 29, 2005. Comments on the Draft HCP, and Draft EA need not be resubmitted, as they will be fully considered in the final decision documents. This notice is provided pursuant to section 10(a) of the Act as amended (16 U.S.C. 1531 et seq.), and the Service regulations (40 CFR 1506.6) for implementing the National Environmental Policy Act of 1969, as amended (42 U.S.C. 4321 et seq.). ACTION: Notice. AGENCY: SUMMARY: The Bureau of Land Management (BLM) proposes to sell 72 parcels of federally owned land in Laughlin, Nevada, aggregating approximately 2,058.19 acres. All sales will be conducted in Laughlin on June 15, 2005, in accordance with competitive bidding procedures. The BLM also is terminating the Recreation and Public Purposes classifications of two parcels of land in Clark County, Nevada, that will be offered for sale on June 15, 2005. DATES: Comments regarding the proposed sale must be received by BLM on or before May 16, 2005. Sealed bids must be received by the BLM not later than 4:30 p.m., PDT, June 10, 2005. All parcels of land proposed for sale are to be put up for purchase and sale, at public auction, beginning at 10 a.m., PDT, June 15, 2005.
