Amendment (Title 8 of the Tribal Code) to Omaha Tribe's Beverage Control Ordinance
This notice publishes an Amendment to Title 8 of the Omaha Tribe's Beverage Control Ordinance. The Ordinance regulates and controls the possession, sale and consumption of liquor within the Omaha Tribe's Reservation. The Reservation is located on trust land and this Ordinance allows for the possession and sale of alcoholic beverages within the exterior boundaries of the Omaha Tribe's Indian Reservation. This Ordinance will increase the ability of the tribal government to control the community's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.
Draft Environmental Impact Statement for the Scotts Valley Band of Pomo Indians' Proposed 29.87 Acre Fee-to-Trust Transfer and Casino Project, Contra Costa County, California
This notice advises the public that the Bureau of Indian Affairs (BIA) has filed a Draft Environmental Impact Statement (DEIS) with the U.S. Environmental Protection Agency for a proposed 29.87 acre fee-to-trust land transfer and casino project to be located within unincorporated Contra Costa County, California. The purpose of the proposed action is to help provide for the economic development of the Scotts Valley Band of Pomo Indians (Tribe). This notice also announces a hearing for the public to provide comments on the DEIS.

Poarch Band of Creek Indians-Alcoholic Beverage Control Ordinance
This notice publishes the Poarch Band of Creek Indians Alcoholic Beverage Control Ordinance. The Ordinance regulates and controls the possession, sale and consumption of liquor within the Poarch Band of Creek Indians' Reservation. The land is located on trust land and this Ordinance allows for the possession and sale of alcoholic beverages within the Poarch Band of Creek Indians' Reservation and will increase the ability of the tribal government to control the tribe's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.
Confederated Tribes of Coos Liquor Code
This notice publishes the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians Tribal (Confederated Tribes of Coos) Liquor Code. The Code regulates and controls the possession, sale and consumption of liquor within the Confederated Tribes of Coos Indian Reservation trust land, and other lands subject to tribal jurisdiction. This Code allows for the possession and sale of alcoholic beverages within the exterior boundaries of the Confederated Tribes of Coos Indian Reservation, and will increase the ability of the tribal government to control the Reservation liquor distribution and possession. At the same time, it will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

Submission of Information Collection to the Office of Management and Budget for Review Under the Paperwork Reduction Act
In compliance with the Paperwork Reduction Act, this notice announces that the Bureau of Indian Affairs is submitting an information collection to the Office of Management and Budget (OMB) for renewal. The collection concerns the Data Elements for Student Enrollment in Bureau-funded Schools. We are requesting a renewal of clearance and requesting comments on this information collection.
Advisory Board for Exceptional Children
In accordance with the Federal Advisory Committee Act, the Bureau of Indian Affairs announces that the Advisory Board for Exceptional Children will hold its next meeting in Casa Blanca, Arizona. The purpose of the meeting is to discuss the impact of the Individuals with Disabilities Education Improvement Act Amendments of 2004 on Indian children with disabilities.
Notice of Acceptance of Retrocession of Jurisdiction for the Santee Sioux Nation, NE
Pursuant to the authority vested in the Secretary of the Interior by Executive Order No. 11435 of November 21, 1968 (33 FR 17339), and redelegated to the Associate Deputy Secretary, I hereby accept at 12:01 a.m. CST, February 15, 2006, retrocession to the United States of civil and criminal jurisdiction over the Santee Sioux Nation, which was acquired by the State of Nebraska, pursuant to Public Law 83- 280, 67 Stat. 588, 18 U.S.C. 1162, 28 U.S.C. 1360. The retrocession herein accepted was offered by Legislative Resolution 17 by the legislature of the State of Nebraska on May 31, 2001, and transmitted to the Secretary on November 13, 2001. By Resolution No. 2001-12 dated December 20, 2000, the Santee Sioux Nation requested that the State of Nebraska retrocede civil and criminal jurisdiction to the United States.
Public Scoping Meeting on Congressionally Mandated Study of Energy Rights-of-Way on Tribal Lands
Section 1813 of the Energy Policy Act of 2005 (Pub. L. 109-58) requires the Secretary of the Interior and Secretary of Energy to jointly conduct a study of issues regarding energy rights-of-way on tribal land and provide a report to Congress on the findings of the study. The report is due to Congress by August 7, 2006. The Department of the Interior and the Department of Energy are interested in receiving comments from the public about how to proceed with the implementation of section 1813.
Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Fee-to-Trust Conveyance of Property for the Cayuga Indian Nation of New York, Cayuga and Seneca Counties, New York
This notice advises the public that the Bureau of Indian Affairs (BIA), as lead agency, with the cooperation of the Cayuga Indian Nation (Nation), intends to gather the information necessary for preparing an Environmental Impact Statement (EIS) for the conveyance into trust of 125 acres of land currently held in fee by the Nation. The purpose of the proposed action is to create a tribal land base and to help meet the Nation's socio-economic needs. This notice also announces a public scoping meeting to identify potential issues, alternatives and content for inclusion in the EIS.
Notice of Intent To Prepare a Supplemental Environmental Impact Statement for the Proposed Campo Solid Waste Landfill Facility on the Campo Indian Reservation, San Diego County, CA; Reopening of Comment Period
This notice advises the public that the Bureau of Indian Affairs (BIA) is reopening the comment period on its Supplemental Environmental Impact Statement (SEIS) for the Proposed Campo Solid Waste Landfill Facility on the Campo Indian Reservation in San Diego County, California, for an additional 30 days. The Notice of Intent to prepare the SEIS, published in the Federal Register on November 8, 2005 (70 FR 67738), announced a closing date for comments of December 9, 2005.

Guidance for Distributing Fiscal Year 2006 Contract Support Funds and Indian Self-Determination Funds
The Bureau of Indian Affairs (Bureau) is publishing this notice to inform the public, the tribes, and Federal staff of the methodology that will be used for the distribution of Contract Support Funds (CSF) and Indian-Self Determination Funds (ISDF) for FY 2006. These funds are distributed as authorized by the Indian Self- Determination and Education Assistance Act of 1975, as amended, and financed with funds appropriated under the Snyder Act. This distribution methodology is published to ensure eligible recipients and responsible federal employees are aware of program operations for this fiscal year. This is a guidance document, it is not establishing regulations.
Amendment to Notice of Availability of Draft Environmental Impact Statement for the Confederated Tribes of the Umatilla Indian Reservation's Proposed Coyote Business Park, Umatilla County, OR
This notice advises the public that the Bureau of Indian Affairs is amending its Notice of Availability of the Draft Environmental Impact Statement (DEIS) for the Confederated Tribes of the Umatilla Indian Reservation's Proposed Coyote Business Park, Umatilla County, Oregon, which was published in the Federal Register on December 16, 2005 (70 FR 74844). This amendment adds 18 days to the public comment period. All of the other information in the December 16, 2005, notice remains unchanged.
