Revision of Federal Migratory Bird Hunting and Conservation Stamp (Duck Stamp) Contest Regulations
The U.S. Fish and Wildlife Service (Service or we) is revising regulations governing the annual Federal Migratory Bird Hunting and Conservation Stamp Contest, also known as the Federal Duck Stamp Contest (Contest). We are instituting changes to design elements and judging requirements beginning with the 2020 Contest. Beginning in 2020, the Contest will include a permanent theme of ``celebrating our waterfowl hunting heritage,'' and it will be mandatory that each entry include an appropriate waterfowl hunting scene and/or accessory.
Hart Mountain National Antelope Refuge, Lake County, OR; Notice of Intent To Prepare a Bighorn Sheep Management Plan and Environmental Impact Statement
We, the U.S. Fish and Wildlife Service (Service), intend to prepare a management plan (plan) for bighorn sheep (Ovis canadensis) for Hart Mountain National Antelope Refuge (refuge). We will also prepare an environmental impact statement to develop alternatives for management actions in the plan and evaluate the environmental effects of those actions. We provide this notice in compliance with the National Environmental Policy Act to advise the public, other Federal and State agencies, and Tribes of our intentions, and to obtain public comments and suggestions on the scope of the issues to consider in the planning process.
