Opportunity To Comment on Changes to the Proposed Four Rivers Field Office Resource Management Plan, Idaho
The Bureau of Land Management (BLM) is soliciting comments on clarifications and significant changes (collectively `changes') to the Proposed Four Rivers Field Office Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS) released in February 2020. The environmental consequences of the proposed changes and clarifications have been analyzed as part of the RMP/EIS process. Following consideration of any comments on these changes, the BLM will issue a Record of Decision (ROD) for the Four Rivers Field Office RMP.

Assessment of Biodiversity and Climate Change; Request for Public Comment and Nomination
The U.S. Geological Survey (USGS) provides science to support the mission of the Department of the Interior. In the FY22 budget, Congress charged the USGS with developing an assessment of the linkages between biodiversity and climate change. The USGS, in collaboration with Environment and Climate Change Canada (ECCC) and Mexico's La Comisi[oacute]n Nacional para el Conocimiento y Uso de la Biodiversidad (CONABIO), and with assistance from the Morris K. Udall and Stewart L. Udall Foundation's John S. McCain III National Center for Environmental Conflict Resolution (National Center), will undertake a two-year (2023- 2025) regional assessment of biodiversity and climate change, culminating in the first-ever assessment report addressing these two challenges together for the United States, Canada, Mexico, U.S. territories, and Freely Associated States. This notice announces the opportunity for the public to comment on the draft prospectus for the assessment, provide nominations for membership on the assessment authoring team (administered by the USGS), and provide expressions of interest in serving on the Biodiversity and Climate Change Assessment Guidance Committee (Guidance Committee) which will be convened by the National Center.

HEARTH Act Approval of Pala Band of Mission Indians Amended Leasing Ordinance
The Bureau of Indian Affairs (BIA) approved the Pala Band of Mission Indians Amended Leasing Ordinance under the Helping Expedite and Advance Responsible Tribal Homeownership Act of 2012 (HEARTH Act). The Assistant Secretary of the InteriorIndian Affairs, through the Office of Indian Economic Development (OIED), announces a forthcoming fiscal year (FY) 2023 Living Language Grant Program (LLGP) Notice of Funding Opportunity (NOFO) in advance of publication on Grants.gov. The FY 2023 LLGP will fund Native language immersion projects that support a cohesive Tribal community approach through collaborative instruction based on current language immersion models. The OIED aims to publish the NOFO and allow submission of applications in May 2023.

Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Slickspot Peppergrass (Lepidium papilliferum)
We, the U.S. Fish and Wildlife Service (Service or USFWS), finalize the designation of critical habitat for slickspot peppergrass (Lepidium papilliferum) under the Endangered Species Act of 1973 as amended (Act). In total, approximately 31,569 hectares (78,009 acres) in Ada, Elmore, Gem, Payette, and Owyhee Counties in Idaho fall within the boundaries of the final critical habitat designation. The effect of this final rule is to designate critical habitat for the slickspot peppergrass, which is a threatened species under the Act.

In compliance with the National Environmental Policy Act (NEPA) of 1969, as amended, the Bureau of Ocean Energy Management (BOEM) intends to prepare an environmental assessment (EA) to consider the reasonably foreseeable environmental consequences associated with the issuance of a research lease to the State of Maine. That lease would grant Maine the exclusive right to submit, for BOEM's potential approval, plans for wind energy-related research activities offshore Maine. BOEM is seeking public input regarding important environmental issues and the identification of reasonable alternatives that should be considered in the EA.

Endangered and Threatened Wildlife and Plants; Threatened Species Status for Black-Capped Petrel With a Section 4(d) Rule
We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the public comment period on our October 9, 2018, proposed rule to list the black-capped petrel (Pterodroma hasitata) as a threatened species under the Endangered Species Act of 1973, as amended (Act), with a rule issued under section 4(d) of the Act to provide for the conservation of this species. We are reopening the comment period to present significant new information we have received since 2018 that is relevant to our consideration of the status of the black-capped petrel and allow interested parties to comment. Comments submitted during the 2018 comment period do not need to be resubmitted and will be fully considered in preparation of our final rule. We encourage those who may have commented previously to submit additional comments, if appropriate, in light of this new information.

Official Trail Marker for National Water Trails
This notice issues the official trail marker insignia for National Water Trails, a subset of National Recreation Trails in the National Trails System. The original graphic image was developed in 2012 with the establishment of the National Water Trails System under Secretary Order 3319. The National Park Service and related agencies have officially adopted and use this insignia to help mark all designated National Water Trails.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and consistent with direction from the U.S. District Court of Montana, the Bureau of Land Management (BLM) intends to prepare an environmental impact statement (EIS) to analyze the potential environmental effects from maintaining or revoking former Secretary of the Interior Sally Jewell's coal leasing moratorium. This notice begins the process of defining the scope of the EIS by providing background on the Federal coal program and the direction received from the United States District Court for the District of Montana in Citizens for Clean Energy, v. U.S. Dep't of the Interior. With this notice, the BLM also solicits public comments for consideration in establishing the scope and content of the EIS.
