The Bureau of Land Management (BLM) proposes to establish a supplementary rule for BLM-administered public lands within the jurisdiction of the Missoula Field Office. This proposed supplementary rule would allow the BLM to enforce decisions in the Missoula Resource Management Plan (RMP) that cover the general area and specific rules for the Bear Creek Flats, Blackfoot River Recreation Area, Dupont Acquired Lands, Garnet Ghost Town, Limestone Cliffs, and Sperry Grade Area. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to SUNY New Paltz. If no additional requestors come forward, transfer of control of the human remains to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

Pinal County, AZ, filed an application with the Bureau of Land Management (BLM) to develop three parcels of BLM-managed land as part of a regional park that will help meet expanding recreational needs in the area near Maricopa, AZ. The BLM, Lower Sonoran Field Office, examined the three parcels consisting of approximately 497 acres of public land and determined that the parcels are suitable for classification under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended. The R&PP Act allows local governments to lease, develop, and subsequently acquire public lands for recreation and other public purposes if compliant with local government and BLM land use planning. The R&PP project is consistent with the Federal Land Policy and Management Act, as amended, and associated BLM regulations and policies.

We, the U.S. Fish and Wildlife Service (Service), propose to reclassify the northern long-eared bat (Myotis septentrionalis), a bat species found in all or portions of 37 U.S. States, the District of Columbia, and much of Canada, as an endangered species under the Endangered Species Act of 1973, as amended (Act). The northern long- eared bat is currently listed as a threatened species with an accompanying rule issued under section 4(d) of the Act (``4(d) rule''). This document complies with a court order, which requires the Service to make a new listing decision for the northern long-eared bat. After a review of the best available scientific and commercial information, we find that the northern long-eared bat meets the Act's definition of an endangered species. Accordingly, we propose to list the northern long- eared bat as an endangered species under the Act. If we finalize this rule as proposed, it would reclassify this species as an endangered species on the List of Endangered and Threatened Wildlife and remove its species-specific 4(d) rule. Additionally, this proposed rule serves as our 5-year review of the species. We also are notifying the public that we have scheduled an informational meeting followed by a public hearing on the proposed rule.
