Endangered and Threatened Wildlife and Plants; Recovery Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications for a permit to conduct activities intended to recover and enhance endangered species survival. With some exceptions, the Endangered Species Act of 1973, as amended (ESA), prohibits certain activities that may impact endangered species unless a Federal permit allows such activity. The ESA also requires that we invite public comment before issuing these permits.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW131627 from Osborn Heirs Company LTD, Four-Ten Exploration, Gerald Peters, and G H Exploration Inc., for land in Campbell County, Wyoming. The lessees filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed.

Supplemental Environmental Impact Statement for the Arrow Canyon Solar Project on the Moapa River Indian Reservation, Clark County, Nevada
The Bureau of Indian Affairs (BIA), as lead agency in cooperation with the Moapa Band of Paiute Indians (Moapa Band) and other agencies, intends to prepare a Supplemental Environmental Impact Statement (SEIS) that will evaluate the expansion of the previously approved Moapa Solar Energy Center (MSEC) Project on the Moapa River Indian Reservation (Reservation). This project is now referred to as the Arrow Canyon Solar Project (Project) and this notice announces the beginning of the scoping process to solicit public comments and identify potential issues related to the expansion. It also announces that two public scoping meetings will be held in Nevada to identify potential issues, alternatives, and mitigation to be considered in the SEIS.

Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for the Big Sandy Crayfish and the Guyandotte River Crayfish
We, the U.S. Fish and Wildlife Service (Service), propose to designate critical habitat for the Big Sandy crayfish (Cambarus callainus) and the Guyandotte River crayfish (C. veteranus) under the Endangered Species Act of 1973, as amended (Act). In total, approximately 582 stream kilometers (skm) (362 stream miles (smi)) in Martin and Pike Counties, Kentucky; Buchanan, Dickenson, and Wise Counties, Virginia; and McDowell, Mingo, and Wayne Counties, West Virginia, are proposed as critical habitat for the Big Sandy crayfish. Approximately 135 skm (84 smi) in Logan and Wyoming Counties, West Virginia, are proposed as critical habitat for the Guyandotte River crayfish. If we finalize this rule as proposed, it would extend the Act's protections to these species' critical habitat. We also announce the availability of a draft economic analysis of the proposed designation of critical habitat for these species.

Grant Notification for Fiscal Year 2020
We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are notifying the public that we intend to grant funds to eligible applicants for purposes authorized under the Surface Mining Control and Reclamation Act of 1977 (SMCRA) Title IV Abandoned Mine Land (AML) Reclamation Program and Title V Regulatory Program. We will award these grants during fiscal year 2020.

A 5-year review is based on the best scientific and commercial data available at the time of the review; therefore, we are requesting submission of any new information on these species that has become available since the last review.
