The National Parks Air Tour Management Act (NPATMA) requires the Federal Aviation Administration (FAA) and National Park Service (NPS) to develop an air tour management plan for units of the national park system where an operator has applied for authority to conduct commercial air tours. The FAA Modernization and Reform Act of 2012 amended various provisions of NPATMA. One provision exempted national park units with 50 or fewer annual flights from the requirement to prepare an air tour management plan or voluntary agreement and requires FAA and NPS to jointly publish a list of exempt parks. By Federal Register notice, FAA and NPS published an initial list of exempt parks in 2012 and subsequent lists for 2013 through 2015. This notice provides the annual updated list of parks that are exempt.

This document is the Proposed Sale Notice (PSN) for the sale of commercial wind energy leases on the Outer Continental Shelf (OCS) offshore Massachusetts, pursuant to the Bureau of Ocean Energy Management's (BOEM) regulations. BOEM proposes to offer for sale two leases: Lease OCS-A 0502 and Lease OCS-A 0503, which are the same Lease Areas (LA) that were unsold during the Atlantic Wind Lease Sale-4 (ATLW-4) on January 29, 2015. In this PSN, you will find information pertaining to the areas available for leasing, proposed lease provisions and conditions, auction details, lease form, criteria for evaluating competing bids, award procedures, appeal procedures, and lease execution. BOEM invites public comment during a 60-day comment period following publication of this notice. The issuance of the proposed leases resulting from this sale would not constitute approval of project-specific plans to develop offshore wind energy. Such plans, expected to be submitted by the auction winner(s), would be subject to subsequent environmental and technical reviews prior to a decision by BOEM to approve development.

The Bureau of Ocean Energy Management (BOEM) invites the public to contribute to the development of a path forward for future renewable leasing offshore the United States Atlantic Coast. Thus far, BOEM has issued 13 commercial leases on the Atlantic from North Carolina to Massachusetts. BOEM is now conducting a high-level assessment of all waters offshore the United States Atlantic Coast for potential additional lease locations. BOEM proposes to rely on various factors described below to help it assess which geographic areas along the Atlantic are the most likely to have highest potential for successful offshore wind development in the next three to five years. BOEM is seeking input on all aspects of its proposed path forward, but particularly on the merits of these factors and any other factors BOEM should consider. This Atlantic assessment is intended to inform future area identification processes, not replace them. Accordingly, after reviewing the comments it receives pursuant to this notice, BOEM plans to coordinate with its intergovernmental renewable energy task forces, and conduct further stakeholder outreach as a part of its continuing area identification efforts.

We, the U.S. Fish and Wildlife Service, published a final rule in the Federal Register on October 1, 2015, to designate critical habitat for the Dakota skipper (Hesperia dacotae) and the Poweshiek skipperling (Oarisma poweshiek), under the Endangered Species Act of 1973, as amended (Act). Inadvertently, we published a map of a critical habitat unit for the Dakota skipper in Minnesota where we should have published a map for the Poweshiek skipperling. This document makes the necessary correction to the critical habitat designation for the Poweshiek skipperling. We are also replacing a map depicting critical habitat for Poweshiek skipperling in Minnesota to make an editorial correction in the title.

These invertebrate species are currently found in southeastern New Mexico and southwest Texas. The draft recovery plan includes specific recovery objectives and criteria to be met in order to enable us to remove these species from the list of endangered and threatened wildlife and plants. We request review and comment on this plan from local, State, and Federal agencies; Tribes; and the public. We will also accept any new information on the status of these species throughout their range to assist in finalizing the recovery plan.

Under the authority of the Endangered Species Act of 1973, as amended (Act), we, the U.S. Fish and Wildlife Service (Service), propose to reclassify the Hawaiian goose (nene) (Branta (=Nesochen) sandvicensis) from endangered to threatened, and we propose a rule under section 4(d) of the Act to enhance conservation of the species through range expansion and management flexibility. This proposal is based on a thorough review of the best available scientific data, which indicate that the species' status has improved such that it is not currently in danger of extinction throughout all or a significant portion of its range. We also propose to correct the Federal List of Endangered and Threatened Wildlife to reflect that Nesochen is not currently a scientifically accepted generic name for this species, and to acknowledge the Hawaiian name ``nene'' as an alternative common name. We seek information, data, and comments from the public on this proposal.

The Bureau of Ocean Energy Management (BOEM) is issuing this Call for Information and Nominations (Call) covering a proposed sale in the Beaufort Sea Planning Area in late 2019, as included in the 2019- 2024 National Outer Continental Shelf (OCS) Oil and Gas Leasing Draft Proposed Program (2019-2024 National Draft Proposed Program), which BOEM announced on January 4, 2018. The purpose of this Call is to solicit industry nominations for areas of leasing interest and to gather comments and information on the area included in the Call for consideration in planning for this proposed OCS oil and gas lease sale. Because this lease sale is proposed to occur in 2019, and given the long lead time needed to prepare for a proposed sale, the planning process must begin now or the option of a lease sale in 2019 would be precluded. However, this Call is not a decision to lease and is not a prejudgment by the Secretary concerning any area that may be made available for leasing under the 2019-2024 National Program.
