Under the authority of the Endangered Species Act of 1973, as amended, we, the U.S. Fish and Wildlife Service, are removing the lesser long-nosed bat (Leptonycteris curasoae yerbabuenae) from the Federal List of Endangered and Threatened Wildlife due to recovery. This determination is based on a thorough review of the best available scientific and commercial information, which indicates that the threats to this subspecies have been eliminated or reduced to the point that the subspecies has recovered and no longer meets the definition of endangered or threatened under the Act.

The U.S. Department of the Interior is announcing the proposed members to form the Bureau of Indian Education (BIE) Standards, Assessments, and Accountability System Negotiated Rulemaking Committee (Committee) which will advise the Secretary of the Interior (Secretary) through the BIE on a proposed rule to revise the Adequate Yearly Progress regulation as previously announced in the Federal Register. This notice solicits comments on the proposed membership, and invites additional nominations for Committee members who will adequately represent the interests that are likely to be significantly affected by the proposed rule. The Secretary also proposes to appoint Federal representatives to the Committee as listed.

The annual public meeting of the Federal Interagency Collaborative for Environmental Modeling and Monitoring (ICEMM) will convene to discuss developments in environmental modeling applications, tools and frameworks, as well as new operational initiatives among the participating agencies. The meeting this year will focus on the theme of ``Monitoring and Model Data Fusion.''

The Bureau of Reclamation and Washington State Department of Ecology (Ecology) have made available for public review and comment the Kachess Drought Relief Pumping Plant and Keechelus Reservoir-to-Kachess Reservoir Conveyance Supplemental Draft Environmental Impact Statement (SDEIS). This SDEIS was previously identified in the Notice of Intent to Prepare an Environmental Impact Statement as ``Keechelus Reservoir- to-Kachess Reservoir Conveyance and Kachess Inactive Storage.'' The name was changed to better reflect the proposed action and alternatives evaluated in the SDEIS. The SDEIS addresses the impacts associated with the Kachess Drought Relief Pumping Plant (KDRPP) and Keechelus Reservoir-to-Kachess Reservoir Conveyance (KKC) by expanding on the analysis conducted in the Yakima River Basin Integrated Water Resource Management Plan (Integrated Plan) Programmatic Environmental Impact Statement (March 2012).

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW181106 from Blue Tip Energy Wyoming Inc. for land in Converse and Natrona Counties, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

The purpose of this notice is to request public nominations to serve on the North Slope Science Initiative's (NSSI) 15-member Science Technical Advisory Panel (Panel). The Panel advises the NSSI Oversight Group on technical issues such as identifying and prioritizing inventory, monitoring, and research needs across the North Slope of Alaska and the adjacent marine environment.

We, the U.S. Fish and Wildlife Service (Service), propose to list the island marble butterfly (Euchloe ausonides insulanus) as an endangered species and designate critical habitat under the Endangered Species Act of 1973, as amended (Act). In total, approximately 812 acres (329 hectares) on the south end of San Juan Island, San Juan County, Washington, fall within the boundaries of the proposed critical habitat designation. If we finalize this rule as proposed, it would extend the Act's protections to this species and its critical habitat. The effect of this rule will be to add this species to the List of Endangered and Threatened Wildlife and to designate critical habitat for the island marble butterfly under the Act. We also announce the availability of a draft economic analysis (DEA) of the proposed designation of critical habitat for the island marble butterfly.

The Bureau of Ocean Energy Management (BOEM) invites the submission of information and nominations for commercial wind leases that would allow a lessee to propose the construction of a wind energy project on the Outer Continental Shelf (OCS) in the New York Bight, and to develop one or more projects, if approved, after further environmental review. Although this announcement is not itself a leasing announcement, the areas described herein, or portions thereof, may be available for future leasing. BOEM will use responses to this Call for Information and Nominations (hereinafter referred to as ``Call'' or ``notice'') to gauge specific interest in acquiring commercial wind leases in some or all of the Call Areas, as required by law. Parties wishing to submit a nomination in response to this Call should submit detailed and specific information in response to the requirements described in the section entitled, ``Required Nomination Information.'' This announcement also requests comments and information from interested and affected parties about site conditions, resources, and multiple uses in close proximity to, or within, the Call Areas that would be relevant to BOEM's review of any nominations submitted and/or to BOEM's possible subsequent decision to offer all or part of the Call Areas for commercial wind leasing.
