Notice of Temporary Closure of Public Land in Clark County, Nevada
The Las Vegas Field Office announces the temporary closure of certain public lands under its administration. The Off-Highway Vehicle (OHV) race area in Laughlin is used by OHV recreationists, and the temporary closure is needed to limit their access to the race area and to minimize the risk of potential collisions with spectators and racers during the 2018 Rage at the River Off-Highway Vehicle Races.
Notice of Availability of the Record of Decision for the EDF Renewable Energy Palen Solar Photovoltaic Project Riverside County, California
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) has prepared a Record of Decision (ROD) to Authorize a Right-of-Way (ROW) and amend the California Desert Conservation Area Plan (CDCA Plan) for the EDF Renewable Energy Palen Solar Photovoltaic Project, and by this Notice is announcing its availability. The Assistant SecretaryLand and Minerals Management (ASLM) signed the ROD on October 29, 2018, which constitutes the final decision of the Department, and makes the Approved Land Use Plan Amendment to the CDCA Plan and authorization of a ROW effective immediately. This decision is not subject to appeal under Departmental regulations, and any challenge to this decision, including the BLM Authorized Officer's issuance of the ROW as directed by this decision, must be brought in Federal district court.

The Bureau of Land Management (BLM) published a document in the Federal Register on October 22, 2018, announcing the availability of a Draft Environmental Impact Statement (EIS) and the opening of the public comment period. The Notice included inaccurate website links for submitting comments, and to access the Draft EIS. This notice corrects the errors to provide accurate links.
