Notice of Intent and Extension of Time To Prepare an Environmental Impact Statement for the Proposed Ambler Mining District Industrial Access Road, Alaska
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), and the Alaska National Interest Lands Conservation Act of 1980, as amended (ANILCA), the Bureau of Land Management (BLM) Central Yukon Field Office, Fairbanks, Alaska, intends to prepare an Environmental Impact Statement (EIS) for Federal authorizations to construct and operate an approximately 211-mile long industrial access road in the southern Brooks Range foothills of Alaska, originating at the Dalton Highway in the vicinity of Prospect Creek and terminating at the Ambler Mining District, which would not be open for public access. By this notice, the BLM is announcing the beginning of the EIS scoping process to solicit public comments and identify issues, and is extending the periods to complete the Draft and Final EIS, in accordance with ANILCA section 1104(e).

Annual Adjustment of Civil Monetary Penalty To Reflect Inflation
In compliance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the Act) and Office of Management and Budget (OMB) guidance, the National Indian Gaming Commission (NIGC or Commission) is amending its civil monetary penalty rule to reflect an annual adjustment for inflation in order to improve the penalty's effectiveness and maintain its deterrent effect. The Act provides that the new penalty level must apply to penalties assessed after the effective date of the increase, including when the penalties whose associated violation predate the increase.

To comply with the Paperwork Reduction Act of 1995 (PRA), the Bureau of Safety and Environmental Enforcement (BSEE) is notifying the public that we have submitted to OMB an information collection request (ICR) to renew approval of the paperwork requirements in the regulations at 30 CFR part 250, Oil and Gas and Sulfur Operations in the Outer Continental Shelf. This notice also provides the public a second opportunity to comment on the revised paperwork burden of these regulatory requirements.
Trinity River Adaptive Management Working Group; Public Meeting, Teleconference, and Web-Based Meeting
We, the U.S. Fish and Wildlife Service, announce a public meeting of the Trinity River Adaptive Management Working Group (TAMWG). The TAMWG is a Federal advisory committee that affords stakeholders the opportunity to give policy, management, and technical input concerning Trinity River (California) restoration efforts to the Trinity Management Council (TMC). The TMC interprets and recommends policy, coordinates and reviews management actions, and provides organizational budget oversight.

This notice publishes an amendment to the Three Affiliated Tribes' Alcoholic Beverages Control Law (Law). The amended Law supersedes the existing Three Affiliated Tribes Alcoholic Beverages Control Law, first enacted by the Three Affiliated Tribes in 1986, with an amendment last published in the Federal Register on March 12, 2007 (72 FR 11049).

The Bureau of Ocean Energy Management (BOEM) announces the availability of the Proposed Notice of Sale (NOS) for the proposed Cook Inlet Planning Area Outer Continental Shelf (OCS) Oil and Gas Lease Sale 244 (Cook Inlet Sale 244). This Notice is published pursuant to 30 CFR 556.304(c). With regard to oil and gas leasing on the OCS, the Secretary of the Interior, pursuant to section 19 of the OCS Lands Act, provides affected States the opportunity to review the Proposed NOS. The Proposed NOS sets forth the proposed terms and conditions of the lease sale, including minimum bids, royalty rates, and rental rates.
