The purpose of this notice is to request public nominations to fill one recently vacated position on the Utah Resource Advisory Council (RAC) in category three (employees of a State agency responsible for management of natural resources).

Peabody Museum of Archaeology at Phillips Academy, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that the cultural items listed in this notice meet the definition of sacred objects. The Bureau of Indian Affairs (BIA) owns, or has an interest in, irrigation projects located on or associated with various Indian reservations throughout the United States. We are required to establish irrigation assessment rates to recover the costs to administer, operate, maintain, and rehabilitate these projects. We are notifying you that we have adjusted the irrigation assessment rates at several of our irrigation projects and facilities to reflect current costs of administration, operation, maintenance, and rehabilitation.

We (the U.S. Geological Survey) will respectfully request the Office of Management and Budget (OMB) renew the information collection (IC) and/or data detailed below. To comply with the Paperwork Reduction Act of 1995 (PRA) and as part of our continuing efforts to reduce paperwork and perspective recipient burden, we invite the general public and other Federal agencies to take this opportunity to comment on the IC. This collection is scheduled to expire on 9/30/2016.

The National Park Service is soliciting comments on the significance of properties nominated before April 9, 2016, for listing or related actions in the National Register of Historic Places.

In accordance with the Federal Land Policy and Management Act of 1976 (FLPMA), and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) California Desert District Advisory Council (DAC) will meet as indicated below.

Bureau of Safety and Environmental Enforcement (BSEE) is finalizing new regulations to consolidate into one part the equipment and operational requirements that are found in various subparts of BSEE's regulations pertaining to offshore oil and gas drilling, completions, workovers, and decommissioning. This final rule focuses on blowout preventer (BOP) and well-control requirements, including incorporation of industry standards and revision of existing regulations, and adopts reforms in the areas of well design, well control, casing, cementing, real-time well monitoring, and subsea containment. The final rule also addresses and implements multiple recommendations resulting from various investigations of the Deepwater Horizon incident. This final rule will also incorporate guidance from several Notices to Lessees and Operators (NTLs) and revise provisions related to drilling, workover, completion, and decommissioning operations to enhance safety and environmental protection.

We (U.S. Fish and Wildlife Service) have sent an Information Collection Request (ICR) to OMB for review and approval. We summarize the ICR below and describe the nature of the collection and the estimated burden and cost. This information collection is scheduled to expire on April 30, 2016. We may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number. However, under OMB regulations, we may continue to conduct or sponsor this information collection while it is pending at OMB.

The purpose of this notice is to inform the public and interested State and local government officials of the filing of Plats of Survey in Nevada.

Final regulations for valuing gas produced from Indian leases, published August 10, 1999, require ONRR to determine major portion prices and notify industry by publishing the prices in the Federal Register. The regulations also require ONRR to publish a due date for industry to pay additional royalties based on the major portion prices. Consistent with these requirements, this notice provides major portion prices for the 12 months of calendar year 2014.

ONRR is temporarily changing its physical address for courier services and personal deliveries.

To comply with the Paperwork Reduction Act of 1995 (PRA), the Bureau of Ocean Energy Management (BOEM) is notifying the public that we have submitted an information collection request (ICR) to the Office of Management and Budget (OMB) for review and approval. This ICR concerns the paperwork requirements in the regulations under ``Renewable Energy and Alternate Uses of Existing Facilities on the Outer Continental Shelf.'' This notice provides the public a second opportunity to comment on the paperwork burden of this collection.

The Utah Museum of Natural History has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and present-day Indian tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the Utah Museum of Natural History. Notice is hereby given that the Celebration Fire 2-year temporary road closure is in effect on public lands administered by the Morley Nelson Snake River Birds of Prey National Conservation Area (NCA). One mile of road will be closed to motorized vehicle traffic to protect sensitive resources.

BOEM is announcing the availability of a Draft EIS for Gulf of Mexico OCS oil and gas lease sales tentatively scheduled from 2017-2022 (2017-2022 Gulf of Mexico Multisale Draft EIS or Draft Environmental Impact Statement). BOEM proposes to conduct 10 region-wide Gulf of Mexico oil and gas lease sales during this five-year period that are tentatively scheduled in the Proposed 2017-2022 OCS Oil and Gas Leasing Program (Five-Year Program). The lease sales proposed in the Gulf of Mexico in the Five-Year Program are region-wide lease sales comprised of the Western and Central Planning Areas, and a small portion of the Eastern Planning Area this is not subject to Congressional moratorium. As Federal regulations allow for several related or similar proposals to be analyzed in one EIS (40 CFR 1502.4), the 2017-2022 Gulf of Mexico Multisale Draft EIS provides the environmental analyses necessary for all 10 region-wide Gulf of Mexico oil and gas lease sales tentatively scheduled in the Five-Year Program. As a decision on whether and how to proceed with each proposed lease sale in the Five-Year Program is made individually, the proposed action considered in the 2017-2022 Gulf of Mexico Multisale Draft EIS is comprised of a single region-wide sale in the Gulf of Mexico. The Draft EIS provides a discussion of the potential significant impacts of a proposed action and an analysis of reasonable alternatives to the proposed action. This NOA also serves to announce the beginning of the public comment period for the Draft EIS. The Draft EIS and associated information are available on BOEM's Web site at https://www.boem.gov/nepaprocess/. BOEM will primarily distribute digital copies of the Draft EIS on compact discs. With some exceptions, the Endangered Species Act (Act) prohibits activities with endangered and threatened species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing recovery permits to conduct certain activities with endangered species.

The Glen Canyon Dam Adaptive Management Work Group (AMWG) makes recommendations to the Secretary of the Interior concerning Glen Canyon Dam operations and other management actions to protect resources downstream of Glen Canyon Dam consistent with the Grand Canyon Protection Act. The AMWG meets two to three times a year.

The States of Alaska, California, Colorado, North Dakota, Texas, Utah, and Wyoming are requesting that ONRR renew current delegations of audit and investigation authority. This notice gives members of the public an opportunity to review and comment on the States' proposals.

We, the U.S. Fish and Wildlife Service, announce the availability of the Recovery Plan for Vine Hill Clarkia (Clarkia imbricata). The recovery plan includes recovery objectives and criteria, and specific actions necessary to achieve downlisting and delisting from the Federal Lists of Endangered and Threatened Wildlife and Plants.
