In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Kremmling Field Office, Kremmling, Colorado intends to prepare an Environmental Impact Statement (EIS) to evaluate a proposed land exchange under section 206 of FLPMA, and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

In compliance with the Paperwork Reduction Act of 1995, the Assistant SecretaryIndian Affairs (IA) is seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information titled ``Tribal Energy Resource Agreements'' (TERAs) under the Office of Indian Energy and Economic Development Office (IEED) authorized by OMB Control Number 1076-0167. This information collection expires July 31, 2016. IA is also seeking comments as to how a reduction of burden could be achieved.

We (the U.S. Geological Survey) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. This collection consists of 2 forms. As required by the Paperwork Reduction Act (PRA) of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. This collection is scheduled to expire on October 31, 2016.

In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Rawlins Field Office has prepared a final environmental impact statement (EIS) for the proposed Continental Divide-Creston Natural Gas Development Project (CD-C) in Rawlins, Wyoming, and by this notice announces its availability.

The National Park Service (NPS) has prepared and approved a Record of Decision for the Final Environmental Impact Statement (EIS) and General Management Plan/Wilderness Study (GMP/WS) for Channel Islands National Park. Approval of the GMP/WS culminates an extensive public engagement and environmental impact analysis effort that began in 2001.

We, the U.S. Fish and Wildlife Service (Service), withdraw the proposed rule to list the West Coast Distinct Population Segment of fisher (Pekania pennanti), a mustelid species from California, Oregon, and Washington, as a threatened species under the Endangered Species Act of 1973, as amended (Act). This withdrawal is based on our evaluation of the best scientific and commercial information available. Our evaluation took into consideration an extensive amount of information and comments regarding the proposed West Coast DPS of fisher received during multiple comment periods. Our evaluation of all this information leads us to conclude that the stressors acting upon the proposed West Coast DPS of fisher are not of sufficient imminence, intensity, or magnitude to indicate that they are singly or cumulatively resulting in significant impacts at either the population or rangewide scales. We find the best scientific and commercial data available indicate that the proposed West Coast DPS of fisher does not meet the statutory definition of an endangered or threatened species because the stressors potentially impacting the proposed DPS and its habitat are not of sufficient magnitude, scope, or imminence to indicate that the DPS is in danger of extinction, or likely to become so within the foreseeable future. Consequently, we are withdrawing our proposal to list the West Coast DPS of fisher as a threatened species.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Proposed Resource Management Plan (RMP)/Final Environmental Impact Statement (EIS) for Western Oregon and, by this notice, is announcing its availability.

On September 15, 2015, we, the U.S. Fish and Wildlife Service (Service), announced a proposed rule to list Platanthera integrilabia (white fringeless orchid), a plant species from Alabama, Georgia, Kentucky, Mississippi, South Carolina, and Tennessee, as a threatened species under the Endangered Species Act of 1973, as amended (Act). We now announce that we are reopening the comment period for the proposed rule, in order to completely satisfy the notification requirements under the Act.

History Colorado, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that the cultural items listed in this notice meet the definition of unassociated funerary objects. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to claim these cultural items should submit a written request to History Colorado. If no additional claimants come forward, transfer of control of the cultural items to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The U.S. Department of the Interior, Bureau of Land Management (BLM), Nevada State Office, has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present-day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the BLM. If no additional requestors come forward, transfer of control of the human remains to the Indian tribes or Native Hawaiian organizations stated in this notice may proceed.

We, the U.S. Fish and Wildlife Service (Service), have received an application from the Las Vegas Valley Water District (applicant) for an enhancement of survival permit under the Endangered Species Act of 1973, as amended (Act). The permit application includes a proposed safe harbor agreement (SHA) between the applicant and the Service. The SHA provides for voluntary activities that will contribute to the recovery of the Pahrump poolfish. We have made a preliminary determination that the proposed SHA and permit application are eligible for categorical exclusion under the National Environmental Policy Act of 1969 (NEPA).

The Bureau of Indian Affairs (BIA), as lead agency in cooperation with the Fort Mojave Indian Tribe (Tribe), the Bureau of Land Management (BLM), and other agencies, intends to prepare an Environmental Impact Statement (EIS) that will evaluate a photovoltaic (PV) solar energy generation project on the Fort Mojave Indian Reservation in Mohave County, Arizona. Associated transmission lines and substations located on Tribal trust lands, Federal lands administered and managed by BLM and Bureau of Reclamation (BOR), State- administered lands, and county and private lands in Clark County, Nevada, will also be evaluated. This notice announces the beginning of the scoping process to solicit public comment and identify potential issues related to the EIS. It also announces that two public scoping meetings will be held to identify potential issues, alternatives, and mitigation to be considered in the EIS.

The Bureau of Land Management (BLM), Winnemucca District, Nevada, has found suitable for classification and conveyance 1,220 acres of public land in Humboldt County, Nevada, under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, and provisions of the Taylor Grazing Act. The City of Winnemucca proposes to use the land for a new wastewater treatment and effluent disposal facility to serve Winnemucca, Nevada.

The U.S. Fish and Wildlife Service (Service) announces the availability of a draft recovery plan for the Preble's meadow jumping mouse. This species is federally listed as threatened under the Endangered Species Act of 1973, as amended (ESA). The Service solicits review and comment from the public on this draft plan.

We, the U.S. Fish and Wildlife Service (Service), have received an application from Morro Coast Audubon Society (MCAS) for a 15-year incidental take permit (ITP) under the Endangered Species Act of 1973, as amended. The application addresses the potential for ``take'' of the federally endangered Morro shoulderband snail likely to result incidental to the removal of nonnative vegetation, restoration of native coastal dune scrub habitat, construction and ongoing uses of a coastal access trail, and routine maintenance of preserve lands on approximately 31 acres known as Sweet Springs Nature Reserve in the unincorporated community of Los Osos, San Luis Obispo County, California. We invite comments from the public on the application package, which includes a draft habitat conservation plan (HCP) and draft low-effect screening form and environmental action statement, which constitutes our proposed National Environmental Policy Act (NEPA) compliance.

BOEM is announcing the dates, locations, and times of rescheduled meetings in Washington, DC; Houston, TX; and New Orleans, LA, to elicit comments on the OCS Oil and Gas Leasing Program 2017-2022 Draft Programmatic Environmental Impact Statement (Draft Programmatic EIS), which has been prepared by BOEM to support the Proposed OCS Oil and Gas Leasing Program for 2017-2022 (2017-2022 Program).

The Bureau of Land Management (BLM) has examined and found suitable for classification for lease and subsequent conveyance under the provisions of the Taylor Grazing Act and the Recreation and Public Purposes (R&PP) Act, as amended, approximately 15 acres of public land in the Las Vegas Valley, Clark County, Nevada. Clark County proposes to use the land for a community park. The 15-acre park will help meet future expanding needs in the southwestern part of Las Vegas Valley.
