In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972 (FACA), the Department of the Interior, Bureau of Land Management (BLM) Nevada will hold a joint meeting of its three Resource Advisory Councils (RACs), the Sierra Front-Northwestern Great Basin RAC, the Northeastern Great Basin RAC, and the Mojave-Southern Great Basin RAC in Sparks, Nevada. The meeting is open to the public and a public comment period is scheduled for March 24. Dates and Times: The three RACs will meet on Wednesday, March 23, from 8 a.m. to 4:30 p.m. and Thursday, March 24, from 8 a.m. to 4:30 p.m. A public comment period will be held on Thursday, March 24, at 3:30 p.m. The agenda and additional information will be posted at https://on.doi.gov/1bkJm1g.

This rule proposes regulations to address the use of Outer Continental Shelf (OCS) sand, gravel and shell resources for shore protection, beach restoration, or coastal wetlands restoration projects by Federal, State, or local government agencies, or use in construction projects authorized by or funded in whole or in part by the Federal Government. The proposed rule describes the negotiated noncompetitive agreement process for qualifying projects and codifies new and existing procedures.
