The Bureau of Indian Education provides financial and technical assistance to tribally controlled colleges and universities and Din[eacute] College. In collaboration with the American Indian Higher Education Consortium, we have prepared a discussion draft that updates the policies and procedures for administration and oversight of these assistance programs and revises regulatory language to conform to statutory amendments. This notice announces tribal consultation sessions and a comment period on the preliminary discussion draft.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered or threatened species. The Endangered Species Act of 1973, as amended (Act), prohibits activities with endangered and threatened species unless a Federal permit allows such activities. Both the Act and the National Environmental Policy Act require that we invite public comment before issuing these permits.

The Thomas Burke Memorial Washington State Museum (Burke Museum), University of Washington, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that the cultural items listed in this notice meet the definition of unassociated funerary objects. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to claim these cultural items should submit a written request to the Burke Museum. If no additional claimants come forward, transfer of control of the cultural items to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.
