The proposed actions are as follows: The United States Secret Service deciding whether to permanently close (1) the section of E Street, NW. between 15th and 17th Streets, NW., South Executive Avenue, and the Ellipse roadways to unauthorized vehicular traffic, and (2) State Place and West South Executive Avenue and adjacent sidewalks (contiguous to First Division Monument) and Hamilton Place and East South Executive Avenue and adjacent sidewalks (contiguous to Sherman Park) to unauthorized vehicular and unauthorized pedestrian traffic, and to install durable, more aesthetic security elements in the area to replace the temporary, unsightly security elements currently in place; and the National Park Service deciding on landscape and infrastructure changes to the area that respond to the street closures and re-design of security elements to ensure the iconic historic nature of the landscape that is the White House and its environs and an important destination for visitors.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management Oregon/Washington State Office, Portland, Oregon, 30 days from the date of this publication.

The following Water Management Plans are available for review: Truckee-Carson Irrigation District. Goleta Water District. Delano-Earlimart Irrigation District. Feather Irrigation District. To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria for Evaluating Water Management Plans (Criteria). For the purpose of this announcement, Water Management Plans (Plans) are considered the same as Water Conservation Plans. The above entities have each developed a Plan, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the plans and comment on the preliminary determinations. Public comment on Reclamation's preliminary (i.e., draft) determination is invited at this time.

The U.S. Department of the Interior, Bureau of Reclamation Mid-Pacific Region (Reclamation) proposes to prepare an EIS to analyze the potential effects of an update to the M&I WSP. The policy would be implemented by Reclamation during water short years. Reclamation previously developed, in consultation with the CVP M&I Water Service contractors, a draft CVP M&I WSP in 2001, and in 2005 prepared an Environmental Assessment (2005 EA). The 2005 EA was published on October 2005 and a Finding of No Significant Impact (FONSI) was signed in December 2005. The 2001 M&I WSP was modified by, and is being implemented in accordance with, Alternative 1B in the 2005 EA. Since the publication of the 2005 EA, Reclamation received additional comments from several CVP water service contractors. The contractors expressed a need for clarity on certain aspects of the 2001 M&I WSP, as modified. Other comments received by Reclamation suggested consideration of alternatives to the 2001 M&I WSP. The comments coupled with recent significant changes in the Bay-Delta and CVP/State Water Project operations, has impelled Reclamation to evaluate alternatives and provide an M&I WSP that best recognizes the needs of various segments of the water user community and how those needs could be addressed in times of water shortages.

This action allocates calendar year 2011 duty exemptions for watch assembly producers (``program producers'') located in the United States Virgin Islands (``USVI'') pursuant to Public Law 97-446, as amended by Public Law 103-465, Public Law 106-36 and Public Law 108-429 (``the Act'').

The Office of Small and Disadvantaged Business Utilization of the Department of the Interior is hosting a Vendor Outreach Workshop for small IT businesses in the National Capitol region of the United States that are interested in doing business with the Department. This outreach workshop will review market contracting opportunities for the attendees. Business owners will be able to share their individual perspectives with Contracting Officers, Program Managers and Small Business Specialists from the Department.

We (National Park Service) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. We, the U.S. Fish and Wildlife Service (Service), announce a meeting of the Lake Champlain Sea Lamprey Control Alternatives Workgroup (Workgroup). The Workgroup's purpose is to provide, in an advisory capacity, recommendations and advice on research and implementation of sea lamprey control techniques alternative to lampricide that are technically feasible, cost effective, and environmentally safe. The primary objective of the meeting will be to discuss potential research initiatives that may enhance alternative sea lamprey control techniques. The meeting is open to the public.

This order extends the duration of the withdrawal created by Public Land Order No. 6833 for an additional 20-year period. The extension is necessary to continue to protect the unique natural and ecological research values of the United States Forest Service's Wolf Creek Research Natural Area.

In accordance with the National Environmental Policy Act of 1969, as amended, the Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the South Hilight Field Coal Lease-by-Application (LBA) included in the Wright Area Coal Lease Applications Environmental Impact Statement (EIS).

Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA), the Council on Environmental Quality regulations (40 CFR parts 1500-1508), and the Department of the Interior regulations on NEPA (43 CFR part 46), BOEMRE announces the availability of an Environmental Assessment (EA) and a Finding of No Significant Impact (FONSI) prepared by BOEMRE for oil and gas activities proposed on the Alaska Outer Continental Shelf (OCS).

We, the U.S. Fish and Wildlife Service (Service), published a notice in the Federal Register on February 18, 2011, announcing the availability for public comment of draft Land-Based Wind Energy Guidelines (Guidelines). We are issuing a correction to that notice because we believe it gave the erroneous impression the draft Guidelines are ready for public use. However, our intention was for the notice to only announce the availability of draft Guidelines for public comment. We will publish the final Guidelines for public use after consideration of any comments received. We hereby amend the SUMMARY and DATES captions to clarify our intention.

The Bureau of Land Management (BLM) has examined and found 160 acres of public land in the City of Henderson, Clark County, Nevada, as suitable for conveyance for airport purposes under the authority of Section 516 of the Airport and Airway Improvement Act of 1982.

Notice is given that the Tribal-State Compact for Regulation of Class III Gaming between the Confederated Tribes of the Warm Springs Reservation of Oregon and the State of Oregon is considered to have been approved and is in effect.

We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for the Carex lutea (golden sedge) under the Endangered Species Act of 1973, as amended. In total, approximately 202 acres (82 hectares) in 8 units located in Onslow and Pender Counties, North Carolina fall within the boundaries of the critical habitat designation.
