As required by the Paperwork Reduction Act, the Bureau of Indian Education (BIE), U.S. Department of the Interior, is submitting a request for renewal of the information collection for Home-living Programs and School Closure and Consolidation, currently authorized by OMB Control Number 1076-0164, to the Office of Management and Budget (OMB) for review.

The Bureau of Indian Education (BIE) is announcing that the Advisory Board for Exceptional Children (Advisory Board) will hold its next meeting in Riverside, California. The purpose of the meeting is to meet the mandates of the Individuals with Disabilities Education Act of 2004 (IDEA) for Indian children with disabilities.

We, the Fish and Wildlife Service (Service), in coordination with the Coachella Valley Conservation Commission (CVCC), are gathering information necessary for the preparation of a joint Supplemental Environmental Impact Report/Environmental Impact Statement (Supplemental EIR/EIS) under the National Environmental Policy Act (NEPA). This is a Supplemental EIR/EIS to the approved and certified September 2007 Final Recirculated EIR/EIS for the Coachella Valley Multiple Species Habitat Conservation Plan (Plan, or CVMSHCP). The Supplemental EIR/EIS will consider the environmental effects associated with the issuance of an amended permit for the CVMSHCP, adding the City of Desert Hot Springs (City) and Mission Springs Water District (MSWD) as permittees under the Endangered Species Act of 1973 (Act), as amended.We are furnishing this notice to announce the initiation of a public scoping period, during which we invite other agencies, Tribes, and interested persons to provide comments to identify and discuss the scope of issues and alternatives that should be addressed in the Supplemental EIR/EIS.

We, the U.S. Fish and Wildlife Service (Service), announce a public teleconference of the Wildlife and Hunting Heritage Conservation Council (Council).

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, on April 28, 2011.

To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we have submitted to the Office of Management and Budget (OMB) an information collection request (ICR) to renew approval of the paperwork requirements in the regulations under 30 CFR Part 291. This notice also provides the public a second opportunity to comment on the paperwork burden of these regulatory requirements.

The Lewis County, Washington, Board of Commissioners (Applicant) has submitted applications to the U.S. Fish and Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) (together, the Services) for incidental take permits (ITPs) under the Endangered Species Act of 1973, as amended (ESA). The Applicant requests ITPs to cover the take of 7 listed and 70 other covered species under the Services' jurisdictions in conjunction with forest management activities on a class of private lands in Lewis County, Washington. The ITP application submission includes: A draft Habitat Conservation Plan (HCP) describing the Applicant's proposed actions and the proposed measures the Applicant would implement to minimize, mitigate, and monitor take of listed and other covered species; a preliminary draft Environmental Impact Statement (EIS); and a draft Implementation Agreement (IA). The Services are making the ITP submission package available for public review and comment consistent with a request from the Applicant. The public is invited to submit comments and any other relevant information regarding: the adequacy of the mitigation, minimization, and monitoring measures proposed under the draft Lewis County HCP, particularly with respect to proposed riparian forest buffers, in relation to measures and buffers required under Washington State forest practices regulations; and the adequacy of the draft IA provisions.

In compliance with the Paperwork Reduction Act of 1995, the Office of Surface Mining Reclamation and Enforcement (OSM) is announcing its intention to request renewed authority for the collection of information for 30 CFR part 705 and the Form OSM-23, Restriction on financial interests of State employees.

We (U.S. Fish and Wildlife Service) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. As required by the Paperwork Reduction Act of 1995 and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. This IC is scheduled to expire on July 31, 2011. We may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) is announcing its intention to request approval to continue and revise the collection of information from applicants for authorization to purchase mineral materials from public lands. The Office of Management and Budget (OMB) previously approved this information collection activity, and assigned it control number 1004-0103.

To comply with the Paperwork Reduction Act of 1995 (PRA), we are inviting comments on a collection of information that we will submit to the Office of Management and Budget (OMB) for review and approval. This information collection request (ICR) was formerly approved under OMB Control Number 1010-0073. After the Secretary of the Interior established ONRR (the former Minerals Revenue Management, a program under the Minerals Management Service) on October 1, 2010, OMB approved a new series number for ONRR and renumbered our ICRs. Also, effective October 1, 2010, ONRR reorganized and transferred their regulations from chapter II to chapter XII in title 30 of the Code of Federal Regulations (CFR), resulting in a change in our citations. This ICR covers the paperwork requirements in the regulations under 30 CFR part 1220 (previously 30 CFR part 220). The revised title of this information collection request (ICR) is ``30 CFR Part 1220, OCS Net Profit Share Payment Reporting.'' There are no forms associated with this information collection.

We are announcing receipt of a proposed amendment to the Pennsylvania regulatory program (the ``Pennsylvania program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). In response to correspondence related to implementation of the approved Pennsylvania program, Pennsylvania has submitted regulatory changes for approval to render its program no less effective than the Federal regulations as they relate to effluent limitations for post- mining discharges that are amenable to passive treatment technology. This document gives the times and locations that the Pennsylvania program and this submittal are available for your inspection, the comment period during which you may submit written comments, and the procedures that we will follow for the public hearing, if one is requested.

In accordance with the Federal Land Policy and Management Act (FLPMA), the Federal Advisory Committee Act of 1972 (FACA), and the Federal Lands Recreation Enhancement Act of 2004 (FLREA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Twin Falls District Resource Advisory Council (RAC) and subcommittee for the Jarbidge Resource Management Plan (RMP) will meet as indicated below.

Lake Havasu City (City) in Mohave County, Arizona has filed an application to lease or purchase 280 acres of public land under the Recreation and Public Purposes (R&PP) Act, as amended, to be used for recreation and public purposes. The City proposes to use the land for a municipal golf course, multi-agency environmental and eco-educational center, community park, performing arts center, recreational support facilities, visitors' center, and hiking trails. The Bureau of Land Management (BLM) has examined the land and found it suitable to be classified for lease and/or conveyance under the provisions of the R&PP Act, as amended.

In compliance with the National Environmental Policy Act of 1969, as amended, the Federal Land Policy and Management Act of 1976, as amended, and the California Environmental Quality Act of 1970, the Bureau of Land Management (BLM) Bishop Field Office, Bishop, California and the Great Basin Unified Air Pollution Control District (GBUAPCD) (a California state agency) intend to prepare a joint Environmental Impact Statement (EIS)/Environmental Impact Report (EIR) to consider approval of the development of a proposed 33-megawatt (MW) geothermal power plant and associated well field, internal access roads, pipelines, and a transmission line on public and private lands near the Town of Mammoth Lakes, California, and by this notice, are announcing the beginning of the scoping process to solicit public comments and identify issues.

A 10-acre parcel of public land in Hot Springs County, Wyoming is being considered for non-competitive (direct) sale to Jim and Terry Wilson under the provisions of the Federal Land Policy and Management Act (FLPMA) of 1976, at no less than the appraised market value.

We, the Fish and Wildlife Service (Service), announce the availability of our final comprehensive conservation plan (CCP) and finding of no significant impact (FONSI) for the environmental assessment for J.N. ``Ding'' Darling National Wildlife Refuge (NWR).
