State of Arizona Resource Advisory Council Meeting
In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM), Arizona Resource Advisory Council (RAC), will meet on June 25, 2009, at the BLM National Training Center located at 9828 North 31st Avenue in Phoenix from 8 a.m. until 4:30 p.m. Morning agenda items include: Review and approval of the March 26, 2009, meeting minutes for RAC and Recreation Resource Advisory Council (RRAC) business; BLM State Director's update on statewide issues; Update on Solar Energy Rights- of-Way Applications, and the Arizona Renewable Resources and Transportation Information System Project; a presentation on Mapping Land Health Achievements and Non-Achievements on BLM Lands: Improving Land Management, Planning, and Reporting of Land Condition; RAC review and discussion of the 2009 RAC Annual Work Plan; questions on BLM District/Field Manager reports; and reports by the RAC working groups. Agency Information Collection; Activities Under OMB Review; Comment Request
In accordance with the Paperwork Reduction Act of 1995, the Bureau of Reclamation (Reclamation, we) has forwarded the following Information Collection Request (ICR) to the Office of Management and Budget (OMB) for review and approval: Rural Water Supply Act, OMB Control Number: 1006-0029. Title 43 CFR part 404 requires entities interested in participating in the Rural Water Supply Program (Rural Water Program) to submit information to allow Reclamation to evaluate and prioritize requests for financial or technical assistance.
Establishment of Interim Final Supplementary Rules Within the South Spit Cooperative Management Area, Managed by the Arcata Field Office, California
The Bureau of Land Management (BLM) Arcata Field Office, California, is issuing interim final supplementary rules for the South Spit Cooperative Management Area (CMA) and requesting public comment. The rules will be effective upon publication and remain in effect until the publication of final supplementary rules. The BLM has determined these interim final supplementary rules are necessary to enhance the safety of visitors, protect natural resources, and protect public health.
Notice of Intent To Prepare an Environmental Impact Statement and Possible Resource Management Plan Amendments for the SunZia Southwest Transmission Project in Arizona and New Mexico
The Bureau of Land Management (BLM), New Mexico State Office, announces its intent to prepare an Environmental Impact Statement (EIS), and by this notice is announcing the beginning of the scoping process and soliciting input on identification of issues and proposed planning criteria in response to a right-of-way application filed by SunZia Transmission, LLC (SunZia).
Notice of Intent To Prepare a Feasibility Study and Environmental Impact Statement for Everglades National Park (Park) To Evaluate Modifications to the Tamiami Trail
Notice is hereby given, in accordance with the provisions of the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321 et seq.), that the NPS is preparing a Feasibility Study and EIS to ``evaluate the feasibility of additional bridge length, beyond that to be constructed pursuant to the Modified Water Deliveries to Everglades National Park Project (16 U.S.C. 410r-S), including a continuous bridge, or additional bridges or some combination thereof, for the Tamiami Trail (United States Highway 41) to restore more natural water flow to Everglades National Park and Florida Bay and for the purpose of restoring habitat within the Park and the ecological connectivity between the Park and the Water Conservation Areas'' (2009 Omnibus Appropriations Act). The NPS is the lead agency on this federal action; however, the NPS has requested the United States Army Corps of Engineers (USACOE) be a cooperating agency on this effort, with the Federal Highway Administration (FHWA) providing technical assistance.
Receipt of Applications for Permit
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications for permits to conduct certain activities with endangered species and/or marine mammals. Both the Endangered Species Act and the Marine Mammal Protection Act require that we invite public comment on these permit applications.
Proposed Information Collection; OMB Control Number 1018-0075; Federal Subsistence Regulations and Associated Forms
We (Fish and Wildlife Service, Service) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. As required by the Paperwork Reduction Act of 1995 and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. This IC is scheduled to expire on October 31, 2009. We may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.
Columbia National Wildlife Refuge, Adams and Grant Counties, WA
We, the U.S. Fish and Wildlife Service (Service), intend to prepare a comprehensive conservation plan (CCP) for the Columbia National Wildlife Refuge (refuge) located in Adams and Grant Counties, Washington. We will also prepare an environmental assessment (EA) to evaluate the potential effects of various CCP alternatives. This notice also announces a public open house meeting; see SUPPLEMENTARY INFORMATION for the details. We issue this notice in compliance with our CCP policy to advise the public and other agencies of our intentions and to obtain suggestions and information on the scope of issues we will consider during the CCP planning process.
Mandalay National Wildlife Refuge, Terrebonne Parish, LA
We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan and environmental assessment (Draft CCP/EA) for Mandalay National Wildlife Refuge (NWR) for public review and comment. In this Draft CCP/EA, we describe the alternative we propose to use to manage this refuge for the 15 years following approval of the final CCP.

Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, hereby gives notice that the public meeting will be held to receive comments on the Environmental Analysis (EA), Finding of No Significant Impact (FONSI), Maximum Economic Recovery (MER), and Fair Market Value (FMV) of federal coal to be offered for a competitive lease sale. Coal Lease By Application (LBA) COC-70615 was filed by Oxbow Mining, LLC. The BLM plans to offer for competitive lease 789.79 acres of Federal coal in Gunnison County, Colorado.
Public Land Order No. 7733; Withdrawal of Public Land for Emerald Mountain Recreation Management Area; Colorado
This order withdraws approximately 4,138 acres of public lands from all forms of appropriation under the public land laws, including the United States mining laws, and the mineral and geothermal leasing laws, for a period of 20 years for the Bureau of Land Management to protect the scenic, recreation, water quality and wildlife habitat values of the Emerald Mountain Recreation Management Area in Routt County, Colorado.
Agency Information Collection Activities: Mine, Development, and Mineral Exploration Supplement
To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we will submit to OMB an information collection request (ICR) to renew approval of the paperwork requirements for ``Mine, Development, and Mineral Exploration Supplement, (1 USGS form).'' This notice provides the public an opportunity to comment on the paperwork burden of this form.
Direct Sale of Public Land in Lander County, NV
The Bureau of Land Management (BLM) proposes to offer two parcels of public land totaling about 2.65 acres by direct, non- competitive sale to adjacent property owners. The sale will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), 43 U.S.C. 1713 and 1719, respectively, and BLM land sale and mineral conveyance regulations at 43 CFR 2710 and 2720.
Leasing of Sulphur or Oil and Gas and Bonding Requirements in the Outer Continental Shelf
The MMS proposes to update and streamline the existing Outer Continental Shelf leasing regulations, and to clarify implementation of the Federal Oil and Gas Royalty Simplification and Fairness Act of 1996. The rule would reorganize and reorder leasing requirements to reflect the leasing process more efficiently, as it has evolved over the last 26 years. The rule also proposes changes to parts 250 and 260 that relate to the proposed revisions to part 256.
Migratory Bird Hunting; Supplemental Proposals for Migratory Game Bird Hunting Regulations for the 2009-10 Hunting Season; Notice of Meetings
We, the U.S. Fish and Wildlife Service (Service), proposed in an earlier document to establish annual hunting regulations for certain migratory game birds for the 2009-10 hunting season. This supplement to the proposed rule provides the regulatory schedule, announces the Service Migratory Bird Regulations Committee and Flyway Council meetings, and provides Flyway Council recommendations resulting from their March meetings.

We, the U.S. Fish and Wildlife Service (Service) announce that the Final Comprehensive Conservation Plan (CCP) for the Pathfinder National Wildlife Refuge (NWR) is available. This CCP, prepared pursuant to the National Wildlife Refuge System Improvement Act of 1997 and the National Environmental Policy Act of 1969, describes how the Service intends to manage the Pathfinder NWR for the next 15 years.
Notice of Availability of the Draft Environmental Impact Statement for the Proposed Fee-to-Trust Conveyance of Property for the Cayuga Indian Nation of New York, Cayuga and Seneca Counties, NY
This notice advises the public that the Bureau of Indian Affairs (BIA), as the lead agency, with the Cayuga Indian Nation of New York (Nation) as a cooperating agency, intends to file a draft Environmental Impact Statement (DEIS) with the U.S. Environmental Protection Agency for the proposed acquisition into trust status of 125 acres of land that is currently held in fee status by the Nation and that the DEIS is now available for public review. The purpose of the proposed action is to create a Tribal land base and to help meet the Nation's socio-economic needs. This notice also announces a public hearing for receiving comments on the DEIS analysis.

Cullinan Ranch Unit Restoration Project, San Pablo Bay National Wildlife Refuge, Solano County, CA
We, the U.S. Fish and Wildlife Service (Service) and the California Department of Fish and Game (CDFG) announce that the abbreviated final environmental impact statement/environmental impact report (EIS/EIR) for the Cullinan Ranch Restoration Project is now available. The abbreviated final EIS/EIR, which we prepared and now announce in accordance with the National Environmental Policy Act of 1969 (NEPA), describes the restoration plan for 1,500 acres (ac) of former hayfield farmland in the San Pablo Bay. The abbreviated final EIS/EIR responds to all comments we received on the draft document. This restoration project would combine tidal salt marsh habitat for endangered species, waterfowl, waterbirds, and fish, as well as public access features to increase accessibility to wildlife resource values in the San Pablo Bay, while minimizing project-induced flood impacts to Highway 37.
Office of the Special Trustee for American Indians; Notice of Proposed Renewal of Information Collection
In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of the Special Trustee for American Indians, Department of the Interior, announces the proposed renewal of a public information collection required by The American Indian Trust Fund Management Reform Act of 1994, ``Application to Withdraw Tribal Funds from Trust Status, 25 CFR part 1200,'' OMB Control No. 1035-0003, and that it is seeking comments on its provisions. Endangered and Threatened Wildlife and Plants; Short-Tailed Albatross (Phoebastria albatrus): Initiation of 5-Year Status Review; Availability of Final Recovery Plan
We, the U.S. Fish and Wildlife Service (Service), announce the availability of our final recovery plan for and the initiation of a 5- year status review for the short-tailed albatross (Phoebastria albatrus), a bird species listed as endangered under the Endangered Species Act of 1973, as amended (Act). Our recovery plan describes the status, current management, recovery objectives and criteria, and specific actions needed to enable us to reclassify the short-tailed albatross from endangered to threatened, or from threatened to delisted. It also includes criteria that would justify reclassifying the species from threatened back to endangered. We conduct 5-year reviews to ensure that our classification of each species as threatened or endangered on the List of Endangered and Threatened Wildlife and Plants is accurate. We request any new information on this species that may have a bearing on its classification as endangered. Based on the results of this 5-year review, we will make a finding on whether this species is properly classified under the Act.
Migratory Bird Subsistence Harvest in Alaska; Harvest Regulations for Migratory Birds in Alaska During the 2009 Season
The U.S. Fish and Wildlife Service (Service or we) establishes migratory bird subsistence harvest regulations in Alaska for the 2009 season. These regulations will enable the continuation of customary and traditional subsistence uses of migratory birds in Alaska and prescribe regional information on when and where the harvesting of birds may occur. These regulations were developed under a co-management process involving the Service, the Alaska Department of Fish and Game, and Alaska Native representatives. The rulemaking is necessary because the regulations governing the subsistence harvest of migratory birds in Alaska are subject to annual review. This rulemaking establishes region-specific regulations that go into effect on the date of publication in the Federal Register and expire on August 31, 2009.

Proposed Programmatic Safe Harbor Agreement for Oregon Chub, Willamette Valley, OR
The Oregon Department of Fish and Wildlife (ODFW) has applied to the U.S. Fish and Wildlife Service (Service) for an enhancement of survival permit pursuant to section 10(a)(1)(A) of the Endangered Species Act of 1973, as amended. The permit application includes a proposed Programmatic Safe Harbor Agreement (Agreement) between ODFW and the Service. The proposed term of the permit and Agreement is 30 years. The requested permit would authorize ODFW to extend incidental take coverage with assurances to eligible landowners who are willing to carry out habitat management measures that would benefit the federally- listed as endangered Oregon chub (Oregonichthys crameri) by enrolling them under the Agreement as Cooperators through issuance of Certificates of Inclusion. The covered area or geographic scope of this Agreement includes all non-Federal properties in the Willamette Valley between the cities of Oregon City and Oakridge, Oregon, the estimated historical distribution of the species.
