Notice of Availability of a Final Environmental Impact Statement and a Final Conformity Determination for the Proposed Federated Indians of the Graton Rancheria Casino and Hotel Project, Sonoma County, CA
In accordance with Section 102(2)(C) of the National Environmental Policy Act (NEPA) 42 U.S.C. 4321 et seq., the NIGC, in cooperation with the Federated Indians of the Graton Rancheria (the ``Graton Rancheria''), has prepared a Final Environmental Impact Statement (FEIS) for a proposed casino and hotel project/action to be located in Sonoma County, California. The purpose of the proposed project/action is to help address the socio-economic needs of the Graton Rancheria. The FEIS includes an analysis of potential environmental impacts on those resources as a result of implementing each of the alternatives. A Response to Comments document is included within the FEIS which provides agency responses to substantive environmental comments raised during the DEIS comment period. The alternatives considered in detail within the FEIS are: (A) A casino/ hotel project on the ``Wilfred Site'' (the proposed project/action), (B, C) a casino/hotel project on the ``Stony Point Site,'' (D) a reduced intensity casino/hotel project on the ``Stony Point'' site, (E) an alternate use project on the ``Stony Point'' site, (F) a casino/ hotel project on the ``Lakeville Site,'' (G) a no proposed project/ action alternative, and (H) a reduced intensity casino/hotel on the ``Wilfred Site.'' This notice advises the public that the NIGC has filed the FEIS with the U.S. Environmental Protection Agency (EPA). In accordance with Section 176 of the Clean Air Act 42 U.S.C. 7506, and the EPA general conformity regulations 40 CFR part 93, subpart B, a Final Conformity Determination (FCD) has been prepared for the proposed project. The FCD is contained within Appendix W of the FEIS.
Call for Nominations for Resource Advisory Councils
The purpose of this notice is to request public nominations for the Bureau of Land Management (BLM) Resource Advisory Councils (RACs) that have member terms expiring this year. The RACs provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within their geographic areas. The BLM will consider public nominations for 45 days after the publication date of this notice.
Potential for Oil Shale Development; Withdrawal of the Call for Nominations-Oil Shale Research, Development, and Demonstration (R, D, and D) Program and Request for Public Comment
On January 15, 2009, the BLM published in the Federal Register a notice entitled ``Potential for Oil Shale Development; Call for NominationsOil Shale Research, Development, and Demonstration (R, D, and D) Program'' (see 74 FR 2611). The new Administration intends to review and reconsider certain aspects of the current solicitation, including lease acreage and the rules that would govern conversion of an R, D, and D lease to a commercial lease, particularly those related to royalty rates. To ensure a fair return to the public for potential commercial development of these Federal resources, the Administration has determined that further information is needed. Accordingly, the BLM is seeking public comment on the terms and conditions of any future oil shale R, D, and D leases that it may issue. The BLM therefore withdraws the January 15, 2009, solicitation of the nomination of parcels to be leased for R, D, and D of oil shale recovery technologies in Colorado, Utah, and Wyoming.
State of Arizona Resource Advisory Council Meeting
In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM), Arizona Resource Advisory Council (RAC), will meet on March 26, 2009, at the BLM National Training Center located at 9828 North 31st Avenue in Phoenix from 8 a.m. until 4:30 p.m. Morning agenda items include: Review and approval of the September 18, 2008, meeting minutes for RAC and Recreation Resource Advisory Council (RRAC) business; BLM State Director's update on statewide issues; Update on Solar Energy Rights- of-Way Applications; Presentation on the Healthy Lands Initiative Projects and Wild Horse and Burro Program in Arizona; RAC questions on BLM Field Managers' Rangeland Resource Team proposals; and reports by RAC working groups. A public comment period will be provided at 11:30 a.m. on March 26, 2009, for any interested publics who wish to address the Council on BLM programs and business. Under the Federal Lands Recreation Enhancement Act, the RAC has been designated as the RRAC, and has the authority to review all BLM and Forest Service (FS) recreation fee proposals in Arizona. The afternoon meeting agenda on March 26, will include a presentation on the Federal Lands Recreation Enhancement Act requirements, a review and discussion of the Recreation Enhancement Act (REA) Working Group Report, future BLM/FS recreation fee proposals and REA Working Group meeting schedule.

Final Environmental Impact Statement/General Management Plan; San Juan Island National Historical Park, San Juan County, WA; Notice of Approval of Record of Decision
Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR Part 1505.2), the Department of the Interior, National Park Service has prepared and approved a Record of Decision for the Final Environmental Impact Statement for the updated General Management Plan (GMP), San Juan Island National Historical Park. The current GMP was completed in 1979; many conditions on San Juan Island and within the park have changed, particularly in the last 15-20 years. The requisite no-action ``wait period'' was initiated October 31, 2008, with the Environmental Protection Agency's Federal Register notification of the filing of the Final EIS. Decision: As soon as practical San Juan Island National Historical Park will begin to implement park operations, resource management, interpretive programs, and land acquisitions (willing seller) presented and analyzed as the Preferred Alternative in the Final EIS (and which includes no substantive changes from the course of action as presented in the Draft EIS). The full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures are included in the approved plan; this course of action was deemed to be the ``environmentally preferred'' alternative. The Final EIS identified and analyzed two additional alternatives, and corresponding mitigation strategies, which were responsive to concerns and issues the public voiced during the extensive scoping process and Draft EIS review, and to NPS conservation planning requirements. Alternative C is the selected plan. Identified as the agency- preferred alternative in the EIS, this updated GMP broadens the scope of resource management and interpretation programs to emphasize the connections and interrelationships between the park's cultural and natural resources. Historic buildings and structures will continue to be preserved, with some additional buildings open to the public for interpretation. New facilities, trails and programs will provide opportunities for visitors to understand how the park's natural surroundings influenced the settlement and historic events on San Juan Island and help define the cultural landscapes preserved within the park. The new plan also proposes boundary adjustments at both English Camp and American Camp, which includes acquisition of land from the Washington State Department of Natural Resources (DNR), Bureau of Land Management (BLM), and one private parcel under a willing-seller condition only. Endangered and Threatened Wildlife and Plants; Revised Designation of Critical Habitat for the Contiguous United States Distinct Population Segment of the Canada Lynx
We, the U.S. Fish and Wildlife Service (Service), designate revised critical habitat for the contiguous United States distinct population segment of the Canada lynx (Lynx canadensis) (lynx) under the Endangered Species Act of 1973, as amended (Act). Pennsylvania Regulatory Program
We, the Office of Surface Mining (OSM), are announcing the withdrawal of a proposed rule pertaining to a request to delete a required amendment related to the Pennsylvania regulatory program (the Pennsylvania program) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Pennsylvania requested that a required amendment pertaining to regulatory exemptions for coal extraction incidental to the extraction of other minerals be removed.

Los Vaqueros Reservoir Expansion, Contra Costa County, CA
The Bureau of Reclamation (Reclamation), as the National Environmental Policy Act Federal lead agency, and the Contra Costa Water District (CCWD), as the California Environmental Quality Act State lead agency, have made available for public review and comment the Los Vaqueros Reservoir Expansion Project Draft EIS/ EIR. The Draft EIS/EIR describes and presents the environmental effects of the No-Action Alternative and four action alternatives. Five public hearings will be held to receive comments from individuals and organizations on the Draft EIS/EIR.
Wyoming: Notice of Proposed Reinstatement of Terminated Oil and Gas Lease
Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Contex Energy Company for non- competitive oil and gas lease WYW154346 for land in Carbon County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Endangered and Threatened Wildlife and Plants; 5-Year Review of 10 Caribbean Plant Species
The U.S. Fish and Wildlife Service (Service) is initiating 5- year reviews of Auerodendron pauciflorum (no common name), Daphnopsis hellerana (no common name), Gesneria pauciflora (no common name), Ilex sintenisi (no common name), Leptocereus grantianus (no common name), Schoepfia arenaria (no common name), palo de jazmin (Styrax portoricensis), palo colorado (Ternstroemia luquillensis), Ternstroemia subsessilis (no common name), and St. Thomas prickly ash (Zanthoxylum thomasianum) under section 4(c)(2) of the Endangered Species Act of 1973, as amended (Act). The purpose of reviews conducted under this section of the Act is to ensure that the classification of species as threatened or endangered on the List of Endangered and Threatened Wildlife and Plants (50 CFR 17.11 and 17.12) is accurate. A 5-year review is an assessment of the best scientific and commercial data available at the time of the review.
Notice of Call for Nomination for Idaho's Coeur d'Alene District Resource Advisory Council
The purpose of this notice is to request public nominations to fill one position in Category Three, (Elected Official), for Idaho's Coeur d'Alene District Resource Advisory Council (RAC). The Federal Land Policy and Management Act (FLPMA) (43 U.S.C. 1730) directs the Secretary of the Interior (Secretary) to involve the public in planning and issues related to management of lands administered by Bureau of Land Management (BLM). Section 309 of FLPMA directs the Secretary to select 10 to 15 member citizen-based advisory councils, which are consistent with the requirements of the Federal Advisory Committee Act (FACA). Notice of Proposed Reinstatement of Terminated Oil and Gas Leases NDM 94955, NDM 97028 and NDM 97029
Per 30 U.S.C. 188(d), Whiting Oil & Gas Corporation timely filed petitions for reinstatement of oil and gas leases NDM 94955, NDM 97028 and NDM 97029, Billings and McKenzie Counties, North Dakota. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination subject to: The original terms and conditions of the leases; The increased rental of $10 per acre; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and The $163 cost of publishing this Notice

Central Utah Project Completion Act
On December 24, 2008, the Department of the Interior (Interior), signed a Finding of No Significant Impact (FONSI) which documents the selection of the Proposed Action as presented in the Final Environmental Assessment (EA) for the Block Notice 1A Francis Sub-Area Municipal and Industrial (M&I) Water Conversion. Interior has determined that implementing the Proposed Action described in the EA will not have a significant impact on the quality of the human environment and that an environmental impact statement is not required. The proposed action consists of conversion of Central Utah Project (CUP) Bonneville Unit water, delivered under Development Block Notice No. 1A to the Francis Sub-Area, from irrigation to municipal and industrial use, and to expand the area to which the project water may be delivered (Expanded Francis Sub-Area). The conversion will be limited to 3,000 acre-feet of irrigation water that has been delivered to agricultural tracts that have been deemed irrigable under Bureau of Reclamation (Reclamation) law and policy. The irrigation water would be converted incrementally to M&I use over a period of up to 25 years. The Expanded Francis Sub-Area would be restricted to lands within the District boundary, in the upper Provo River drainage, upstream of Jordanelle Reservoir. The proposed action is an administrative procedure that will allow the available Bonneville Unit water to be utilized for M&I purposes as the Francis Sub-Area becomes more residential. All water supply commitments to the existing agricultural irrigation will continue to be met.
