Army National Military Cemeteries (ANMC) is honoring the requests of four families to disinter the human remains of four Native American students from the Carlisle Barracks Post Cemetery, Carlisle, Pennsylvania. The decedent names are Little Plume (aka Hayes Vanderbilt Friday), George Ell (aka George Eli), Herbert Little Hawk (aka Herbert J. Littlehawk), and Her Pipe Woman (aka as Dora Brave Bull). These students died in the 1880s and 1890s while attending the Carlisle Indian Industrial School. At the request of the closest living relative for each decedent, ANMC will disinter, transfer custody, transport, and reinter the remains in private cemeteries chosen by the families. This disinterment will be conducted in accordance with Army Regulation 210- 190. This is not a Native American Graves Protection and Repatriation Act (NAGPRA) action because the remains are not part of a collection as they are interred in graves that are individually marked at the Carlisle Barracks Post Cemetery.

The Department of the Army (Army) announces its intent to conduct public scoping under the National Environmental Policy Act (NEPA) and solicit public comments to gather information to prepare an Environmental Impact Statement (EIS) for a proposed Area Development Plan (ADP) for Davison Army Airfield (DAAF), U.S. Army Garrison Fort Belvoir (Fort Belvoir), Virginia. The EIS will analyze the potential environmental impacts that would result from implementing the projects identified in the ADP (Proposed Action). The Proposed Action consists of multiple new construction, replacement, demolition, and renovation projects at DAAF. The Proposed Action does not include, nor would it require, substantial changes in missions, air operations, or the number of aircraft or personnel. The scoping process will help identify reasonable alternatives, potential environmental impacts, and key issues of concern to be analyzed in the EIS. The Army intends to comply with the requirements of Section 106 of the National Historic Preservation Act in parallel with this NEPA process, and invites federally recognized tribes and the State Historic Preservation Office to participate in the consultation process.

This final rule removes the Department of the Army's regulation concerning the Freedom of Information Act program. On February 6, 2018, the DoD published a revised FOIA program rule as a result of the FOIA Improvement Act of 2016. When the DoD FOIA program rule was revised, it included DoD component information and removed the requirement for component supplementary rules. The DoD now has one DoD-level rule for the FOIA program that contains all the codified information required for the Department.

Programmatic Environmental Assessment for Infantry Brigade Combat Team Conversion to an Armored Brigade Combat Team and Stationing

The Department of the Army has completed a Programmatic Environmental Assessment (PEA) analyzing the proposed conversion of an Infantry Brigade Combat Team (IBCT) at Fort Carson, Colorado, into an Armored Brigade Combat Team (ABCT) and the stationing of that newly converted ABCT at one of five Army installations: Fort Carson, Colorado; Fort Bliss, Texas; Fort Hood, Texas; Fort Riley, Kansas; or Fort Stewart, Georgia. The Army is making the PEA and a draft Finding of No Significant Impact (FNSI) available for public comment. The PEA does not identify significant environmental impacts from any of the alternatives under the proposed action. The draft FNSI concludes that preparation of an environmental impact statement is not required, and therefore will not be prepared.

The Advisory Committee on Arlington National Cemetery is an independent Federal advisory committee chartered to provide the Secretary of Defense, through the Secretary of the Army, independent advice and recommendations on Arlington National Cemetery, including, but not limited to cemetery administration, the erection of memorials at the cemetery, and master planning for the cemetery. The Secretary of the Army may act on the Committee's advice and recommendations. The Committee is comprised of no more than nine (9) members. Subject to the approval of the Secretary of Defense, the Secretary of the Army appoints no more than seven (7) of these members. The purpose of this notice is to solicit resumes from a wide range of highly qualified individuals desiring appointment to the Committee. Appointment as a members of the Committee and its sub-committees may be made for terms of service ranging from one to four years. All nominees by the Secretary of the Army for Secretary of Defense for approval must be preeminent authorities in their respective fields of interest or expertise. This notice solicits submissions of resumes from interested and highly qualified individuals to fill Committee membership vacancies that may occur through September 30, 2018.

The inventions listed below are assigned to the United States (U.S.) Government as represented by the Secretary of the Army and are available for licensing by the Department of the Army (DoA): U.S. Patent Number 7,812,366 entitled ``Ultraviolet Light Emitting AlGaN Composition, and Ultraviolet Light Emitting Device Containing Same'', Inventors Sampath et al., Issue date October 12, 2010. U.S. Patent Number 8,564,014 entitled ``Ultraviolet Light Emitting AlGaN Composition and Ultraviolet Light Emitting Device Containing Same'', Inventors Sampath et al., Issue date October 22, 2013. U.S. Patent 7,498,182 entitled ``Method of Manufacturing an AlGaN Composition and Ultraviolet Light Emitting Device Containing Same'', Inventors Sampath et al., Issue Date March 3, 2009. The novel claims of these patents are not specific to the growth method used in the production of Ultraviolet (UV) Light Emitting Diodes (LEDs) and apply to any Aluminum Gallium Nitride (AlGaN) composition containing self-assembled nanometer-scale compositional inhomogeneities that are localized in more than one dimension, and includes wells, dots, and wires. These patents are relevant to a large portion of semiconductor UV LED industry, which employ some degree of nanoscale compositional inhomogeneity to enhance ultraviolet light emission, regardless of growth method. Further, a semiconductor UV light emitting device having an active region layer comprised of the AlGaN composition is provided, as well as a method of producing the AlGaN composition and semiconductor UV light emitting device, involving molecular beam epitaxy.
