Proposed Collection; Comment Request
In compliance with the Paperwork Reduction Act of 1995, the Exchange announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
Intent To Grant an Exclusive License of U.S. Government-Owned Patent
In accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i), announcement is made of the intent to grant an exclusive, royalty- bearing, revocable license to U.S. Patents 7,899,687; 8,510,129; and 8,682,692; issued respectively on March 1, 2011, August 13, 2013 and March 25, 2014, entitled respectively ``System and method for handling medical information,'' ``Medical information handling system and method,'' and ``Medical information handling method, and foreign patents derived from PCT Application PCT/US03/15071 filed on May 15, 2003, entitled ``System and method for handling medical information'' to Vista Partners, LLC, with its principal place of business at Hanger 9B2, 7375 South Peoria, Englewood, CO 80112-4157.

The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act.
Privacy Act of 1974; System of Records
The Department of the Army proposes to alter a system of records notice, A0195-6 USACIDC, entitled ``Criminal Investigation Accreditation and Polygraph Examiner Evaluation Files'' in its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system will be used to determine applicant's acceptance into or rejection from the USACIDC program; continuing eligibility, placement or standing therein; and to manage and evaluate polygraph examination performance.

The Department of the Army proposes to alter a system of records, A0715 DAJA, entitled ``Army Procurement Fraud Branch Misconduct Files'', in its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system is used to determine whether criminal, administrative, or civil proceedings should be initiated against the contractor with the government or government procurement officials for criminal or other misconduct, or unsatisfactory performance in connection with procurement activities and to maintain and distribute a list of contractors determined to be ineligible to participate in Government procurement activities.

Agency Information Collection Activities: Proposed Collection; Comment Request; Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery
As part of a Federal Government-wide effort to streamline the process to seek feedback from the public on service delivery, we are seeking comment on the development of the following proposed Generic Information Collection Request (Generic ICR): ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery'' for approval under the Paperwork Reduction Act (PRA). This notice announces our intent to submit this collection to OMB for approval and solicits comments on specific aspects for the proposed information collection.
