In accordance with 37 CFR 404.6 and 404.7, announcement is made of the availability for licensing of the invention set forth in U.S. Patent No. 6,914,554 entitled ``Radar Beam Steering with Remote Reflectory/Refraction,'' issued on July 5, 2005. The United States Government, as represented by the Secretary of the Army, has rights in this invention.

The Department of the Army published a Notice of Availability in the Federal Register of August 10, 2007, concerning the Record of Decision for Base Realignment and Closure (BRAC) actions at Fort Belvoir, Virginia. The Notice of Availability contained incorrect information.

In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Department of the Army announces a proposed extension of a public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

The Department of the Army announces the availability of a DPEIS for the growth and realignment of the U.S. Army. Pursuant to the National Environmental Policy Act (NEPA), the Department of the Army has prepared a DPEIS that evaluates the potential environmental and socioeconomic effects associated with alternatives for growing and realigning the Army's force structure. Potential impacts have been analyzed at installations which are being considered for the stationing of 1,000 or more Soldiers in efforts to grow and realign the Army.

In accordance with Section 10(a)(2) of the Federal Advisory Committee Act (Pub. L. 92-463), announcement is made of the following meeting: Name of Committee: Army Education Advisory Committee. Date: September 13, 2007. Place: The Pentagon, Room 2E477, Arlington, VA 20310. Time: 0900-1700. Proposed Agenda: The meeting agenda includes an overview of Army training and a Pentagon tour, an overview of Federal Advisory committees, an update on the five subcommittees: Defense Language Institute Foreign Language Center, Command and General Staff College, Army War College, Distance Learning/Training Technology Applications, and the Reserve Officer Training Corps, and discussions focused on education and training within the Department of the Army. Purpose of the Meeting: To provide for the continuous exchange of information and ideas for training and education between the U.S. Army Training and Doctrine Command (TRADOC), HQ Department of the Army, and the academic and business communities.

The Department of the Army announces the availability of a ROD documenting and explaining the decision to implement realignment actions, as directed by the Base Realignment and Closure (BRAC) Commission, and other Army transformation programs, at the Fort Carson military installation near Colorado Springs, Colorado. The decision is based on the analysis described in the Final Fort Carson Transformation Environmental Impact Statement (EIS), supporting studies, and comments provided during formal comment and review periods.

The Department of the Army announces the availability of a ROD which summarizes the decision for implementing realignment actions as directed by the BRAC Commission at Fort Belvoir, Virginia. The decision places 8,500 new employees at Fort Belvoir's Engineer Proving Ground; places 5,500 personnel on Fort Belvoir's Main Post, and defers a decision on 6,200 personnel.

In accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i), announcement is made of the intent to grant an exclusive, royalty- bearing, revocable license to U.S. provisional patent application filed April 24, 2006 entitled ``Trauma Training Mannequin''; U.S. provisional patent application filed August 18, 2006 entitled ``Trauma Training Mannequin''; U.S. provisional patent application filed June 8, 2006 entitled ``Trauma Training System''; U.S. patent application filed April 23, 2007 entitled ``Trauma Training System''; and foreign rights (PCT/US2005/043771) to Skedco, Inc., with its principal place of business at 10505 SW Manhasset Drive, Tualatin, Oregon 97062.
