Notice of Federal Advisory Committee Meeting; Withdrawal
The previous Air Force Scientific Advisory Board Federal Register Notice, Vol. 85, No. 46, published on Monday March 9, 2020, is hereby withdrawn. The United States Air Force Scientific Advisory Board Meeting to be held on April 2, 2020 is cancelled. Due to circumstances beyond the control of the Department of Defense and the Designated Federal Officer for the U.S. Air Force Scientific Advisory Board was unable to provide public notification required by concerning the cancellation of the previously noticed meeting of the U.S. Air Force Scientific Advisory Board for April 2, 2020. Accordingly, the Advisory Committee Management Officer for the Department of Defense waives the 15-calendar day notification requirement.
Notice of Intent To Prepare a Legislative Environmental Impact Statement and Notice of Scoping Meetings for the Proposed Extension of the Military Land Withdrawal at Barry M. Goldwater Range, Arizona
The United States Air Force (USAF) (co-lead agency), in coordination with the United States Marine Corps (USMC) (co-lead agency), is issuing this notice to advise the public of the intent to prepare a Legislative Environmental Impact Statement (LEIS) for the proposed extension of the Barry M. Goldwater Range (BMGR) land withdrawal and reservation in Arizona. The LEIS will also address a proposal to withdrawal approximately 2,366 acres of additional public land adjacent to Gila Bend Air Force Auxiliary Airfield to enhance the security and safety of flight operations at the airfield. Five public scoping meetings will be held, which is an important part of the LEIS process as it allows for an early and open process, giving the public an opportunity to help determine the scope of issues and alternatives to be addressed in the LEIS.

Air Force Academy Preparatory School
This final rule removes the regulation concerning how the Department of the Air Force accesses individuals into the Air Force Academy Preparatory School. This part is outdated, contains internal guidance, reiterates statutory law, and is otherwise subject to the military function exemption to rulemaking. Candidates to the preparatory school are individually provided with any relevant entrance information and the current policy is publically available on the department's website. Therefore, this part is unnecessary and can be removed from the CFR.

Issuing of Certificates in Lieu of Lost or Destroyed Certificates of Separation
This final rule removes the Department of the Air Force's regulation regarding the process for replacing lost or destroyed separation documentation. Since the publication of this rule, the National Archives and Records Administration (NARA) has assumed control of the records concerned and the document release process. The content of this part is now addressed in a NARA regulation. Therefore, this part is unnecessary and may be removed from the CFR.
Determination of Active Military Service and Discharge for Civilian or Contractual Groups
This final rule removes the Department of the Air Force's regulation containing procedures for processing discharge applications of civilians or contractors claiming prior active military service with the Air Force or a predecessor organization. The content of this part is addressed in a DoD-level regulation, and it is unnecessary.

Privacy Act Program
This final rule removes DoD's regulation concerning the Department of the Air Force Privacy Program. On April 11, 2019, the Department of Defense published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide privacy program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, part 806b is now unnecessary and may be removed from the CFR.

On April 19, 2019, the United States Air Force signed an Addendum to the 26 June 2014 Record of Decision for the Final F-35 Beddown Supplemental Environmental Impact Statement (SEIS). This Addendum to the 26 June 2014 Record of Decision (AROD) documents the Air Force's decision regarding temporarily shifting the primary runway to Runway 01/19 (RW 01/19) and allowing short-term increases in previously limited operations for construction-related closure of Runway 12/30 (RW 12/30).

Air University Board of Visitors Meeting
Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the Air University Board of Visitors' meeting will take place on Monday, 8 April 2019, from 8:00 a.m. to approximately 5 p.m. and Tuesday, 9 April, 2019, from 8:00 a.m. to approximately 5:00 p.m. Central Standard Time. The meeting will be held in the Air University Commander's Conference Room located in Building 800 at Maxwell Air force Base, AL. The purpose of this meeting is to provide independent advice and recommendations on matters pertaining to the educational, doctrinal, and research policies and activities of Air University. The agenda will include topics relating to the policies, programs, and initiatives of Air University educational programs and will include an out brief from the Air Force Institute of Technology and Community College of the Air Force Subcommittees. This final rule removes the Department of the Air Force's regulation concerning how Air Force units process requests to purchase Air Force Publications and Forms. This rule is internal and does not direct how the public requests publications or forms. The rule is also obsolete. It was originally published in the early 1990's prior to the Air Force establishing a public website (2003) that provided electronic versions of publications to the public free of charge. Therefore, this part can be removed from the CFR.

Civil Disturbance Intervention and Disaster Assistance
This final rule amends this part by removing the portion which addresses the Department of the Air Force Civil Disturbance Intervention and Disaster Assistance. The current version of this rule was published March 26, 2002. This rule provides internal guidance for the use of Air Force resources and personnel in controlling civil disturbances and in supporting disaster relief operations. Subpart B is unnecessary as it restates existing statute, and there exists DoD-level policy for the execution and oversight of Defense Support of Civil Authorities (DSCA). The Air Force also has internal procedures and standards for the DSCA mission and operations. Therefore, this part can be removed from the CFR.
