Notice of Intent To Prepare an Environmental Impact Statement for the KC-46A Main Operating Base #4 Beddown
The United States Air Force (USAF) is issuing this notice to advise the public of the intent to prepare an Environmental Impact Statement (EIS) for the KC-46A Main Operating Base #4 (MOB 4) Beddown. The EIS will assess the potential environmental consequences of various alternatives of the beddown of KC-46A tanker aircraft, associated infrastructure and personnel in support of the MOB 4 mission at an existing active duty, continental United States Air Force Base (AFB).
Divert Activities and Exercises, Commonwealth of the Northern Mariana Islands
On December 7, 2016, the United States Air Force signed the ROD for the Divert Activities and Exercises, Commenwealth of the Northern Mariana Islands Final Environmental Impact Statement (EIS). This ROD states the Air Force decision is to implement Alternative 2 Modified Tinian Alternative, and specifically the North Option. The decision means that the Air Force will construct the facilities and infrastructure needed to achieve divert capabilities in the western Pacific and conduct military exercises. The decision was based on matters discussed in the Final EIS; inputs from the public, Federal, the Commonwealth of the Northern Mariana Islands, and local units of government, and regulatory agencies; and other relevant factors. The Final EIS was made available to the public on September 26, 2016 through a NOA in the Federal Register (Volume 81, Page 66013) with a post-filing waiting period that ended on October 26, 2016. This ROD documents only the Air Force decision on the proposed actions analyzed in the Final EIS. Board of Visitors of the U.S. Air Force Academy Notice of Meeting
In accordance with 10 U.S.C. Section 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting on the Senate Side, Capitol Visitor Center, Room 212-10, Washington, DC on Thursday, December 8, 2016. The meeting will begin at 0830 and conclude at 1515. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, strategic communication, and other matters relating to the Academy. Specific topics for this meeting include a Superintendent's Update; Dean's Update; Athletic Department Update; BoV update. Administrative Claims

Air University Board of Visitors' Air Force Institute of Technology
The Department of Defense is withdrawing the previously announced Federal Register notice concerning a meeting of the Air Force Institution of Technology Subcommittee on October 17 thru 18, 2016, as announced in the Federal Register (Volume 81, Number 190) on September 30, 2016. Since the Department of the Air Force was unable to provide sufficient notification of the withdrawal action, the Advisory Committee Management Officer for the Department of Defense waives the 15-calendar day notification requirement pursuant to 41 CFR 102- 3.150(b).

Air University Board of Visitors Meeting

Global Positioning System Directorate (GPSD) Meeting Notice
This notice informs the public that the Global Positioning Systems (GPS) Directorate will host the 2016 Public Interface Control Working Group and Open Forum on 21 and 22 September 2016 for the following NAVSTAR GPS public documents: IS-GPS-200 (Navigation User Interfaces), IS-GPS-705 (User Segment L5 Interfaces), IS-GPS-800 (User Segment L1C Interface), ICD-GPS-240 (NAVSTAR GPS Control Segment to User Support Community Interfaces), and ICD-GPS-870 (NAVSTAR GPS Control Segment to User Support Community Interfaces). Additional logistical details can be found below. The purpose of this meeting is to update the public on GPS public document revisions and collect issues/comments for analysis and possible integration into future GPS public document revisions. All outstanding comments on the GPS public documents will be considered along with the comments received at this year's open forum in the next revision cycle. The 2016 Interface Control Working Group and Open Forum are open to the general public. Update to Notice of Intent to the Joint Environmental Impact Statement and Environmental Impact Report for Development of the Oro Verde Solar Project
The United States Air Force (USAF) is issuing this notice to update the public on changes to the joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) for development of the Oro Verde Solar Project (OVSP). The Notice of Intent (NOI) to prepare a joint project-level EIS/EIR for the Oro Verde Solar Project was originally published in the Federal Register on May 29, 2013 (FR Doc. 2013-12751). Public and agency meetings were held to discuss the project on June 11, 2013, at Club Muroc on Edwards AFB; June 12, 2013, at the Mojave Veterans Hall at 15580 O Street in Mojave, California; and June 13, 2013, at the Hummel Community Hall at 2500 20th Street West in Rosamond, California. Since the publication of the NOI, the Air Force is no longer partnering with the originally selected project developer for the Oro Verde Solar Project. However, the Air Force is continuing with completion of an EIS/EIR at a broader programmatic level to support future project implementation. The Air Force has retitled this project the Edwards AFB Solar EUL Project Programmatic EIS/EIR. The programmatic analysis will provide future potential developers and the public with an early understanding of environmental impacts and benefits of the proposed action, and will assist in framing the scope of any subsequent site-specific Air Force actions.

United States Air Force F-35A Operational Beddown-Pacific
On April 4, 2016, the United States Air Force signed the ROD for the United States Air Force F-35A Operational BeddownPacific Final Environmental Impact Statement (EIS). This ROD states the Air Force decision is to select the Proposed Action. The decision means that the Air Force will beddown two squadrons of F-35A aircraft (48 Primary Assigned Aircraft and 6 Backup Inventory) at Eielson Air Force Base, Alaska. The F-35A aircraft will use related airspace and ranges, particularly the Joint Alaska Pacific Range Complex (JAPRC); no new airspace has been proposed to accommodate the F-35A operations. The decision was based on matters discussed in the Final EIS; inputs from the public, Native American tribes, and Federal, State and local units of government, and regulatory agencies; and other relevant factors. U.S. Air Force Reminder Re: United Launch Alliance (ULA) Consent Order and Recent Change in Department of Defense (DOD) Compliance Officer
This is not a notice of solicitation issuance. The Director, Principal DOD Space Advisor Staff, as the Compliance Officer under the Federal Trade Commission (FTC) Decision and Order (hereinafter referred to as the ``Consent Order''), in the Matter of Lockheed Martin Corporation (LMC), the Boeing Company (Boeing), and United Launch Alliance, L.L.C. (ULA) (hereinafter referred to as the ``Respondents''), Docket No. C-4188, dated May 1, 2007, is posting this notice to publicize the Consent Order, notify the Public of a change in DOD Compliance Officer personnel and to provide points of contact for further information or for comment submittal. The Consent Order: The Consent Order requires that with regard to covered Government programs, (1) ULA afford all space vehicle manufacturers non-discriminatory treatment for launch services that ULA may provide, and that (2) LMC and Boeing, as space vehicle manufacturers, consider all qualified launch service providers on a non-discriminatory basis. Covered programs are Government programs which are delivered in orbit and utilize medium-to-heavy launch services. The Consent Order also requires firewalls to prevent information from a space vehicle provider being shared by ULA with its Boeing or LMC parent company.
