Pursuant to the provisions of Part 404 of Title 37, Code of Federal Regulations, which implements Public Law 96-517, as amended; the Department of the Air Force announces its intention to grant Compunetix, Inc., a corporation of the State of Pennsylvania, having a place of business at 2420 Mosside Boulevard, Monroeville, Pennsylvania, an exclusive license limited to the field of ground and shipboard voice communications applications and systems in any right, title and interest the Air Force has in: U.S. Patent No. 7,391,877, issued June 24, 2008, entitled ``Spatial Processor For Enhanced Performance in Multi-Talker Speech Displays,'' by Douglas S. Brungart. The Air Force intends to grant a license for the patent unless a written objection is received within fifteen (15) calendar days from the date of publication of this Notice. Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the United States Air Force Scientific Advisory Board (SAB) quarterly meeting will take place on 8 April 2014 at Nellis AFB, NV and the Hyatt Place Hotel, 4520 Paradise Rd, Las Vegas, NV 89109. The SAB will meet on 8 April 2014 from 7:45 a.m.-3:45 p.m. at Nellis AFB for closed sessions and at the Hyatt Place Hotel, 4520 Paradise Rd, Las Vegas, NV 89109, from 5:00 p.m.-6:30 p.m. for an update on the SAB's Combating Sexual Assault study in a session open to the public. The purpose of this quarterly meeting is to review the status of the FY14 SAB studies directed by the Secretary of the Air Force: Combating sexual assault, defending forward USAF bases, nuclear command, control, & communications; and technology readiness for hypersonic vehicles. The SAB will also receive presentations from the the USAF Warfare Center, the host for the SAB's Spring Board Meeting. The SAB will review the publication status of the FY13 studies, the latest updates on the ongoing study outbriefs, as well discuss the SAB's review of Air Force Research Laboratory (AFRL) science and technology investments. The remaining FY14 Board schedule will also be discussed. In accordance with 10 U.S.C. Section 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting in Harmon Hall, United States Air Force Academy, in Colorado Springs CO on March 6-7, 2014. The meeting will begin at 9:00 a.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. Specific topics for this meeting include a Superintendent's Update; a USAFA Non-profit Financial Support Briefing; a USAFA Curriculum Overview; a Graduate Assessment Survey Briefing; a Preparatory School Overview; a classroom visit and a tour of the Center for Innovation and Cyber Center Tour. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, one session of this meeting shall be closed to the public because it involves matters covered by subsection (c)(6) of 5 U.S.C. 552b. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. In addition, any member of the public wishing to provide input to the USAFA BoV should submit a written statement in accordance with 41 CFR 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. If after review of timely submitted written comments and the BoV Chairman and DFO deem appropriate, they may choose to invite the submitter of the written comments to orally present the issue during an open portion of the BoV meeting that is the subject of this notice. Members of the BoV may also petition the Chairman to allow specific personnel to make oral presentations before the BoV. In accordance with 41 CFR 102-3.140(d), any oral presentations before the BoV shall be in accordance with agency guidelines provided pursuant to a written invitation and this paragraph. The Department of the Air Force is deleting a system of records notice in its existing inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended. The system of records notice being deleted is F036 AF DP F, Employee Assistance Program (EAP) Case Record Systems.

On December 2, 2013, the United States Air Force signed the ROD for the F-35A Operational Basing Final Environmental Impact Statement (FEIS). The ROD states the Air Force decision to implement the Preffered Alternative to beddown 72 F-35A Primary aircraft authorized (PAA), support personnel and facilities at Hill Air Force Base, Utah. The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on October 4, 2013 through a NOA in the Federal Register (Volume 78, Number 193, Page 61845) with a wait period that ended on November 4 2013. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS.
