Department of State November 2023 – Federal Register Recent Federal Regulation Documents

On October 30, 2023, the U.S. Department of State (Department of State) published a Notice of Proposed Rulemaking for the Exchange Visitor ProgramAu pair category. The Notice of Proposed Rulemaking provided a deadline for submitting comments by December 29, 2023. The Department of State received a request from the Alliance for International Exchange seeking an extension of the public comment period. The Department of State has reviewed this request and is announcing an extension of the public comment period for 30 days to allow public comments to be submitted on or before January 28, 2024.

The U.S. Advisory Commission on Public Diplomacy (ACPD) will hold an in-person public meeting with online (Zoom) access. The meeting will focus on the integration of diversity, equity, inclusion, and accessibility (DEIA) principles into U.S. government public diplomacy programming abroad, based on a forthcoming ACPD special report titled ``Public Diplomacy and DEIA Promotion: Telling America's Story to the World.'' A panel of experts will discuss the opportunities and challenges associated with engaging global audiences on these important issues. This meeting is open to the public, including the media and members and staff of governmental and non-governmental organizations.

The Department of State is giving notice of a publication for a system of records pursuant to the Privacy Act of 1974 for the Special Presidential Envoy for Hostage Affairs and Related Records, STATE-60; and this final rule, which exempts portions of this system of records from one or more provisions of the Privacy Act of 1974.

Notice is hereby given of the following determinations: I hereby determine that certain objects being imported from abroad pursuant to agreements with their foreign owners or custodians for temporary display in the exhibition ``Crafting Modernity: Design in Latin America, 1940-1980'' at The Museum of Modern Art, New York, New York, and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State has submitted the information collection described below to the Office of Management and Budget (OMB) for approval. In accordance with the Paperwork Reduction Act of 1995 we are requesting comments on this collection from all interested individuals and organizations. The purpose of this Notice is to allow 30 days for public comment.

The Department of State (``the Department'') requests written information to assist in reporting on the degree to which the United States and foreign governments meet the minimum standards for the elimination of trafficking in persons (``minimum standards'') that are prescribed by the Trafficking Victims Protection Act of 2000, as amended (``TVPA''). This information will assist in the preparation of the Trafficking in Persons Report (``TIP Report'') that the Department submits annually to the U.S. Congress on governments' concrete actions to meet the minimum standards. Foreign governments that do not meet the minimum standards and are not making significant efforts to do so may be subject to restrictions on nonhumanitarian, nontrade-related foreign assistance from the United States, as defined by the TVPA. Submissions must be made in writing to the Office to Monitor and Combat Trafficking in Persons at the Department of State by February 1, 2024. Please refer to the ADDRESSES, Scope of Interest, and Information Sought sections of this Notice for additional instructions on submission requirements.

I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State is seeking Office of Management and Budget (OMB) approval for the information collection described below. In accordance with the Paperwork Reduction Act of 1995, we are requesting comments on this collection from all interested individuals and organizations. The purpose of this notice is to allow 60 days for public comment preceding submission of the collection to OMB.

I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State announces a meeting of the Foreign Affairs Policy Board to take place on December 7-8, 2023, at the Department of State, Washington, DC. The Foreign Affairs Policy Board will review and assess: Crisis in the Middle East; The International Dimensions of AI; New Perspectives on International Trade Policy; and The Global Migration Challenge.
