Notice of Determinations; Culturally Significant Objects Being Imported for Exhibition-Determinations: “Picasso Landscapes: Out of Bounds” Exhibition
Notice is hereby given of the following determinations: I hereby determine that certain objects being imported from abroad pursuant to agreements with their foreign owners or custodians for temporary display in the American Federation of Arts' exhibition ``Picasso Landscapes: Out of Bounds'' at The Mint Museum, Charlotte, North Carolina; the Cincinnati Art Museum, Cincinnati, Ohio; and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.
Advisory Committee on International Law
A meeting of the Department of State's Advisory Committee on International Law will take place on Monday, December 12, 2022, from 9:00 a.m. to 3:15 p.m. at the George Washington University Law School, Michael K. Young Faculty Conference Center, 716 20th St. NW, 5th Floor, Washington, DC. Acting Legal Adviser Richard Visek will chair the meeting, which will be open to the public up to the capacity of the meeting room. The meeting will include discussions on the future of the international rules-based order, a special tribunal on the crime of aggression in Ukraine, and developments in international law concerning state responsibility in outer space. Members of the public who wish to attend should contact the Office of the Legal Adviser by December 8 at rangchitm@state.gov or (202) 485- 6590 and provide their name, professional affiliation, address, and phone number. Attendees who require reasonable accommodation should make their requests by December 8. Requests received after that date will be considered but might not be possible to accommodate.
International Traffic in Arms Regulations: Prohibited Exports, Imports, and Sales to or From Certain Countries-Cyprus
The Department of State is amending the International Traffic in Arms Regulations (ITAR) to reflect current defense trade policy towards Cyprus.

The purpose of this notice is to announce the Department's plan to seek OMB approval of this collection for an additional three-year period, and to initiate a 60-day period for public comment preceding submission of the collection to OMB.
Request for Public Comment on the African and Diaspora Young Leaders Forum-U.S.-Africa Leaders Summit
President Biden will host leaders from across the African continent from December 13-15, 2022, in Washington, DC, for the U.S.- Africa Leaders Summit. The Summit will demonstrate the United States' enduring commitment to Africa and will underscore the importance of U.S.-Africa relations and increased cooperation on shared global priorities. An important component of the Summit's three-day agenda is the African and Diaspora Young Leaders Forum, which will be held on December 13. A full agenda with speakers will be announced in the coming weeks. The Department is requesting self-nominations from the public of exceptional young leaders to participate in the event.
