Notice is hereby given of the following determinations: I hereby determine that certain objects being imported from abroad pursuant to an agreement with their foreign owner or custodian for temporary display in the exhibition ``Beyond the Light: Identity and Place in Nineteenth-Century Danish Art'' at The Metropolitan Museum of Art, New York, New York; the J. Paul Getty Museum, Los Angeles, California; and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the United States and Panama plan to hold meetings of the United States-Panama Environmental Affairs Council (the ``Council'') and Environmental Cooperation Commission (the ``Commission'') on December 5, 2022, in Panama City, Panama. The purpose of the meetings of these two bodies, respectively, is to review implementation of the Environment Chapter (Chapter 17) of the United States-Panama Trade Promotion Agreement (TPA) and the United States-Panama Environmental Cooperation Agreement (ECA). The Department of State and USTR also invite written comments or questions to be submitted no later than November 25, 2022, regarding implementation of Chapter 17 and the ECA, and any topics that should be discussed at the Council and Commission meetings consistent with their respective purposes. When preparing comments, submitters are encouraged to refer to Chapter 17 of the TPA and/or the ECA, as relevant (available at https://www.state.gov/key-topics-office-of-environmental- quality-and-transboundary-issues/current-trade-agreements-wit h- environmental-chapters/#panama and https://ustr.gov/trade-agreements/ free-trade-agreements/panama-tpa/final-text). The Department proposes to amend its rule regarding minor passport applications to allow a non-applying parent to sign the statement of consent before a notary public or a passport specialist at one of the public passport agency/center counters located within the United States. Department of State Form DS-3053, which is used to obtain the written consent from the parent or legal guardian of a minor passport applicant when they cannot be present at the time the application is executed, is being revised to be consistent with this rulemaking. This proposal also amends the rule by removing from the list of acceptable documentary evidence of sole authority/custody a Consular Report of Birth Abroad (CRBA) listing only the applying parent. Finally, this rulemaking updates the authority citation for the regulations.

Pursuant to an Executive Order on Strengthening the Nation's Forests, Communities, and Local Economies, the Department of State is seeking public feedback on options, including recommendations for proposed legislation, for a whole-of-government approach to combating international deforestation that includes: an analysis of the feasibility of limiting or removing specific commodities grown on lands deforested either illegally, or legally or illegally after December 31, 2020, from agricultural supply chains; and an analysis of the potential for public-private partnerships with major agricultural commodity buyers, traders, financial institutions, and other actors to voluntarily reduce or eliminate the purchase of such commodities and incentivize sourcing of sustainably produced agricultural commodities.
