The Department of State (the Department) is publishing this notice pursuant to Executive Order 13891 to announce and describe the public-facing portal that will contain the Department's Guidance Documents, as described under the Executive Order.

Notice is hereby given of the following determinations: I hereby determine that certain objects included in the exhibition ``Caravans of Gold, Fragments in Time: Art, Culture, and Exchange across Medieval Saharan Africa,'' being re-imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are re-imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the National Museum of African Art, Smithsonian Institution, Washington, District of Columbia, from on or about April 8, 2020, until on or about November 29, 2020, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Los Angeles County Museum of Art, Los Angeles, California, from on or about April 5, 2020, until on or about August 23, 2020, and at possible additional exhibitions or venues yet to be determined, is in the national interest. The Department of State is seeking Office of Management and Budget (OMB) approval for the information collection described below. In accordance with the Paperwork Reduction Act of 1995, we are requesting comments on this collection from all interested individuals and organizations. A determination has been made that a number of foreign persons have engaged in activities that warrant the imposition of measures pursuant to Section 3 of the Iran, North Korea, and Syria Nonproliferation Act. The Act provides for penalties on foreign entities and individuals for the transfer to or acquisition from Iran since January 1, 1999; the transfer to or acquisition from Syria since January 1, 2005; or the transfer to or acquisition from North Korea since January 1, 2006, of goods, services, or technology controlled under multilateral control lists (Missile Technology Control Regime, Australia Group, Chemical Weapons Convention, Nuclear Suppliers Group, Wassenaar Arrangement) or otherwise having the potential to make a material contribution to the development of weapons of mass destruction (WMD) or cruise or ballistic missile systems. The latter category includes items of the same kind as those on multilateral lists but falling below the control list parameters when it is determined that such items have the potential of making a material contribution to WMD or cruise or ballistic missile systems, items on U.S. national control lists for WMD/missile reasons that are not on multilateral lists, and other items with the potential of making such a material contribution when added through case-by-case decisions.

The Department of State intends to seek emergency processing of proposed form DS-5540, Public Charge Questionnaire from the Office of Management and Budget (OMB). The Department will seek OMB approval of the form by February 24, 2020, so that the Department can implement its interim final rule on the public charge ground of visa ineligibility on this date. The Department also intends to respond, in the supporting statement drafted in support of the request for OMB approval, to public comments that it received in response to its request for public comments on the same form DS-5540 that was published in the Federal Register on October 24. The Department will publish another notice in the Federal Register once it has requested emergency processing from OMB.

The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Princeton University Art Museum, Princeton, New Jersey, from on or about March 7, 2020, until on or about June 14, 2020, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State announces meetings of the U.S. State Department's Overseas Security Advisory Council on February 28, June 3, and November 17, 2020. Pursuant to Section 10(d) of the Federal Advisory Committee Act, it has been determined that the meetings will be closed to the public. The meetings will focus on an examination of corporate security policies and procedures and will involve extensive discussion of trade secrets and proprietary commercial information that is privileged and confidential and will discuss law enforcement investigative techniques and procedures. The agendas will include updated committee reports, global threat overviews, and other matters relating to private sector security policies and protective programs and the protection of U.S. business information overseas.

On January 21, 2020, notice was published on page 3468 of the Federal Register (volume 85, number 13) of determinations pertaining to certain objects to be included in an exhibition entitled ``Lucian Freud: The Self Portraits.'' Notice is hereby given of the following determinations: I hereby determine that a certain additional object to be included in the exhibition ``Lucian Freud: The Self Portraits,'' imported from abroad for temporary exhibition within the United States, is of cultural significance. The additional object is imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the additional exhibit object at the Museum of Fine Arts, Boston, Massachusetts, from on or about March 1, 2020, until on or about May 25, 2020, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.
