The Department of State announces the renewal of the Charter for the Defense Trade Advisory Group (DTAG). The DTAG advises the Department on its support for and regulation of defense trade to help ensure the foreign policy and national security of the United States continue to be protected and advanced, while helping to reduce unnecessary impediments to legitimate exports in order to support the defense requirements of U.S. friends and allies. It is the only Department of State advisory committee that addresses defense trade related topics. The DTAG will remain in existence for two years after the filing date of the Charter unless terminated sooner.

On November 20, 2017, the Nebraska Public Service Commission approved the Mainline Alternative Route in Nebraska. The Department issues this Notice of Intent (NOI) to announce that it will prepare an Environmental Assessment (EA)consistent with the National Environmental Policy Act (NEPA) of 1969to evaluate the potential environmental impacts of the Mainline Alternative Route in support of the Bureau of Land Management's review of TransCanada's application for a right-of-way. This NOI solicits participation and comment from interested federal, tribal, state, and local government entities, as well as members of the public, to help inform EA scope and content.
International Traffic in Arms Regulations: U.S. Munitions List Categories I, II, and III

The Department of State (the Department) proposes to amend the International Traffic in Arms Regulations (ITAR) to revise Categories I (firearms, close assault weapons and combat shotguns), II (guns and armament) and III (ammunition and ordnance) of the U.S. Munitions List (USML) to describe more precisely the articles warranting export and temporary import control on the USML. Items removed from the USML would become subject to the Export Administration Regulations (EAR).

The Government of Ecuador has delivered to the United States a notice of termination for the bilateral investment treaty between the two countries. As a result, the treaty terminates as of May 18, 2018, except that it will continue to apply for another 10 years to investments made or acquired prior to the date of termination (May 18, 2018) and to which the treaty otherwise applies.

On May 8, 2018, the Department of State certified that 13 shrimp-harvesting nations and five fisheries have a regulatory program comparable to that of the United States governing the incidental taking of the relevant species of sea turtles in the course of commercial shrimp harvesting and that the particular fishing environments of 26 shrimp-harvesting nations, one economy, and four fisheries do not pose a threat of the incidental taking of covered sea turtles in the course of such harvesting.

This final rule provides various changes and updates to the Department of State passport rules. The final rule incorporates statutory passport denial and revocation requirements for certain convicted sex offenders. It notes that, notwithstanding the legal bases for denial or revocation of a passport, the Department may issue a passport for direct return to the United States. It sets out the Department's procedures for denying and cancelling Consular Reports of Birth Abroad. Finally, the final rule provides additional information relating to the conduct of review hearings.
Imposition of Nonproliferation Measures Against Foreign Persons, Including a Ban on U.S. Government Procurement

A determination has been made that a number of foreign persons have engaged in activities that warrant the imposition of measures pursuant to Section 3 of the Iran, North Korea, and Syria Nonproliferation Act. The Act provides for penalties on foreign entities and individuals for the transfer to or acquisition from Iran since January 1, 1999; the transfer to or acquisition from Syria since January 1, 2005; or the transfer to or acquisition from North Korea since January 1, 2006, of goods, services, or technology controlled under multilateral control lists (Missile Technology Control Regime, Australia Group, Chemical Weapons Convention, Nuclear Suppliers Group, Wassenaar Arrangement) or otherwise having the potential to make a material contribution to the development of weapons of mass destruction (WMD) or cruise or ballistic missile systems. The latter category includes items of the same kind as those on multilateral lists but falling below the control list parameters when it is determined that such items have the potential of making a material contribution to WMD or cruise or ballistic missile systems, items on U.S. national control lists for WMD/missile reasons that are not on multilateral lists, and other items with the potential of making such a material contribution when added through case-by-case decisions.

United States-Morocco Working Group on Environmental Cooperation Meeting and Public Session

The Department of State is providing notice that the governments of the United States and Kingdom of Morocco (the governments) intend to hold a meeting of the United States-Morocco Working Group on Environmental Cooperation (Working Group) and a public session in Rabat, Morocco, on May 11, 2018, to discuss implementation of the Joint Statement on Environmental Cooperation (Joint Statement). During the meetings, the governments will discuss how the United States and Morocco can work together to protect and conserve the environment, highlight past bilateral environmental cooperation, review activities under the 2014-2017 Plan of Action, and approve a 2018-2021 Plan of Action. The Department of State invites members of the public to submit written suggestions on items to include on the meeting agenda and in the 2018-2021 Plan of Action. The Department of State also invites interested persons to attend a public session where the public will have the opportunity to ask about implementation of the Joint Statement.
