Notice of Change of Ownership of Permit Holder of Presidential Permit for Detroit River Crossing Pipeline Facilities on the Border of the United States and Canada
Notice is hereby given of a change in ownership of cross- border liquid hydrocarbon pipeline facilities at the U.S.-Canada border near Detroit, Michigan (``Detroit River Crossing Facilities'') authorized under a Presidential permit issued to Kinder Morgan Cochin LLC (``KM Cochin'') on November 3, 2015. KM Cochin transferred the Detroit River Crossing Facilities to Kinder Morgan Utopia LLC (``KM Utopia'') on May 7, 2017 and notified the Department of this transfer on October 29, 2017. Consistent with the procedures set forth in Public Notice 10111, dated Sept. 7, 2017, the Department has reviewed that notification and has determined that the change in ownership does not affect the prior national interest determination that resulted in issuance of the Presidential permit issued to KM Cochin on November 3, 2015. That permit, therefore, remains valid and the Department recognizes KM Utopia as holder of that permit, subject to its terms and conditions.

Repeal of Benefits for Hostages in Iraq, Kuwait, or Lebanon
In accordance with Executive Order 13771 of January 30, 2017, which addresses agency review of existing regulations, including those that may be outmoded or ineffective, the State Department is repealing the regulations on Benefits for Hostages in Iraq, Kuwait, or Lebanon. The current regulations, which relate to hostage benefits for U.S. nationals in Iraq, Kuwait, or Lebanon were established in 1990, and are outdated as the program funding has been eliminated.

Cultural Property Advisory Committee; Notice of Meeting
The Department of State is issuing this notice to announce the location, date, time, and agenda for the next meeting of the Cultural Property Advisory Committee.
Renewal of Cultural Property Advisory Committee Charter
The Charter of the Department of State's Cultural Property Advisory Committee has been renewed for an additional two years. The Charter of the Cultural Property Advisory Committee has been renewed for a two-year period. The Committee was established by the Convention on Cultural Property Implementation Act of 1983. The Committee reviews requests from other States Parties to the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property seeking U.S. import restrictions on archaeological or ethnological material. The Committee makes findings and recommendations to the President's designee who, on behalf of the President, determines whether to impose import restrictions. The membership of the Committee consists of private sector experts in archaeology, anthropology, or ethnology; experts in the international sale of cultural property; and representatives of museums and of the general public.
