The Department of State has submitted the information collection described below to the Office of Management and Budget (OMB) for approval. In accordance with the Paperwork Reduction Act of 1995 we are requesting comments on this collection from all interested individuals and organizations. The purpose of this Notice is to allow 30 days for public comment.

Notice is hereby given that the Department of State has imposed statutory debarment under the International Traffic in Arms Regulations (``ITAR'') on persons convicted of violating, or conspiracy to violate, Section 38 of the Arms Export Control Act (AECA).

Notice is hereby given of the following determinations: I hereby determine that certain objects to be included in the exhibition ``The Chiaroscuro Woodcut in Renaissance Italy,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Los Angeles County Museum of Art, Los Angeles, California, from on or about June 3, 2018, until on or about September 16, 2018, at the National Gallery of Art, Washington, District of Columbia, from on or about October 14, 2018, until on or about January 20, 2019, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

Notice is hereby given of the following determinations: I hereby determine that certain objects to be included in the exhibition ``Art of Iron: Objects from the Mus[eacute]e Le Secq des Tournelles, Rouen, Normandy,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit objects at The Sterling and Francine Clark Art Institute, Williamstown, Massachusetts, from on or about June 9, 2018, until on or about September 16, 2018, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

Information in Employee Contact Records is used to develop the official locator directories for all personnel, to communicate with the listed categories of individuals in the event of an emergency in which designated contact information will be used, to communicate with designated emergency contacts or next of kin, for mail forwarding purposes of the employee, and to answer official inquiries regarding the location of an employee.

Notice is hereby given of a change in ownership of cross- border liquid hydrocarbon pipeline facilities at the U.S.-Canada border near Detroit, Michigan (``Detroit River Crossing Facilities'') authorized under a Presidential permit issued to Kinder Morgan Cochin LLC (``KM Cochin'') on November 3, 2015. KM Cochin transferred the Detroit River Crossing Facilities to Kinder Morgan Utopia LLC (``KM Utopia'') on May 7, 2017 and notified the Department of this transfer on October 29, 2017. Consistent with the procedures set forth in Public Notice 10111, dated Sept. 7, 2017, the Department has reviewed that notification and has determined that the change in ownership does not affect the prior national interest determination that resulted in issuance of the Presidential permit issued to KM Cochin on November 3, 2015. That permit, therefore, remains valid and the Department recognizes KM Utopia as holder of that permit, subject to its terms and conditions.

Notice is hereby given of the following determinations: I hereby determine that certain objects to be included in the exhibition ``Renoir: Father and Son/Painting and Cinema,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Barnes Foundation, Philadelphia, Pennsylvania, from on or about May 6, 2018, until on or about September 3, 2018, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State corrects erroneous citations and typographical errors within part 172 by correcting or removing them.

In accordance with Executive Order 13771 of January 30, 2017, which addresses agency review of existing regulations, including those that may be outmoded or ineffective, the State Department is repealing the regulations on Benefits for Hostages in Iraq, Kuwait, or Lebanon. The current regulations, which relate to hostage benefits for U.S. nationals in Iraq, Kuwait, or Lebanon were established in 1990, and are outdated as the program funding has been eliminated.

On December 22, 2017, notice was published on page 60787 of the Federal Register (volume 82, number 245) of determinations pertaining to certain objects to be included in an exhibition entitled ``Heavenly Bodies: Fashion and the Catholic Imagination.'' Notice is hereby given of the following determinations: I hereby determine that certain additional objects to be included in the exhibition ``Heavenly Bodies: Fashion and the Catholic Imagination,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The additional objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the additional exhibit objects at The Metropolitan Museum of Art, New York, New York, from on or about May 10, 2018, until on or about October 8, 2018, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

Notice is hereby given of the following determinations: I hereby determine that certain objects to be included in the exhibition ``In the Field of Empty Days: The Intersection of Past and Present in Iranian Art,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Los Angeles County Museum of Art, Los Angeles, California, from on or about May 6, 2018, until on or about September 9, 2018, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

Notice of receipt of request from Ecuador for cultural property protection.

The Charter of the Department of State's Cultural Property Advisory Committee has been renewed for an additional two years. The Charter of the Cultural Property Advisory Committee has been renewed for a two-year period. The Committee was established by the Convention on Cultural Property Implementation Act of 1983. The Committee reviews requests from other States Parties to the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property seeking U.S. import restrictions on archaeological or ethnological material. The Committee makes findings and recommendations to the President's designee who, on behalf of the President, determines whether to impose import restrictions. The membership of the Committee consists of private sector experts in archaeology, anthropology, or ethnology; experts in the international sale of cultural property; and representatives of museums and of the general public.
