The Department of State issued a Presidential permit to the State of Texas on May 30, 2017, authorizing it to construct, operate, and maintain the Presidio-Ojinaga International Bridge at the international boundary between the United States and Mexico, including a new two-lane bridge span. In making this determination, the Department provided public notice of the proposed permit (81 FR 66320, September 27, 2016), offered the opportunity for comment, and consulted with other federal agencies, as required by Executive Order 11423, as amended.

Notice of Issuance of a Presidential Permit to NuStar Logistics, L.P.
The Acting Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs issued a Presidential permit to NuStar Logistics, L.P. (``NuStar'') on May 30, 2017, authorizing NuStar to operate and maintain existing pipeline facilities (``Existing Burgos pipeline facilities'') at the U.S.-Mexico border near Edinburg, Texas for the transport of refined petroleum products, including naphtha, liquefied petroleum gas, natural gas liquids, jet fuel, regular and premium gasoline, and diesel. In accordance with Executive Order 13337 (April 30, 2004), the Acting Assistant Secretary determined that issuance of this permit would serve the national interest.
Diplomatic Security Request for Higher Maximum Uniform Allotment
This is a notice that the Department of State (DOS) is establishing a higher initial maximum uniform allowance to procure and issue uniform items for special agent personnel within the Office of Mobile Security Deployments (DS/T/MSD). This action is pursuant to the authority granted to the DOS by 5 CFR 591.104, which states that an agency may establish one or more initial maximum uniform allowance rates greater than the government-wide maximum uniform allowance rate established under 5 CFR 591.103.

Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), E.O. 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257-1 of December 11, 2015), I hereby determine that certain objects to be included in the exhibition ``Crist[oacute]bal de Villalpando: Mexican Painter of the Baroque,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at The Metropolitan Museum of Art, New York, New York, from on or about July 17, 2017, until on or about October 15, 2017, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these Determinations be published in the Federal Register.

The Department of State issued a Presidential permit to the Otay Water District (the District) on May 16, 2017, authorizing the District to construct, connect, operate, and maintain cross-border water pipeline facilities for the importation of desalinated seawater at the international boundary between the United States and Mexico in San Diego County, California. In making this determination, the Department provided public notice of the proposed permit, offered the opportunity for comment, and consulted with other federal agencies, as required by Executive Order 11423, as amended.

Biodiversity Beyond National Jurisdiction Public Meeting
The Department of State will hold an information session regarding issues related to a July United Nations meeting concerning marine biodiversity in areas beyond national jurisdiction.
Notice of Environmental Impact Statement; Withdrawal
The U.S. Department of State (Department) is withdrawing the April 15, 2016, Federal Register Notice, which announced its intent to prepare an Environmental Impact Statement (EIS), consistent with the National Environmental Policy Act (NEPA) of 1969 (as implemented by the Council on Environmental Quality regulations found at 40 CFR 1500- 1508), to evaluate potential impacts from the construction, connection, operation, and maintenance of a proposed new 20-inch diameter pipeline and associated infrastructure in North Dakota that would export crude oil from the United States to Canada. On May 16, 2017, the applicant, Upland Pipeline, LLC, requested that the Department pause its review of the company's application for a Presidential permit until further notice.
