The Secretary of State has decided to terminate sanctions imposed under the Iran Sanctions Act of 1996 (Pub. L. 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, on Dettin S.p.A. (a.k.a. Dettin) on the basis that the company is no longer engaging in sanctionable activity described in section 5(a) of ISA, and that this person has provided reliable assurances that it will not knowingly engage in sanctionable activities in the future. Therefore, certain sanctions that were imposed on Dettin on August 29, 2014 are no longer in effect.

Notice of Issuance of a Presidential Permit to Kinder Morgan Cochin, LLC To Connect, Operate, and Maintain Existing Pipeline Facilities at the International Boundary Between the United States and Canada

The Department of State issued a Presidential Permit to Kinder-Morgan Cochin, LLC on November 3, 2015 to connect, operate, and maintain existing pipeline facilities at the U.S.-Canadian border in Detroit, Michigan acquired by that company for the transport of liquid hydrocarbons between the United States and Canada. The Department of State determined that issuance of this permit would serve the national interest. In making this determination and issuing the permit, the Department of State followed the procedures established under Executive Order 13337, and provided public notice and opportunity for comment. This permit replaces the 1972 Presidential Permit for these pipeline facilities, but authorizes no new construction or change in the scope of operations.

Meeting on United States-Korea Free Trade Agreement Environment Chapter Implementation and Environmental Cooperation Commission Meeting Under the United States-Korea Environmental Cooperation Agreement

The U.S. Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the United States and the Republic of Korea (Korea) intend to hold the second meetings of the Environmental Cooperation Commission (ECC) and of the Environmental Affairs Council (EAC) in Seoul, Korea on November 10 and 11, 2015, respectively. During the ECC meeting, the United States and Korea (collectively the Parties) will review the results of environmental cooperation under the 2013-2015 Work Program. The Parties also expect to approve a new 2016-2018 Work Program. During the EAC meeting, the Parties will discuss their respective implementation of and progress under the Environment Chapter (Chapter 20) of the United States-Korea Free Trade Agreement (FTA). All interested persons are invited to attend a public session on November 11, 2015 following the ECC and EAC meetings where they will have the opportunity to ask questions and discuss U.S.-Korean environmental cooperation and implementation of Chapter 20 with Commission and Council Members. Pursuant to section 11 of Annex V of the Joint Comprehensive Plan of Action (JCPOA), the Secretary of State has issued waivers and made findings with respect to relevant statutory sanctions. The contingent waivers exercised and findings made by the Secretary pertain to certain sanctions provided for in relevant sections of the Iran Freedom and Counter-Proliferation Act of 2012, the Iran Threat Reduction and Syria Human Rights Act of 2012, the National Defense Authorization Act for Fiscal Year 2012, and the Iran Sanctions Act of 1996. These waivers and findings would apply to certain transactions by non-U.S. persons involving Iran that take place after Implementation Day, as set forth in Annex V and the corresponding provisions of Annex II of the JCPOA. The transactions subject to the waivers and findings that the Secretary has issued include: Transactions with Iran's financial and banking sectors, including the Central Bank of Iran; transactions for the provision of underwriting services, insurance, or reinsurance in connection with activities consistent with the JCPOA; transactions with Iran's energy and petrochemical sectors, including the purchase or sale of petroleum, petroleum products, or petrochemicals or investment in or support to those sectors; transactions with Iran's shipping sector; trade with Iran in precious metals and other metals and software for activities consistent with the JCPOA; and trade with and support for Iran's automotive sector.

The Department of State is updating its regulations regarding nonimmigrant visa format, and records retention procedures. These updates reflect changes in technology, including the current practice of issuing machine-readable visas and the planned future practice of issuing visas electronically. The Department is also removing an obsolete records retention provision and a visa review provision, both of which are now addressed in the Foreign Affairs Manual.
