DEPARTMENT OF STATE
By the virtue of the authority vested
in the Secretary of State, including
Section 1 of the State Department Basic
Authorities Act, as amended (22 U.S.C.
2651a), and by Section 1322(a) of the
Fiscal Year 2015 National Defense
Authorization Act, Public Law 113–291
(the NDAA), I hereby delegate to the
Assistant Secretary of State for
International Security and
Nonproliferation, to the extent
authorized by law, the authority to
provide concurrence on proposed
assistance by the Department of Defense
pursuant to Section 1322(a) of the
NDAA when such concurrence is
required by Section 1322(c).
Any act, executive order, regulation,
or procedure subject to, or affected by,
this delegation shall be deemed to be
such act, executive order, regulation, or
procedure as amended from time to
time.
Notwithstanding this delegation of
authority, the Secretary, the Deputy
Secretary, the Deputy Secretary for
Management and Resources, or the
Under Secretary for Arms Control and
International Security may at any time
exercise any authority or function
delegated by this delegation of
authority.
This delegation of authority shall be
published in the Federal Register.
By virtue of the authority vested in
the Secretary of State, including Section

Secretary for Political Affairs and to the
Assistant Secretary for Consular Affairs,
to the extent authorized by law, the
authority under Section 306 of the
Enhanced Border Security and Visa
Entry Reform Act of 2002 (codified at 8
U.S.C. 1735) to determine, in
consultation with the Secretary of
Homeland Security and the heads of
other appropriate United States
agencies, that an alien who is a national
of a designated state sponsor of
international terrorism does not pose a
threat to the safety or national security
of the United States, under standards
and procedures developed in
consultation with the Secretary of
Homeland Security and the heads of
other appropriate United States
agencies. This delegation of authority
may be re-delegated.
Notwithstanding this delegation of
authority, the Secretary, the Deputy
Secretary, the Deputy Secretary for
Management and Resources, and the
Under Secretary for Management may
exercise any function or authority
delegated by this delegation of
authority.
Delegation of Authority 310, dated
March 14, 2008, is hereby revoked.
This Delegation of Authority will be
published in the Federal Register.

hereby determine that the individual
known as Nasir al-Wahishi, also known
as other aliases and transliterations, no
longer meets the criteria for designation
under the Order, and therefore I hereby
revoke the designation of the
aforementioned individual as a
Specially Designated Global Terrorist
pursuant to section 1(b) of the Order.
This notice shall be published in the
Federal Register.

at the Knicely Conference Center, 2355
Nashville Road, Bowling Green,
Kentucky, on the campus of Western
Kentucky University. The public may
comment on any agenda item or subject
at a public listening session which
begins at 9 a.m. (CT). Following the end
of the public listening session, the
meeting will be called to order to
consider the agenda items listed below.
On-site registration will be available
until 15 minutes before the public
listening session begins at 9 a.m. (CT).
Preregistered speakers will address the
Board first. TVA management will
answer questions from the news media
following the Board meeting.
