Department of State FY11 Service Contract Inventory
The Department of State has publically released its Service Contract Inventory for FY12 and its analysis of the FY11 inventory. They are available here: https://csm.state.gov/content.asp?content id=135&menuid=71. Section 743 of Division C of the FY 2010 Consolidated Appropriations Act, Public Law 111-117, requires Department of State, and other civilian agencies, to submit an annual inventory of service contracts. A service contract inventory is a tool to assess an agency in its ability to contract services in support of its mission and operation and whether the contractors' skills are being utilized in an appropriate manner.

Call for Expert Reviewers to the U.S. Government Review of the Working Group III Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Mitigation of Climate Change
The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the Working Group III Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Mitigation of Climate Change. The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. The IPCC develops a comprehensive assessment spanning all the above topics approximately every six years. The First Assessment Report was completed in 1990, the Second Assessment Report in 1995, the Third Assessment Report in 2001, and the Fourth Assessment in 2007. Three working group volumes and a synthesis report comprise the Fifth Assessment Report. Working Group I assesses the scientific aspects of the climate system and climate change; Working Group II assesses the vulnerability of socio-economic and natural systems to climate change, potential negative and positive consequences, and options for adapting to it; and Working Group III assesses options for limiting greenhouse gas emissions and otherwise mitigating climate change. In October 2009, the IPCC approved the outline for the Working Group III contribution to the 5th Assessment Report (Working Group III Table of Contents: https://www.ipcc-wg3.de/.files/WGIII-Outline- AR5.pdf). Authors were nominated starting in January 2010 and selected in May 2010. All IPCC reports go through two broad reviews: a ``first- order draft'' reviewed by experts, and a ``second-order draft'' reviewed by both experts and governments. The Second Order Draft of the Working Group III contribution to the 5th Assessment Report will be available for review beginning on 25 February 2013. As part of the U.S. Government Review of the Second Order Draft of the Working Group III Contribution to the 5th Assessment Report, the U.S. Government is soliciting comments from experts in relevant fields of expertise (Again, the Table of Contents for the Working Group contribution can be viewed here: https://www.ipcc-wg3.de/.files/WGIII- Outline-AR5.pdf). Beginning on 25 February, experts may register to review the draft report at: https://review.globalchange.gov, the same day the draft report will be made available. To be considered for inclusion in the U.S. Government submission, comments must be received by 27 March 2013. The United States Global Change Research Program will coordinate collection and compilation of U.S. expert comments and the review of the report by a Review Committee of Federal scientists and program managers in order to develop a consolidated U.S. Government submission, which will be provided to the IPCC by April 22, 2013. Shipping Coordinating Committee Notice of Renewal of Charter
The Department of State has renewed the Charter for the Shipping Coordinating Committee (SHC) without significant substantive change. Through this Committee, the Department of State will continue to obtain the views and advice of interested government agencies and bureaus and public members in the maritime and related fields, on issues related to maritime security, safety of life at sea, and protection of the marine environment considered by the International Maritime Organization (IMO), and other matters relating to international maritime shipping. The Under Secretary for Management has determined the Committee is necessary and in the public interest. The Committee follows the procedures prescribed by the Federal Advisory Committee Act (FACA). Meetings will be open to the public unless a determination is made in accordance with section 10(d) of the FACA and 5 U.S.C. 552b(c) that a meeting or portion of the meeting should be closed to the public. Preparations for the International Telecommunication Union World Telecommunication Development Conference (ITU WTDC 2014)
This notice announces meetings of an ad hoc group of the Department of State's International Telecommunication Advisory Committee (ITAC) to begin preparations for the ITU World Telecommunication Development Conference (WTDC 2014). The meetings are announced to the ITAC committee and referred to the ITAC-D ad hoc for action. The process for joining the ITAC-D ad hoc is described. The Department of State announces the beginning of the preparatory process for the ITU WTDC to be held in 2014. The preparatory meetings will be held by the ITAC-D ad hoc of the ITAC on Tuesdays March 12 and 19, April 2, 16, and 30, 2013 at 1300 Eye Street NW., Washington, DC fourth floor West Tower, all at 2-4 p.m. Eastern Time. Attendance at these meetings is open to the public as seating capacity allows. The public will have an opportunity to provide comments at these meetings. A conference bridge will be provided to those people outside the Washington Metro area who request it from the secretariat. Initial details on these meetings will be announced on the Department of State's email list, ITAC@lmlist.state.gov. Call for Expert Reviewers to the U.S. Government Review of the 2013 Supplement to the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories: Wetlands.
The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the 2013 Supplement to the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories: Wetlands. The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. Among the IPCC's products is a series of guidance documents for the preparation of national greenhouse gas inventories, which provide guidance to periodic submissions by Parties to the U.N. Bureau of International Security and Nonproliferation Imposition of Missile Sanctions on Two Chinese Foreign Persons
A determination has been made that two foreign persons in China have engaged in activities that require the imposition of missile sanctions pursuant to the Arms Export Control Act, as amended, and the Export Administration Act of 1979, as amended (as carried out under Executive Order 13222 of August 17, 2001).
Bureau of International Security and Nonproliferation Imposition of Nonproliferation Measures Against Foreign Persons, Including a Ban on U.S. Government Procurement
A determination has been made that a number of foreign persons have engaged in activities that warrant the imposition of measures pursuant to Section 3 of the Iran, North Korea, and Syria Nonproliferation Act. The Act provides for penalties on entities and individuals for the transfer to or acquisition from Iran since January 1, 1999; the transfer to or acquisition from Syria since January 1, 2005; or the transfer to or acquisition from North Korea since January 1, 2006, of goods, services, or technology controlled under multilateral control lists (Missile Technology Control Regime, Australia Group, Chemical Weapons Convention, Nuclear Suppliers Group, Wassenaar Arrangement) or otherwise having the potential to make a material contribution to the development of weapons of mass destruction (WMD) or cruise or ballistic missile sytems. The latter category includes (a) items of the same kind as those on multilateral lists but falling below the control list parameters when it is determined that such items have the potential of making a material contribution to WMD or cruise or ballistic missile systems, (b) items on U.S. national control lists for WMD/missile reasons that are not on multilateral lists, and (c) other items with the potential of making such a material contribution when added through case-by-case decisions.
Bureau of International Security and Nonproliferation Imposition of Nonproliferation Measures on Chinese and Iranian Foreign Persons
The U.S. Government has determined that a number of Chinese and Iranian foreign persons have engaged in proliferation activities that warrant the imposition of measures pursuant to Executive Order 12938 of November 14, 1994, as amended by Executive Order 13094 of July 28, 1998 and Executive Order 13382 of June 28, 2005.

Advisory Committee on Historical Diplomatic Documentation; Notice of Meeting
The information regarding the meeting of the Advisory Committee on Historical Diplomatic Documentation on February 25-26 has changed from that provided in the previous Federal Register Notice at 78 FR 1298, January 8, 2013. The Committee's sessions in the morning and afternoon of Monday, February 25, 2013 will be closed in accordance with Section 10(d) of the Federal Advisory Committee Act (Pub. L. 92-463). The agenda calls for discussions of agency declassification decisions concerning the Foreign Relations series and other declassification issues. These are matters properly classified and not subject to public disclosure under 5 U.S.C. 552b(c)(1) and the public interest requires that such activities be withheld from disclosure. Bureau of Political-Military Affairs; Statutory Debarment Under the Arms Export Control Act and the International Traffic in Arms Regulations
Notice is hereby given that the Department of State has imposed statutory debarment pursuant to Sec. 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR parts 120 to 130) on persons convicted of violating, or conspiracy to violate, Section 38 of the Arms Export Control Act, as amended, (``AECA'') (22 U.S.C. 2778). Further, a public notice was published in the Federal Register on Tuesday, July 24, 2012, listing persons statutorily debarred pursuant to the ITAR; this notice makes one correction to that notice.

Notice of Availability of Finding of No Significant Impact for the Proposed NOVA Chemicals Inc. Line 20 Facility Conversion Project
The purpose of this notice is to inform the public of the availability of the Department of State's Finding of No Significant Impact on the proposed NOVA Chemicals Inc. Line 20 Facilities Conversion Project. Under E.O. 13337 the Secretary of State is authorized to issue Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other non-gaseous fuels to or from a foreign country. NOVA Chemicals Inc. (NOVA) has applied to the Department of State (the Department) for reinstatement of a Presidential Permit authorizing it to operate and maintain existing pipeline facilities at the U.S.-Canada international boundary near Marysville, St. Clair County, Michigan. NOVA states that it intends to convert these pipeline facilities, consisting of approximately 1,350 feet of 12-inch diameter pipeline (the Line 20 Facilities), from natural gas transmission to natural gas liquids transportation service in order to transport natural gas liquids, principally ethane, from U.S. sources of supply to a petrochemical complex located in Corunna, Ontario, Canada. The Corunna complex is owned and operated by NOVA Chemicals (Canada) Ltd. (NOVA Ltd.) which, like NOVA Chemicals Inc., is a subsidiary of NOVA Chemicals Corporation (NOVA Corporation). According to NOVA its conversion of the Line 20 Facilities from natural gas to natural gas liquids service will return the Line 20 Facilities to the service for which a Presidential Permit was issued in 1986. Consistent with NEPA (42 U.S.C. 4321, et seq.), the regulations of the Council on Environmental Quality (40 CFR 1500-1508), and the Department's implementing regulations (22 CFR part 161, and in particular 22 CFR 161.7(c)), the Department of State has found that issuance of a Presidential Permit authorizing the construction, connection, operation, and maintenance of the Cross Border Facility would not have a significant impact on the quality of the human environment. The Finding of No Significant Impact was signed by the Department on January 19, 2013.
